STATEMENT OF WORK

FOR

2019 Consolidated Projects 9 April 2019

CURZ192313 - 2019 Base Pavement Repairs

Part 1 GENERAL REQUIREMENTS

1.1. SCOPE OF WORK

A Briefly and without force and effect on the requirements of the Contract Documents, the project and the work of the Contract is described in summary, in “Part 2, Job Description.”

1.2. OBLIGATION OF CONTRACTOR

A The Contractor shall furnish, under this contract, a design, all materials, labor, tools and equipment necessary to complete all work specified herein. The Contractor shall so arrange and supervise his work force as to perform all work in accordance with all applicable codes and regulations and in a manner satisfactory to the Contracting Officer. The Contractor shall remove all surplus material, debris and construction equipment from around all construction areas and shall leave his work, at the end of working periods, in a condition satisfactory to the Contracting Officer. The Contractor shall provide his own telephone if required.

B Access and General Protection/Security Policy and Procedures. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The Contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

C For Contractors that do not require CAC, but require access to a DoD Facility and/or

Installation. Contractor, and all associated sub-contractors, employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).

D AT Level I Training. All Contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 30 calendar days after contract start date, or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected Contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. E Contractor Manpower Reporting:

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract at the secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.

1.3. MAINTENANCE OF ADJACENT USE

A The Contractor shall conduct his work in such a manner as to not interfere with or endanger work or traffic in areas adjacent to the construction areas, except as permitted by the Contracting Officer. The Contractor shall so arrange his construction operations as to provide access for emergency vehicles and equipment to the work site at all times.

1.4. WORK SCHEDULE

A The Contractor shall notify the Contracting Officer’s Representative at least 48 hours prior to the commencement of work.

B Work is permitted on the base Monday through Friday, 6:00 a.m. to 6:00 p.m. Waivers of this requirement may be considered on a case-by-case basis, solely at the option and convenience of the Government. No waiver of the requirement shall in any way limit the Government’s right to require future performance between the hours of 6:00 a.m. to 6:00 p.m, Monday through Friday. No work is permitted on the Base on the following holidays without prior coordination:

1.5. SAFETY PRECAUTIONS

A Prior to commencement of work, the Contractor shall familiarize himself with all safety regulations and practices applicable with construction operations on military property. No additional payments will be made for equipment and procedures necessitated by these safety precautions. All OSHA and VOSHA regulations apply to all contractor work performed on the base.

1.6. PROTECTION OF EXISTING UTILITIES AND FACILITIES

A It shall be the contractor’s responsibility to field-verify existing structures, utilities, and survey information, and to take necessary precautions during demolition and/or construction to prevent damage. The contractor shall verify existence, and mark locations of all utilities, including service connections to underground utilities prior to beginning work by contacting

1-800-DIGSAFE, and Mr. Bob Letourneau, the base Engineering Technician, at 1-802-660- 5401, at least 72 hours (not including weekends or legal holidays) in advance of any earth disturbance, for locations of commercially owned and government owned utilities. There is no guarantee, either expressed or implied, that the locations, and size and type of material, of existing underground utilities, provided are representative of those to be encountered during construction.

B Once utilities are marked, it is the contractor’s responsibility to maintain the markings for the duration of the project and excavation period. In Vermont, Dig Safe tickets expire after 30 days if excavation has not started.

C In the event an unexpected utility, or structure interference or conflict, is encountered during construction, the contractor shall immediately notify the Contracting Officer. Under no circumstances will the contractor attempt to backfill or conceal the damaged area until the Contracting Officer or Contracting Officer Representative have been notified. Any active utility services, or structures, disturbed by the contractor’s operations shall be restored immediately at the contractor’s expense to the satisfaction of the Contracting Officer.

D The contractor is responsible for site restoration caused by any destructive activities of the contractor and their subcontractors. Restore all surfaces to existing conditions prior to construction to any damages caused by the work to include, but not limited to: regrading, seeding, mulching, plantings, etc..

1.7. DISPOSAL OF DEBRIS

A All debris and excess materials, not designated as salvage by the Contracting Officer, shall be promptly removed from Government property. The Contractor shall receive title to all debris and/or excess material not designated for salvage by the Contracting Officer. The government will not be responsible for any loss or damage to debris or excess material owned by the Contractor.

