W912LN-16-B-0001 Attachment 2 - Questions and Answers 16 Aug 16 Questions and Answers
Widen Txwy F & North Arm/Pad ‐ CURZ152809 Widen Txwy D & South Arm/Pad ‐ CURZ152810 Repair Aircraft Parking Apron ‐ CURZ152811
1. Do small businesses need to submit a subcontracting plan?
A. No. Subcontracting Plan only required of Large Business Offerors as stated in Solicitation Section 00100 item 13.
2. May the bids be mailed?
A. No. See Solicitation Section 00100 item 6 for Bid Instructions. No fax or emails will be accepted because the bid bond must be an original and have a raised seal.
3. Will bids be opened and read aloud at the bid opening?
A. Yes. See Solicitation Section 00100 item 6 for Bid Opening details.
4. Will the Government make known to all bidders other companies intending to bid that were not present at the pre‐bid?
A. No. The government does not know or have a list of bidders. The FBO.gov solicitation does have a tab for interested suppliers. This might provide a source of information.
5. Where in the plans is the existing pavement thickness identified?
A. Existing Plan Sheets provide this information.
6. Is this where sheet piling is used against the runway? (Questioned posed during Pre‐Bid while reviewing existing site at end of Taxiway “F”)
A. Yes.
7. Do all vehicles need to be escorted? What is the inspection timer per vehicle?
A. See Specification Section 01 11 00 1.9.2 Access to Base.
8. Are there specified disposal areas?
A. None Specified.
9. The Contract plans depict threshold displacement on the north and south of the 15/33 Runway in conjunction with the new construction of Taxiway "F" and Taxiway "D". This will require removal of existing pavement markings on the 15/33 concrete surfaces and the installation of new markings to displace the landing threshold. These temporary markings will subsequently need to be removed when the threshold is returned to original location.
BTV typically has required the use of high pressure water blast (40,000 psi) with vacuum pick up of paint debris for all removal of existing markings on their paved surfaces. This is done with truck mounted equipment.
(Stripe Hog is one of the manufacturers of this type of equipment).
Will the use of high pressure water blast removal and vacuum pick‐up be required for the work on the 15/33 runway? Will it be required for removal in other areas of this project, or will grinding be allowed?
A. High pressure water blasting removal techniques will be required for any remarking efforts affecting BTV runway and pavement surfaces with regard to the displaced thresholds. Typically, other marking areas are fully self‐contained within the VTANG lease limits and would be removed by demolition of associated pavements. Exceptions may include any marking associated with the temporary taxi lane/tow way prior to the NTP of Phase III. Contractor should assume that any temporary markings applied to existing pavements which are intended to be removed anyway may have markings removed by grinding as necessary. Any marking removal from new pavements placed during the completion of this project shall be water blasted.
10. With reference to the attached Plans #E‐604, for both Taxiway F and Taxiway D, the L‐886 Base Cans are requiring two different Rings for the fixture to mount on. We just want to clarify that they are to be different.
Taxiway “F” is showing the use of a ¾” Flange Ring w/ pavement dam, and Taxiway “D” is showing the use of a Snow Plow Ring for Style 3 fixtures.
Please confirm if this is correct.
A. All flush‐mounted lighting and base cans shall be installed per the snow plow ring style/method.
11. Can you please confirm whether Aircraft Public and Passenger Liability insurance is required for this project? The Special Contract Requirements 06/16, Part 1 General, 1.1 Insurance, states (if applicable)?
A. Aircraft Public and Passenger Liability insurance IS NOT applicable to this project.
12. The plans show a compression seal expansion joint along the Building (B2 Joint).
Normally this is a field molded joint material at these type of locations because there is no room from the Compression seal installation machine. Please verify that a compression seal along the buildings is intended.
A. The use of field molded joint material at the expansion joint along building interfaces with new pavement is acceptable.
13. In section 32 13 73, Para 2.2 (Page 4) they state that the uncompressed comp. seal should be 0.75" or 1" and expansion Joint should be 1.25". Then in the plan sheets under preformed compression seal notes (Pavement Joint Details pages), the width of the uncompressed seal shall be 1/2" to 5/8" for contraction & construction joints.
