About this file
This document is a Questions and Answers (Q&A) file for solicitation W912LN-25-Q-A018, issued by the Vermont Army National Guard for Agricultural Wash & Sanitization of Equipment. The Q&A addresses 12 key questions from potential contractors regarding the equipment washing and sanitization process, including clarifications on container conditions, cleaning requirements, wash facility usage, and Virkon S sanitization parameters. Key modifications include reducing the Virkon S contact time from 60 to 10 minutes, confirming the acceptable solution strength as 1% instead of 3%, and specifying that the Period of Performance is from 8 September 2025 through 26 September 2025.
The document provides critical operational details such as the government will provide personnel to move equipment, wash bay and exterior concrete areas are available, and the contractor must provide their own pressure washers and washing equipment. The washing process requires removing all organic material, dirt, debris, dust, soil, pests, and plants to the satisfaction of a government veterinarian. Contractors must also provide catchment basins for Virkon S application and follow specific sanitization guidelines outlined in the Performance Work Statement (PWS) and Armed Forces Pest Management Board Technical Guide No. 31.

QUESTIONS and ANSWERS
As of 10JUL2025
1. Question: Are the containers empty aside from dirt, debris, or buildup, or will they contain any residual materials?
Answer: containers will be empty
2. Question: Are we expected to clean and sanitize the interiors of cabbed equipment (e.g., operator cabs)?
Answer: Interior shall be cleaned in accordance with the PWS (See Section 5.1.6). The interiors shall not be sprayed with Vikron S.
3. Question: Will there be personnel onsite to move equipment at the pace of our team, or will we be required to wait on others for equipment repositioning?
Answer: The Government will have personnel on ground to move equipment at the pace of the team
4. Question: Are we expected to perform all cleaning inside a designated wash facility, or are there provisions for mobile or outdoor washing?
Answers: There is a wash bay and exterior concrete area to wash and clean vehicles. See attached arial photo of exterior wash area.
5. Question: Is it acceptable to batch wash multiple units and conduct the sanitizing process afterward, or must each piece be washed and sanitized in sequence?
Answer: It is contractor’s means and methods for washing and sanitization sequence. The Government will accommodate contractor’s requirement for moving equipment.
6. Question: Is the government seeking a deeper detailing service beyond standard debris removal and sanitizing? If so, could you clarify what that entails?
Answer: The contractor shall wash equipment so it is free of all organic material, dirt, debris, dust, soil, pests and plants in preparation for Sanitization. Wash must be to the satisfaction of a United States Government (USG) veterinarian trained representative present at the time of operations. See Armed Forces Pest Management Board Technical Guide No. 31 per PWS 5.1.6.
7. Question: Are there any specifications or requirements for the contractor’s wastewater catch basin or containment system?
Answer: The Government provided interior and exterior wash areas are serviced by Government maintained oil-water separators. Contractor must provide catchment basins for Virkon S application IAW the PWS.
8. Question: Why does the PWS require a 60 minute contact time with Virkon S when the manufacturers Directions for Use states a maximum of 10 minute contact time.
Answer: The required contact time is changed to “10 minutes” not 60 minutes. See PWS version R1 and Combined Synopsis/Solicitation for corrections.
9. Question: Section 2.1.15, 5.2.3, and elsewhere within the PWS, it indicates that the strength of the solution needs to be 3%. According to the manufacturer, the only pathogen on the Virkon® S label that requires a 2% in-use diluted solution is Trichophyton Interdigitale, a fungi. All other pathogens require a 1% dilution (1:100) or lower. Would a 1% solution be acceptable?
Answer: Only a 1% solution is required and acceptable.
10. Question: Section 5.2.4 of the PWS indicates that we need to use test strips to verify the 3% solution. The Virkon® S test strips can only measure up to a 1% solution. Can you please edit this requirement or change the concentration of the solution?
Answer: Strength requirement is changed to 1% and monitored/tested with Virkon S test strips.
11. Question: Section 1.3 of the PWS lists the PoP as 8 September 2025 thru 26 September 2025. Section 5 states it is 26 September 2025. Can you please confirm the PoP. If washing / sanitization is required to be performed on 26 September 2025, can the contractor mobilize and set-up on 25 September 2025?
Answer: Section 1 and Section 5 both reference a Period of Performance (POP) of 8 Sept 2025 – 26 September 2025. This is the correct POP and includes items identified in PWS Section 1.3
12. Question: Will the contractor be allowed to utilize the wash bay facilities (wash bay water hoses) or will the contractor need to provide their own power washers? Historically, we have been allowed to use the wash bay facilities but would like to confirm since there is not verbiage specific regarding it other than having access to a standard water spigot.
Answer: Vendor is responsible for providing all pressure washers and washing equipment. The Government only provides access to existing 110 Volt electrical outlets and standard water hose bibs.