1.8. FIRE PROTECTION

A The Contractor shall take all necessary precautions to prevent fires adjacent to the work and to his buildings, and he shall prevent the spread of fires to areas outside the limits of the work.

He shall provide adequate facilities for extinguishing fires and shall maintain a proper patrol during the burning of any materials under this contract to prevent the spread of fires beyond their proper limit. Compliance with the 158 Fighter Wing Instruction 32-2001, The Fire Protection Operations and Prevention Program is mandatory. Disposal of debris by burning will not be allowed.

1.9. ENVIRONMENTAL CONDITIONS

A Contractor will be in compliance with all applicable State and Federal environmental Regulations. Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials being used in this project. Contractor will take all precautions to prevent any spills of oils and/or hazardous substances. The base Fire Department shall be contacted in case of a spill of any size.

B Government requires 48 hours advance notice to the COR should adhesives be utilized that cause strong odors that may be irritating.

1.10. SECURITY REQUIREMENTS

A The Contractor, contractor’s employees, and sub-contractors and their personnel shall all complete the BASE ACCESS BACKGROUND CHECK REQUEST form provided by the base contracting office. An electronic or paper template will be made available to assist in fulfilling this requirement. Background checks shall be processed by the base Security Forces Squadron on all submitted personnel. Personnel whose background checks come back with an approved fitness determination will be allowed to access the base for project work. DBIDS badges will be created by the base Security Forces Squadron for these personnel, authorizing access to the installation during the days/times specified on the badge. Any personnel whose background checks come back with a denied fitness determination will not be granted access to the base and may receive a debarment letter.

B In any instance where Contractor or sub-contractor personnel are removed from the project, it shall be the responsibility of the Contractor to recover the DBIDS badges from all personnel being removed from the project prior to their departure from the base; and to then turn in the acquired badges to base security at Building 410 as soon as possible. The Contractor shall then notify the Contracting Officer or Contracting Officer’s Representative (COR) that this action has been accomplished.

C All personnel shall have a valid driver’s license, vehicle registration, and insurance in order to operate vehicles on the base. All personnel shall obey posted speed limits, and those briefed for airfield areas. Vehicle safety restraint belts are required to be worn by the driver and all passengers while operating a vehicle on this installation.

D Operation of motor vehicles on base while using a cell phone is prohibited unless a hands free device is utilized for voice communications. Additionally, at no time will a person use a cell phone to communicate text messages while operating motor vehicles.

E No weapons or ammunition are permitted on this installation. This includes firearms, bows, crossbows, arrows, bolts, or blades greater than three inches in length.

F Contraband, controlled substances, marijuana, drug paraphernalia and open alcohol containers are not authorized onto the instillation. Contractors found in possession of these items may receive a warning and or debarment letter. Any personnel found in possession of illegal contraband or substances may be detained by Security Forces members, and South Burlington Police Department personnel will respond for investigation and processing of the individual(s).

G The Government requires a roster of all contractor personnel before commencement of any work on base. The roster shall list all of the prime contractor and subcontractor employees’ complete names.

H At times of heightened security or emergency response, the contractor may be asked to leave the government property/work site on short notice. Depending on the situation, this direction could come from any of the following; the Contracting Officer, the Contracting Officer’s Representative, the Base Civil Engineer, Emergency on Scene Commander, or Security Forces Patrol. The contractor shall depart the base or cordon area in a timely manner, and notify the Contracting Officer that they have done so as soon as possible.

I As sub-contractors complete their work on the project, and at overall project completion, it shall be the Contractor’s responsibility to recover all DBIDS badges from sub-contractor and Contractor personnel. The Contractor shall return all recovered badges to the base Security Forces Squadron.

1.11. PRE-BID SITE INSPECTION

A It is important that prospective bidders visit the site and examine the existing conditions prior to submitting a bid. Submission of a bid shall be recognized by all parties that the bidder fully understands the nature and scope of work.

1.12. QUALITY ASSURANCE

A Provide at least one person who shall be present at all times during the execution of the Work and who shall be thoroughly trained and experienced in removal work, and who shall direct all work performed under this Section.