Can we get this clarified as to what size comp. seal is? I believe you are looking for a joint reservoir size of 1/2" to 5/8" but want to verify A. The plan values are correct – uncompressed seals shall be 1/2” to 5/8” for contraction and construction joints. Uncompressed seals for expansion joints shall be 3/4". The joint seals are intended to be wider than the sawn joints as called out in the plans. Specifications accurately reflect the required uncompressed widths for each joint type.
14. Enclosed please find page 8 of Specification 32 11 23. This is the GBAC specification. It appears that Sieve No. 4 has been shifted over to the far left of this page and it should be at the far right. Please confirm correct sieves and orientation for this page.
A. The misalignment of text affected gradation No. 4 which was intended to be excluded. Reference paragraph above table which states selecting Gradation 1, 2, or 3. Table below summarizes the date without the confusion of gradation No. 4 which is not applicable:

15. Keyed Note 3, on drawing GC121 references Detail 1/GC501. That detail was not provided. Please provide this detail.
A. Detail is in the Amendment drawing issued 7/27/16
16. Existing condition B series drawings (B‐101 – B‐105) for Taxiway D, F and Apron identifies areas with section ID and section depth & material information. However, we are unable to find these sections in the set of drawings.
Please provide typical sections for existing taxiway D, F and Apron showing thickness of various layers of pavement.
A. see pavement report for pavement sections and boundaries.
17. Reference – Parking Apron.
Existing condition drawings B‐101 & B‐102 shows two different thicknesses for the existing Parking Apron PCC pavement identified as “A01B/9”PCC and A03B/10”PCC. Please clearly identify on the plans the areas with these thicknesses.
A. Same as question 16.
18. Reference – Taxiway F
Existing pavement section legend “T01A” on existing condition dwgs B‐102 & B‐103 identifies the pavement to be 4.75”PCC as well as 4.75” AC. Please confirm that this is a typo and the entire length of the Taxiway F is 4.75”AC.
A. Both sections are 4.75” AC
19. Reference – Taxiway F
Existing condition drawing B—102 shows the North Arm/Disarm Pad has 3 different thickness of PCC identified as “T07A/9” PCC” , “A10B/12” PCC” and “A16B, 6.5” PCC”. Please clearly define the limits of the varying thickness areas on the plans.
A. Same as question 16.
20. Reference – Existing Gravel Road
Please provide thickness of existing gravel pavement to be removed.
A. Variable depth gravel pavement, assume 6”.
21. Reference – Temporary Sheet Pile Bracing.
Drawings call for sheet pile bracing along runway edge during excavation. Can you please provide a typical section of existing runway pavement, so the contractor can determine the depth of the required sheeting?
A. Pavement section of the runway has not been verified, however the excavation and backfill for the proposed pavement section on Taxiways Foxtrot and Delta are provided in the construction documents in the Typical Pavement Sections sheet CP‐501. The depth of this required excavation would be used to determine the relative depth of embedment of sheet pile bracing to avoid undermining the runway pavements, base and subgrade.
22. Drawing CU103, sheet keynotes 2 calls for replacing 6” diameter sanitary sewer force main. Please provide the depth of the sanitary sewer to be replaced.
A. Depth of existing force main has not been verified vertically – assume currently located at 4‐foot depth of cover. Replacement should be at or below the design frost depth of 66‐inches and being aware of conflict avoidance with airfield pavement underdrain/subdrainage system.
23. Reference: Taxiway D
Drawings GC 111 ‐ GC114, as listed on the index of drawings on G‐002, are missing from the drawing set.
A. Inadvertently left out of bundled drawings set – individual files are attached.
24. Reference Plan Sheet CP 501 from the Widen Taxiway “F” Bid set.
Does the 9” aggregate base course below the HMA shoulder paving on the Taxiway extend outside the limits of the paving? It is typically extended 6” to 18” outside the limits of the HMA.
