Question 1: Does there need to be a stand-alone roof project submitted (per the requirement) or can it be part of a combined project?
Answer 1: Amendment 0001 will address this question. The roof requirement and mechanical systems requirement may be part of a larger project; however, the offeror needs to address that the portion that applied to roofing (or the mechanical system) meets or exceeds the dollar threshold identified in the solicitation. The offeror is still required to submit a minimum of three (3) different projects for corporate experience.
Therefore, the same project cannot be submitted for each type of project experience.
The requirement to demonstrate construction within an occupied facility can apply to any of the projects for corporate experience.
Question 2: Per the Solicitation on page 25, under Factor 2. Past Performance, “Offerors shall submit completed PPQs with their proposal.” The PPQ form at the end states, “Please return this completed Questionnaire to the Contract Specialist identified in the cover letter.” Please confirm whether we are to include PPQs with our proposal, or if they need to be submitted to the Contract Specialist? Please consider extending the proposal due date to have enough time to get PPQs back in a timely manner.
Answer 2: The Past Performance Questionnaire (PPQ) can be e-mailed to the Contract Specialist directly by the customer. The Contract Specialist, Drue Glaze, will notify the offeror within one (1) business day that the PPQ has been received. The received PPQ will count toward the page limit total for that evaluation factor (i.e., each PPQ is five (5) pages). The offeror does NOT need to resubmit that PPQ with their electronic proposal in PIEE.
Question 3: Please confirm that previously submitted PPQs are not allowed.
Answer 3: See response to Question 2 above.
Question 6: Per the solicitation on page 25, under Factor 2- Past Performance, “In addition to the information provided for Factor 1 – Corporate Experience, offerors shall provide for each submitted project a copy of any interim and the final performance evaluations for the project from the Contractor Performance Assessment Reporting System (CPARS).” Does submittal of the Final CPARS evaluation suffice, or do we need to provide all interim evaluations received as well? If so, please expand the page limit allowable for Factor 2.
Answer 6: If the project is complete the final CPARS evaluation is appropriate (or the latest interim evaluation if a final evaluation is not yet completed). If the project is not complete the latest interim CPARS evaluation is sufficient. Do NOT submit more than one (1) CPARS evaluation or PPQ per project. The page limit for Factor 2 will not be revised.
Question 8: PIEE Electronic Submittal– Per the Solicitation, on page 15, Section
2.4 Request for Upload Link, it reads, “2.4. REQUEST FOR UPLOAD LINK:
Interested parties must contact the Contract Specialist, Drue Glaze at drue.l.glaze.mil@army.mil and the Contracting Officer, Michael Dixon, at michael.d.dixon82.civ@army.mil no later than five (5) business days prior to the proposal due date to receive a request link which will allow for file uploads to the PIEE.” Is this still a requirement with the PIEE System, or is this an old requirement from DOD Safe?
Answer 8: This paragraph will be deleted as part of Amendment 0001. Prior to submitting an electronic proposal through PIEE’s Solicitation module, the offeror needs to be a “Proposal Manager”, otherwise the offeror tab will not show up. The PIN number is a six (6) digit PIN the offeror creates. Once that is created an OTP number is e-mailed to the Proposal Manager and will need to be entered when submitting the electronic proposal.
Any questions related to submitting the proposal through PIEE can be answered at 1- 866-618-5988.
Question 9: Pg. 24 “Recency” completed no earlier than five (5) calendar years before the closing date, clarify.
Answer 9: Amendment 0001 will correct this language.
Question 10: Should the volume 1 and 2 be combined in one (1) document or should they be separate documents? Is there a size limit when uploading to the PIEE?
Answer 10: Volumes 1 and 2 should be separate electronic documents. Volumes 1 and 2 can be broken up into multiple documents, but the two (2) volumes cannot be combined. The size limitation for uploaded items is 1.9 GB each; but there is no limit on the number of items uploaded.