B Use only personnel thoroughly trained and experienced in the skills required for executing the required work and in operating the required equipment.

1.13. SCHEDULING

A Coordinate with the Contracting Officer’s Representative (COR) (660-5455) and/or Civil Engineering Work control (660-5327).

B Notify COR and Engineer at least 48 hours in advance of the beginning of any removal activity.

C Schedule work and operations to allow ample time for inspection.

Part 2 JOB DESCRIPTION

2.1. INTENT OF SPECIFICATION

A Building 300’s air conditioning system requires several repairs and replacements. See attached drawings for current layout of ducts and equipment. During any performance of the work, the contractor is responsible for the proper protection from, and disposal of refrigerant in the existing cooling piping involved in the work to be completed.

B Any use of a manufacturer’s name is not meant to eliminate alternatives for a specified product.

Rather, it is intended to serve as a standard of quality expected. The contractor may submit other manufacturer’s products that provide the same or better standard of quality and meet the intended purpose and design.

C All equipment specified below shall be installed by the contractor complete and ready to operate, including all necessary connections to sources of electrical power, refrigeration lines/refrigerant, structural supports, filters, interconnection and accessories as specified or as recommended for best operation for the equipment furnished. The contractor shall properly program/commission equipment to communicate with any existing VTANG controls and DDC network. If specified equipment is replacing existing units, the contractor shall program/connect new equipment to all pre-existing alarms, system performance settings, and system reporting control points.

D For each base bid and option exercised, provide a walkthrough for VTANG personnel to include a detailed explanation of the proper operation and maintenance of the completed system in addition to the required written O&M submittals.

E All work to be done in accordance with the National Electric Code (NEC) 2017 and with the

International Mechanical Code 2012.

F Base Bid – Replace Air Handling Unit (AHU) #1 and Condensers:

1 AHU #1 is a York model #CS113-SH-FCLP (see attacments for as-builts). The unit contails two cooling coils, and one heating coil. The cooling coils are fed from condenser units #1 and #2 located to the south of the building, both of which are inoperable. AHU #1 is located in the main electrical/mechanical room in B300 in a congested area with mezzanine access (see attached pictures). The refrigerant coil loops contain R-22 refrigerant.

2 Remove and dispose of existing AHU #1, and all related refrigerant piping/wiring complete. Furnish and install new AHU. AHU model shall be York #NL180C00D2BAA2 or equivalent. Field installed accessories shall include 1HW0411 option (two row deep hot water coil). Connect heating coil to the existing boiler that fed the original AHU. The cooling coils shall be configured as lead and lag with their own respective condensers feeding them. See project drawings and attachments for more information.

3 Remove and dispose of condenser unit #1 and unit #2, and all related refrigerant piping/wiring complete. Furnish and install two new condensers. Condensers shall be York model #YC150C00A2ALA4 or equivalent. Field installed accessories shall include 1HG0429 option (hail guard), and 2HG04700524 (Hot gas bypass kit). See project drawings and attachments for more information.

4 The contractor shall modify existing metal beam support structure to accommodate and support new condensers.

G Bid Option #1 – Install Split-Unit Air Conditioner in Communications Closet Rm 6:

1 Furnish and install one split-unit air conditioner in existing communications closet in

B300 room 6. The air conditioning unit for this room shall be Mitsubishi MSY/MUY- GL09NA (9,000BTU/24.6 SEER), or equivalent. See project drawings and attachments for more information.

H Bid Option #2 – Install Split-Unit Air Conditioner in Communications Closet Rm 32:

1 Furnish and install one split-unit air conditioner in existing communications closet in

B300 room 32. The air conditioning unit for this room shall be Mitsubishi MSY/MUY- GL09NA (9,000BTU/24.6 SEER), or equivalent. See project drawings and attachments for more information.

A Building 310 sustained water damage along the base of multiple walls due to a burst sprinkler head. The contractor shall repair wall and trim in the upper and lower levels of Building 310 per attached plans. The existing cove base and wooden baseboard in certain areas have been removed to allow walls to dry. The contractor shall use salvaged Government provided 1” x 8” wood base board where possible.