A. Extends 6” beyond HMA
Does the 20” GBAC extend horizontally past the limits of the binder and surface course of the HMA on the
Asphalt Road detail? It is typically extended 6” to 18 “outside the limits of the HMA.
A. Extends 6” beyond HMA
25. Reference Taxiway F & North Arm Pad
Enclosed please find Plan sheet E‐001 from The Contract Drawings. The note that is highlighted and circled contains a reference to sheet E‐401 for additional information. We could not locate sheet E‐401. Please provide a copy.
A. E‐401 reference is extraneous – note should read as follows:
CIRCUIT DESIGNATION TAG FOR BOTH RACEWAYS AND DUCTBANKS; TAG INDICATES QUANTITY AND DESCRIPTION OF EXISTING OR NEW CIRCUIT CONDUCTORS IN RACEWAY OR DUCT; WHETHER INDICATED IN THE TAF OR NOT, EACH DUCT CONTAINING AIRFIELD CIRCUITS SHALL BE PROVIDED WITH 1#6G(600V).
26. The specifications reference “fiber optics” We have not located a plan reference for this work.
A. Fiber optic work shown on electrical plans – Sheets E‐101 to E‐104 issued in amendment 1 dated 7/27/16.
Notes reference Existing 24 strand fiber in duct between VTARNG AASF and VTANG B60. Demolish old fiber and replace with new. Contractor to provide the following in association with this work with limits verified in the field during construction:
‐ 2,700 LF 4” PVC Duct (direct buried)
‐ 6 Fiber Reinforced hand holes
‐ 7,000 LF 4‐Way 1” MaxCell Innerduct
‐ 7,000 LF 12‐strand fiber single mode (continuous/non‐spliced)
‐ 2,500 LF 25‐pair 19GA Copper
‐ Line terminating for fiber and copper at both ends
27. There seems to be some confusion on how to apply the L‐852T Inset Omni‐Directional Taxiway Edge lights to the correct proposal pay item because of the mix of lights per the drawing sets Widen TXWY F & North Arm/Pad, Repair Aircraft Parking Apron and Widen TXWY D & South Arm/Pad. On the Repair Aircraft Parking Apron there are “F” and “D” L‐852T Inset Taxiway Edge Lights. To clarify do I apply the number of L‐852T Inset Taxiway Edge Lights per drawing set or do I apply all the “D” under TXWY D & South Arm/Pad and all the “F” under the TWY F & North Arm/Pad?
A. Snowplow rings as detailed in CURZ152809 are intended for use in all inset/flush‐mounted edge light applications.
28. Please confirm only the L‐852T Inset Omni‐Directional lights on Project CURZ152809 require a snow plow ring as per drawing E‐602?
Please note: Drawing E‐604 on Project CURZ152811 and CURZ152810 call for a ¾” Flange Ring.
A. All inset light installations will include snow plow ring installation.
29. Are the existing Runway Distance Remaining Signs, Size 4? Ref: Sheet GC122, note 3.
A. Verifying with BTV but contractor shall assume size 4 unless otherwise notified.
30. Project CURZ152089, Drawing E‐502, Detail 2, Pull Can: Please confirm the openings are 2” Threaded Hub @ 0,0,90,90,180,180, 270, 270 with a 2” drain coupling and ¾” offset hole for ground rod? Are anti‐rotation fins required?
A. Openings are confirmed as noted. No anti‐rotation fins are required but loading rings shall be required.
31. The plan sheets GC‐ 111/112/113 and GC 122‐134 describe the displacement of the threshold to allow connections for Taxiway “F” and “D” into Runway 15/33 please clarify /confirm the following:
31.1 Will the work associated with the displacement of the threshold (paint removal/Pappi work/Paint install) have to be done at night?