B Work to repair building interior walls shall include but not be limited to the following: Skim coating bottom of walls as necessary to prep for installing various base materials per plans, patching 1” dia. drilled holes in sheet rock walls in stairwell, repairing one large rectangular sheet rock hole being approximately 26” x 30” in size, installing new cove base in damaged areas, installing new wooden base board, installing salvaged wooden baseboard, priming and painting repaired walls and steam cleaning existing carpets in affected rooms.

1 All new paint colors for the project shall be submitted to and approved by the COR before use.

CURZ192310 - Security Gate Improvements

A Construction of a stone veneer clad concrete site wall adjacent to Mustang Pass, South of Building 410. Included in this work will be associated site work, and the relocation of an existing approximately 8” diameter tree:

1 Mobilization.

2 Strip and stockpile topsoil.

3 Remove and relocate an existing approximately 8” diameter tree. The relocation site will be coordinated with the COR.

4 Excavation, hauling, and backfill activities associated with project site work and the construction of the concrete site wall.

5 Construction of concrete footing, and stone veneer clad concrete site wall.

6 Placement of topsoil, fertilizer, and hydro-seed.

7 Final site cleanup 8 Demobilization

CURZ192311 - Repair lift station pumps and controls

A The Base’s main sewage lift station consists of a wet well, pump pit, and above ground controls station. System consists of two Cornell 15hp duplex sewage pumps (model numbers 4NNT- CS), variable frequency drives (VFDs), floats, and related controls installed in 2001.

B The continuing operation of the wastewater systems is vital to the public health of the Air Guard base and must remain in operation at all times. It is required that all installation phases be coordinated with the operation and maintenance staff.

C Base Bid – Replace pump #2/install government furnished VFD/minor repairs:

1 Remove and dispose of existing pump #2 complete. Replace pump #2 with updated model of similar capacity and performance. Replace existing VFD with government furnished VFD. VFD is Yaskawa AC Drive V1000, model number CIMR- VU2A0056FAA. The replacement pump #2 and VFD shall be installed by the contractor complete and ready to operate, including all necessary connections to sources of electrical power, interconnection between field equipment and input/output cabinets, telecommunications and accessories as specified or as recommended for best operation for the equipment furnished.

2 Included in the installation of the new pump and VFD is the contractor’s responsibility to fully test and commission the newly installed pump and VFD. Provide a walkthrough for VTANG personnel including a detailed explanation of the proper operation and maintenance of the completed system in addition to the required written O&M submittals.

3 The main lift station’s four float system was damaged and needed emergency replacement in 2016 and was replaced with a three float system. The contractor shall replace the three float system with a four float system as intended in the original system specifications (see attached 2001 Main Lift Station Control Specfications.pdf). Included in the replacement, is the proper programming/commissioning of all related controls to reflect the original configured alarm levels and system performance.

4 Replace current wet well access hatch latches, lifting mechanisms, brackets, and related hardware with new. Conduits located near and inside the pump pit access hatch have been damaged over time. Inspect conduits for damage, wear and tear, and replace conduits/pulling elbows as necessary. Cap any conduits that are unused.

5 All work to be done in accordance with the National Electric Code 2017 and with the

1 Remove and dispose of existing pump #1 complete. Replace pump #1 with updated model of similar capacity and performance. Replace existing VFD with new VFD. The new pump and VFD shall be the same type, manufacturer, and model as the VFD specified within the base bid. The replacement pump and VFD shall be installed by the contractor complete and ready to operate, including all necessary connections to sources of electrical power, interconnection between field equipment and input/output cabinets, telecommunications and accessories as specified or as recommended for best operation for the equipment furnished.

2 Included in the installation of the new pump and VFD, is the contractor’s responsibility to fully test and commission the newly installed pump and VFD. Provide a walkthrough for VTANG personnel to include a detailed explanation of the proper operation and maintenance of the completed system in addition to the required written O&M submittals.

3 Replace sump pump located in pump pit. Replacement pump shall be an updated model of similar capacity and performance. The replacement pump and shall be installed by the contractor complete and ready to operate, including all necessary connections to sources of electrical power, interconnection between field equipment and input/output cabinets, telecommunications and accessories as specified or as recommended for best operation for the equipment furnished.

4 All work to be done in accordance with the National Electric Code 2017 and with the

E Bid Option #2 – Update Monitoring:

1 Convert existing lift station LonWorks controls to Ethernet type base-standard SquareD

Struxureware SmartX controller and an Ethernet power meter. Power meter shall work seamlessly with the EcoStruxure front end software and shall be the SquareD PM800 or equivalent. Underground fiber optics previously used for LonWorks shall be repurposed for Ethernet with an unmanaged industrial Ethernet switch such as the Moxa EDS-205A or equal. Provide programming in accordance with the sequence of operations as stated in the original specifications of the system (see attached). Smart meter energy reports shall be set up in the existing Power Manager software.

A Removal of approximately 1,150 sf of failed 4” asphalt pavement, and replacement with 6” of new hot mix asphalt pavement, in the base’s POL Compound upper yard.

B Repainting of all identified markings on the base’s Airfield surfaces, to include:

1 6” Yellow Taxiway Centerlines with glass beads and (2) Black border lines 2 (2) 6” Yellow Taxiway Shoulder markings with glass beads and (3) Black border lines 3 6” Yellow Arm/Disarm Pad Taxi lines with glass beads and (2) Black border lines 4 (2) 6” Yellow Arm/Disarm Pad Shoulder markings with glass beads and (2) Black border lines 5 1’ x 3’ Yellow Arm/Disarm Pad Aircraft Parking spot Nose Wheel marks with glass beads 6 24” White Vehicle Stop Bars x various lengths with glass beads 7 Yellow and Black Controlled Movement Area (CMA) Hold Line. Yellow paint to receive glass beads.

8 Yellow and Black Instrument Landing System (ILS) area Hold Line. Yellow paint to receive glass beads.

9 Red, White, and Black CMA pavement signage 10 Red, White, and Black ILS pavement signage

NOTE:

1. Glass beads will be added to all YELLOW markings at the application rate indicated on the project documents.

2. Painting work between the Delta Taxiway Controlled Movement Area hold line and the airport main runway will only be conducted while the contractor, or their escort, is in radio contact with Burlington I.A.P. Ground Control, or the Control Tower; and when permission has been granted by one of these agencies. Due to flight operations by the airport, work within this area will be subject to the potential requirement for the contractor to pull back temporarily beyond the hold line. These delays are normally short in duration, but the contractor should factor them into their planning.

2.2. SYSTEM COORDINATION AND SINGLE SOURCE RESPONSIBILITY

A All equipment and materials shall be subject to the Engineer’s review and shall not be purchased or manufactured until the review is complete with an approved AF Form 3000 provided by the Contracting officer.

2.3. QUALITY ASSURANCE

A The Contractor shall maintain quality in design and workmanship as well as materials used in manufacture of equipment supplied. All equipment supplied under this Contract shall be of new manufacture.

2.5. GUARANTEE

A All equipment and installations shall be guaranteed against defects in material and workmanship for a period of one year from the date of Government's final inspection and acceptance to the effect that any defective equipment shall be repaired or replaced without cost or obligation to the Government.

2.6. WARRANTIES

A Develop a warranty management plan which contains information relevant to the clause

Warranty of Construction. Include within the warranty management plan all required actions and documents to assure that the Government receives all warranties to which it is entitled. The plan must be in narrative form and contain sufficient detail to render it suitable for use by future maintenance and repair personnel, whether tradesmen, or of engineering background, not necessarily familiar with this contract. The term "status" as indicated below must include due date and whether item has been submitted or was accomplished. Assemble approved information in a binder and electronic format and turn over to the Government upon acceptance of the work. The construction warranty period will begin on the date of project acceptance and continue for the full product warranty period. Include within the warranty management plan, but not limited to, the following:

1 Roles and responsibilities of all personnel associated with the warranty process, including points of contact and telephone numbers within the organizations of the Contractors, subcontractors, manufacturers or suppliers involved.

2 Furnish with each warranty the name, address, and telephone number of each of the guarantor's representatives nearest to the project location.

3 Listing and status of delivery of all Certificates of Warranty for extended warranty items to include pumps and motors, and for all commissioned systems such as control systems.