A. Yes – this work will have to be completed at night during runway closure periods.
31.2 Will the airport be closed for this work?
A. No – the airport will not be closed during these periods, but runway 15‐33 will be.
31.3 Will it be a “hard closure” at 11:30 PM to 5:30 am where no planes can land during that time?
A. Yes – it will be a hard closure of the runway with no operations on 15‐33 during these closure times.
31.4 Will runway closure markers be required?
A. Lighted runway closure X’s will be required. As it will be during night‐time operations, ground‐based closure marking will not be required.
31.5 Will lighted runway closure X’s be required?
A. Yes – contractor shall be required to provide runway closure X’s.
31.6 Will this procedure have to be duplicated for the return to original/preconstruction conditions after the work at “F” and “D” are complete A. Yes – the procedure will be the same during implementation of temporary thresholds and restoration of permanent thresholds for both runway ends. Reference question 43 for additional consideration.
31.7 Can Notams by BTV operations be issued to allow the threshold displacement to done over multiple nights or does paint removal repaint/PAPI have to be done in one night?
A. – It is expected that NOTAMs may be issued to accommodate the removal period of markings and placement of new markings such that they can be accomplished during successive night time closures. Some markings, which are not shown to be replaced in the ‘displaced’ configuration for each runway end may be removed under NOTAM in the 1‐2 nights before the cut‐over closure. On the final night, all required displaced markings will be removed and replaced in their temporary displaced location. Displaced striping may be placed as temporary markings given the short duration anticipated during the displacement. Temporary PAPIs can be installed and tested in advance of cut‐over to the temporary displacement and left ‘dark’ during times of non‐use. Same temporary PAPIs can be relocated to the other displaced threshold upon completion of the first. Similar application of removal and repainting would be implemented between successive runway displacements per question 43.
32. Project CURZ152811, page CU102, sheet keynote 2 calls for replacing waterline. What is the size and type of pipe to be used? At what depth is the waterline to be replaced?
A. Existing pipe is 12” DIP water main. Depth unknown – assume 4‐feet for purposes of bidding.
33. Project CURZ152809, page CU105, sheet keynote 6 calls for capping of existing abandoned waterline. What is the size of line to be capped? What is the depth of the existing lines?
A. Existing pipe is 8” waterline. Material not shown in survey, assuming DIP. Depth unknown – assume 4‐feet for purposes of bidding.
34. Project CURZ152809, page CU103, sheet keynote 3 calls for replacing SS manhole. Can you please provide detail for SS manhole?
A. Sheet has been updated to include the SS manhole.
35. Project CURZ152809, page CG505 shows plan view of UGSWM infiltration gallery F1 which reads 96” perforated CMP (TYP 9). We were only able to locate 6, 96” perforated CMP. Can you please clarify?
A. Correct only 6 Will update callouts to match details
36. Project CURZ152809, demolition plan CD103 shows a subsurface infiltration gallery to be removed in its entirety. Please provide details of this system.
A. Details available to the design team have been included to the extent possible in the documents. We will review existing base data again in case there is something else available to provide to the contractor. Contractor to assume two (2) 48” diameter pipes measuring 250’ in length and associated connecting structures will be removed in its entirety. This information is pending confirmation from BTV.
37. Please provide details for proposed underdrain manholes called out on Grading & Drainage “CG” plan series.
A. Underdrain manhole structures share the same detail for Manhole construction which is included in the construction documents.
38. Will the material excavated be suitable for bedding and backfill? If not, please provide bid items with quantities to be imported.
A. If it meets gradation and other requirements of the specification then yes.
39. The project requires off‐site disposal of surplus soil. Is this soil classified as clean material? If not please provide analytical of the soil in order for disposal facilities to determine whether they can accept this material and to properly estimate the cost for disposal.
A. Based on evaluation of materials during design, it is not anticipated that the material to be disposed of off‐site would not be deemed as ‘clean’ material. Geotechnical Reports are provided for additional information.
A. Based on known conditions, the contractor should assume that the excavated soil is clean material to be handled as such.
Current information on previous site investigation excavations in the vicinity of known contaminants/hazardous substances location resulted in no known contaminants/hazardous substances in the construction limits of the three airfield projects. All known contaminants/hazardous substances verified on the installation are outside of the construction limits of the three airfield projects.