4 A list for each warranted equipment, item, feature of construction or system indicating:

a Name of item.

b Model and serial numbers.

c Location where installed.

d Name and phone numbers of manufacturers or suppliers.

e Names, addresses and telephone numbers of sources of spare parts.

f Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting date of warranty of construction. Items which have extended warranties must be indicated with separate warranty expiration dates.

g Cross-reference to warranty certificates as applicable.

h Starting point and duration of warranty period.

i Summary of maintenance procedures required to continue the warranty in force.

j Cross-reference to specific pertinent Operation and Maintenance manuals.

k Organization, names and phone numbers of persons to call for warranty service.

l Typical response time and repair time expected for various warranted equipment.

5 Copies of instructions to be posted near selected pieces of equipment where operation is critical for warranty and/or safety reasons.

B Following oral or written notification by the Contracting Officer, respond to construction warranty service requirements in accordance with the "Construction Warranty Service Priority List" and the three categories of priorities listed below. Submit a report on any warranty item that has been repaired during the warranty period. Include within the report the cause of the problem, date reported, corrective action taken, and when the repair was completed. If the Contractor does not perform the construction warranty within the timeframe specified, the Government will perform the work and back charge the construction warranty payment item established.

1 First Priority Code 1. Perform onsite inspection to evaluate situation, and determine course of action within 4 hours, initiate work within 6 hours and work continuously to completion or relief.

2 Second Priority Code 2. Perform onsite inspection to evaluate situation, and determine course of action within 8 hours, initiate work within 24 hours and work continuously to completion or relief.

When submittals are provided by a Subcontractor, the Prime Contractor is to prepare, review and stamp with Contractor's approval all specified submittals prior to submitting for Government approval. Identify submittals, except sample installations and sample panels, with the following information permanently adhered to or noted on each separate component of each submittal and noted on transmittal form. Mark each copy of each submittal identically, with the following:

a. Project title and location.

b. Construction contract number.

c. Date of the drawings and revisions.

d. Name, address, and telephone number of subcontractor, supplier, manufacturer and any other subcontractor associated with the submittal.

Part 4 RECORD DRAWINGS

4.1. AS-BUILTS

A The Contractor shall maintain at the job site two sets of full-size prints of the contract drawings, accurately marked in red with adequate dimensions, to show all variations between the construction actually provided and that indicated or specified in the contract documents, including buried or concealed construction. Special attention shall be given to recording the horizontal and vertical location of all buried utilities that differ from the final government-accepted drawings. Existing utility lines and features revealed during the course of construction, shall also be accurately located and dimensioned. Variations in the interior utility systems shall be clearly defined and dimensioned; and coordinated with exterior utility connections at the building five-foot line, where applicable. Existing topographic features which differ from those shown on the contract drawings shall also be accurately located and recorded. Where a choice of materials or methods is permitted herein, or where variations in scope or character of methods is permitted herein, or where variations in scope or character of work from that of the original contract are authorized, the drawings shall be marked to define the construction actually provided. The representations of such changes shall conform to standard drafting practice and shall include such supplementary notes, legends, and details as necessary to clearly portray the as-built construction. These drawings shall be available for review by the Contracting Officer at all times.

B Show on the as-built drawings, but not limited to, the following information:

1 The actual location, kinds and sizes of all sub-surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, show by offset dimensions to two permanently fixed surface features the end of each run including each change in direction on the record drawings. Locate valves, splice boxes and similar appurtenances by dimensioning along the utility run from a reference point. Also record the average depth below the surface of each run.

2 The location and dimensions of any changes within the building structure.

3 Layout and schematic drawings of electrical circuits and piping. Correct grade, elevations, cross section, or alignment of roads, earthwork, structures or utilities if any changes were made from contract plans.

4 Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor; including but not limited to shop drawings, fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

5 The topography, invert elevations and grades of drainage installed or affected as part of the project construction.

6 Changes or Revisions which result from the final inspection.

7 Where contract drawings or specifications present options, show only the option selected for construction on the working as-built markup drawings.

8 If borrow material for this project is from sources on Government property, or if

Government property is used as a spoil area, furnish a contour map of the final borrow pit/spoil area elevations.

9 Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler, and irrigation systems.

10 Changes in location of equipment and architectural features.

11 Modifications (include within change order price the cost to change working as-built markup drawings to reflect modifications) and compliance with FC 1-300-09N procedures.

12 Actual location of anchors, construction and control joints, etc., in concrete.

13 Unusual or uncharted obstructions that are encountered in the contract work area during construction.

14 Location, extent, thickness, and size of stone protection particularly where it will be normally submerged by water.

4.2. RECORD DRAWINGS

A Upon completion of the work, both sets of the marked up (as-built) prints shall be certified as correct, signed by the Contractor, and delivered to the Contracting Officer for their approval before acceptance. Requests for partial payments will not be approved if the marked prints are not kept current, and request for final payment will not be approved until the marked prints are delivered to the Contracting Officer.

B The ANG utilizes the following software applications to create, edit and manage electronic data. All electronic data deliverables created under this contract shall be delivered in a format compatible with the following applications:

1. Text and Spreadsheet Documents

Reports and other text documents, both draft and final versions, shall be provided in a Microsoft Word format AND Adobe Portable Document Format (PDF) to facilitate Government review and retention. Spreadsheet files shall be provided in Microsoft Excel format.

2. Relational Databases Databases shall be provided in Microsoft Access format, unless otherwise specified, as approved by the Government. Prior to database development, the Contractor shall provide the Government with a Technical Approach Document for approval, which describes the Contractor’s technical approach to designing and developing the database.

3. Map Figures

All map figures shall be produced using geospatial data. In addition to the delivery of the final figure (*.pdf or *.jpg), the map template (*.mxd) shall also be delivered.

4. Geospatial Datasets

Datasets used to create digital map figures as part of this deliverable shall be placed in the following folders (only folders with data should be created):

Project – Data layers developed or modified as a requirement for this contract. These data layers shall be developed in accordance to the standards listed below.

CIP – The geodatabase or CAD files obtained from the base or ANG used for the base map in the map figures. This data shall be used as is and shall not be modified without the approval from the

ANG GIO.

External Sources – Data layers obtained from external sources such as commercial (excluding the ESRI dataset), local, state, and other Federal Agencies. The Contractor shall ensure that the metadata information is accurate and conform to the ANG GIO metadata standards. The Contractor shall utilize and deliver this dataset in its original format.

CAD – Any CAD files used with the available base map data. This data is not required to be in SDSFIE unless the data conversion is required in the contract.

GPS – Original files generated by the GPS equipment. This folder shall be included in the final deliverable.

5. Data Format Digital geographic maps and the related data sets shall be developed using double precision, and the data sets shall be delivered in one of the following formats (in order of preference):

Personal GeoDatabase format for ArcGIS 10.0 or later ArcGIS 10.0 Shapefile (.shp) format

ArcGIS is a geographic information system (GIS) software suite developed by the Environmental

Systems Research Institute (ESRI) of Redlands, California, and comprises the software used to support ANG GeoBase integration efforts. Any deviation from this established standard shall require prior written approval.

6. Geospatial Data Standards The Contractor shall develop all geographic information in a structure consistent with the Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE), Version 2.6. At a minimum, all developed data will be required to contain valid primary key identifiers, and other SDSFIE attributes, as requested.

Electronic copies of the Standard are available from SDSFIE’s Internet homepage at URL address:

http://www.sdsfie.org. Electronic copies of the standard may also be acquired by contacting the ANG Geo Integration Office.

The Contractor is instructed to use the SDSFIE personal geodatabase builder in the SDSFIE toolset. This will create a compliant personal geodatabase from which the Contractor can populate the mandatory attributes, including primary and foreign key fields.

The Contractor shall submit a written request for approval of any deviations from the Government’s established GIS standard. No deviations from the Government’s established GIS standard will be permitted unless prior written approval of such deviation has been received from the Government.

8. Projection and Datum Standards All geographic data shall be stored in a coordinate system specified by the Base Civil Engineer (BCE). The specified coordinate system shall be that which is used for existing base mapping efforts, and must also be a projected coordinate system. If a coordinate system is not specified by the BCE then all geospatial data developed shall use the World Geodetic System of 1984 (WGS84) datum, and the North American Vertical Datum of 1988 (NAVD88). The projection, datum and coordinate system must be defined and then documented in the metadata for both CADD and GIS and provided whenever the data is submitted. Data deliverables shall integrate directly with existing base mapping products without post-processing of any kind. All ESRI shapefile deliverables shall include a projection file (*.prj). Acceptable shape geometry includes:

polygon, polyline, point, polygon Z, polyline Z, and point Z.