40. XXXXXX would like to respectfully request an extension of the proposal due date by at least two weeks.
A. The Government does not anticipate a bid extension at this time.
41. Project CURZ152809, grading & drainage plan sheets CG101 to CG104 calls for drainage structures “JB G‐ BP”,” JB F‐BP”,”JB E‐BP”,”JB D‐BP and JB‐DD1. However, no details are provided. Please provide details for all the structures referenced above.
A. JB designated structures (junction boxes) share the same detail for Manhole construction which are included in the construction documents.
42. Project CURZ152809, demolition plan, drawing CD101 calls for demolition of portion of “Taxiway November” PCC pavement. However, existing condition drawing B‐101 does not provide any information on the thickness of this pavement. Please provide pavement details to include the base course.
A. Reference Question 16 ‐ pavement sections and boundaries are depicted in the pavement assessment map.
Contractor should assume 12‐inches of crushed aggregate/ stone for existing base thickness.
43. Please clarify which runway 15/33 markings will be repainted, and which project phase (D or F) includes this work. Currently phases D and F appear to be in conflict regarding repainting of lines.
A. Markings will need to be replaced per plans. Current phasing discussed with BTV regarding operations would have one runway threshold displacement immediately following the other to consolidate impacts to airfield operations. Contractors should assume the following removals/applications:
‐ Remove runway markings
‐ Apply displaced threshold #1
‐ Remove displaced threshold #1
‐ Apply displaced threshold #2
‐ Remove displaced threshold #2
‐ Restripe permanent runway striping
If displaced threshold phases do not occur consecutively Runway will have to be repainted to original condition
– but this is not anticipated due to BTV requirements. Each displaced threshold must occur independently and therefore do not conflict.
44. Phase D plans appear to require that the threshold be displaced to accommodate reconstruction of adjoining taxiway, and then moved back to its original position. However, imagery found on Google Earth shows that the threshold at the east end of the runway is already displaced 500 ft. Since it appears that there is no need to move any runway markings on the eastern half of the runway, can runway markings remain as‐is during Phase D?
A. Existing displacement isn’t sufficient to meet FAA requirements for work zone/construction zone clearances. Displacement for construction activities is a minimum 1000' – requiring displacement as shown in the construction plans.
45. Please clarify which types of markings must be thermoplastic and which can be painted. The plans do not consistently specify.
A. Per very recent FAA directives – Thermoplastic is having performance issues on airfields relative to aircraft movement and operations. Contractors shall proceed with all markings as painted markings only. No thermoplastic.
46. Please confirm the required depth of the L‐868B Bottom Section per drawing E‐602 on project CURZ152809 Widen TXWY F & North Arm/Pad.
A. For all three projects, Widen TXWY F & North Arm/Pad, Repair Aircraft Parking Apron and Widen TXWY D & South Arm/Pad, the taxiway edge light base can arrangement should consist of the following:
‐ 12” diameter, 16” deep, L‐868 bottom section
‐ 12” diameter, 5” deep, L‐868 top section
‐ 12” diameter spacer rings, height and need as required; contractor to determine
‐ 12” diameter “Dial a Bevel” ring set, not required; contractor may include and use if he would like
‐ Omni‐directional snow plow ring, Style 3
For the two runway edge lights on Widen TXWY F & North Arm/Pad and the one runway edge light on Widen TXWY D & South Arm/Pad that have to be re‐set due to the pavement replacement, the base can arrangement should consist of the following:
‐ 12” diameter, 20” deep, L‐868 bottom section
‐ 12” diameter, 5” deep, L‐868 top section
‐ 12” diameter spacer rings, height and need as required; contractor to determine
‐ 12” diameter “Dial a Bevel” ring set, not required; contractor may include and use if he would like
‐ Bi‐directional snow plow ring, Style 3
47. Reference Plan Sheet CG 501 Repair Aircraft Parking Apron:
47.1. Can round drainage structures be utilized to accommodate the various pipes entering structures in lieu of the rectangular structure shown?