9. Accuracy Standards Geospatial data can be collected from existing digital or hardcopy sources, from satellite or aerial imagery, or through field collection. The preferred accuracy for coordinates defining features is 1 Feet/.3 Meters or better - 3.25ft /1 m Root Mean Square Error (RMSE). The Subject Matter Expert (SME) for the primary functional dataset will be consulted when making determination as to valid and preferred sources. Valid sources for geospatial data development are described below:

Field Survey – The use of Global Positioning Survey (GPS) or other survey equipment to directly capture geospatial features from the field.

Computer Aided Design (CAD) – The conversion of geospatial features from spatially referenced digital CAD files. These are, typically, real property master plans, construction design, or as-built drawings.

Imagery – The “heads up” digitization or extraction of features from orthorectified digital imagery (aerial or satellite platforms).

Hardcopy Documents – The manual digitization of hard copy (non-electronic) documents or the heads up digitization/raster vector conversion of soft copy documents. To be geo-referenced, the map must include bench mark points or spatially referenced locations.

The level of spatial accuracy should depend on the application of the data. For example, Real Property geospatial features that will require measurements in the Real Property Inventory Requirements (RIPR) model should be mapped with the highest possible accuracy.

Map or drawing scales shall be determined by the Base Civil Engineer. Recommended A/E/C/ Surveying and Mapping Standards of the Federal Geographic Data Committee’s (FGDC) “Geospatial Positioning Accuracy Standards Part 4: Standards for A/E/C and Facility Management”.

Mapping accuracy for the agreed scales shall conform to the FGDC “Geospatial Positioning Accuracy Standards Part 3: National Standard for Spatial Data Accuracy”.

10. Geographic Data Documentation For each geospatial digital file delivered containing geographic information (regardless of format), the Contractor shall deliver the file in one of the following formats (in order of preference):

11. Data Transfer All electronic data submittals shall be delivered on compact disk (CD-ROM) or digital video disc (DVD) with read-only memory in ISO-9660 format. The Contractor shall include information and the means required (if necessary) for the retrieval of the archived data from the CD-ROM.

All electronic media deliverables shall be permanently labeled and include, at a minimum, the following information:

The Contract Number (and Delivery Order Number if applicable) and date.

The format and version of operating system software.

The name and version of utility software used for preparing (e.g., compression/decompression) (if applicable) and copying files to the media.

The sequence number of the digital media.

A list of the filenames on the digital media (as space on the label permits).

Each CD-ROM or DVD shall include an ASCII text file labeled README.TXT. The README file is to describe the contents of the disc (e.g. file names, data dictionary, file contents, etc.) and any other pertinent information that may be required by the Government.

12. Data Review Methodology Digital geographic maps, related data, and text documents shall be included for review in the draft and final contract submittals. The reviews shall include a visual demonstration of the data on one of the computer systems located at the Government’s facility. The Government shall conduct actual loading of the data to the ANG GIO enterprise server environment.

Data shall be analyzed for subject content and system compatibility. The Contractor, prior to approval of the final submittal, shall incorporate review comments to data and text.

For GIS data deliverables, the Government shall review the geographic data structure and may make recommendations on changes necessary to the structure prior to acceptance of data for subject content, system compatibility, and to ensure compliance with SDSFIE (including appropriate SDSFIE version at the time of data submission) and metadata standards. The Contractor, prior to the approval and acceptance of the final submittal, shall incorporate review comments to data and text. The Contractor will incorporate the necessary changes to data until the data meets the appropriate standards of acceptability.

OWNERSHIP

The Government, for itself and such others as it deems appropriate, will have unlimited rights under this contract to all information and materials developed under this contract and furnished to the Government and documentation thereof, reports, and listings, and all other items pertaining to the work and services pursuant to this agreement including any copyright. Unlimited rights under this contract are rights to use, duplicate, or disclose text, data, drawings, and information, in whole or in part in any manner and for any purpose whatsoever without compensation to, or approval from, the Contractor.