A. Round airport‐rated structures may be used to accommodate the various pipe entries in lieu of rectangular structures shown in the plans.
47.2. Is there a required sump depth required on drainage structures?
A. The design has been completed such that there is no required sump depth on drainage structures.
47.3. Are the structures show aircraft rated with regards to wheel loads for the structure and the casting?
A. The details on this page reflect an airport rated design.
48. On page 15 of 46 of the solicitation it states: “This solicitation incorporates one or more provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.”
Please provide a document that contains the full text of all of the clauses/provisions that are incorporated by reference. Or at a minimum, please provide a document that contains the full text of all clauses/provisions incorporated by reference that include blocks that must be completed by the offeror and submitted with the quotation or offer. This will help clarify all necessary documents that must be completed and submitted with the bid.
A. The Solicitation already provides all Clause/Provisions in full text that may require the contractor to complete blocks. FAR Clause 52.252‐1 provides websites to access full text clauses/provisions.
49. Specification 01‐01‐00.1.4 Work Scheduling states “6AM to 6 PM are normal duty hours. Project CRUZ152809 Sheet GC111 indicates a “Restricted Night time closure construction phase”. Please clarify
A. Night time closures and night time related work is only required during the establishment and removal of the displaced thresholds.
50. Will the Runway 15‐33 be closed by Owner during threshold relocation operations?
A. Night time runway closures will be coordinated between COR, Base personnel, BTV Operations and the contractor in advance of those work dates.
51. Will security station a guard at access gate or must contractor furnish gate guards?
A. The government will provide security personnel at the access gate.
52. Underdrain clean out details for the shoulders are furnished. Is there a detail for the cleanouts in the PCC apron?
A. Contractor shall utilize the same detail as provided with the exception that in lieu of the concrete collar called for in shoulder applications, the underdrain cleanout box would be cast into the PCC for the apron pavement.
53. Section 01‐45‐00.00‐10 Quality Control section 3.4 requires a Safety and Health Manager. Please clarify the duties required from the Safety and Health Manager and if this must be a dedicated position.
A. This is intended to be a dedicated position for the delivery of the three projects. Generally a Safety and Health Manager:

70. The answer to question number 39, provided on Friday evening was not addressed in a way that Contractors can properly include the necessary costs in their proposal. As per the Geotechnical Investigation letter dated January 3, 2011 (from Knight Consulting Engineers, Inc. to the Jacobs Engineering Group, Inc.), “No attempt was made by Knight Consulting Engineers to investigate for the presence, extent, or nature of hazardous or toxic substances”. Please confirm that the existing surplus soil requiring off‐site disposal is unregulated and non‐contaminated and therefore disposed as clean fill. Due to the tremendous amount of soil being disposed of off‐site, the answer to this question cannot be vague. If the soil contains contaminants, please provide chemical analysis which can be provided to disposal facilities so they can properly determine whether the material meets the requirements of their facility and so they can provide the correct disposal cost.
71. Is there only a requirement for one (1) set of PAPI’s for the RWY 15 end on Project No. CURZ152809 or is another set of PAPI’s required for the RWY 33 end on Project No. CURZ215281?
A. Both projects (CURZ152809 – Taxiway Foxtrot and CURZ152810 – Taxiway Delta) will require the implementation of a displaced threshold at the tie‐in with Runway 15/33. The displacements are planned to occur immediately after each other for the sake of airfield operations but not simultaneously, therefore a single set of PAPIs are expected to suffice for both displacements – relocating to the alternate approach from one displacement period to another.
72. Is there only one (1) temp displaced threshold on Project No. CURZ152809 or is another displaced threshold required on the Project No. CURZ15281?
A. CURZ152809 will require the north (15) end of runway 15/33 to be temporarily displaced in order to complete tie‐in work associated with Taxiway Foxtrot. Similarly, CURZ152810 will require the south (33) end of runway 15/33 to be temporarily displaced in order to complete tie‐in work associated with axiway Delta.
