MEMORANDUM FOR RECORD
SUBJECT: Minutes of Pre-Proposal Conference, Solicitation W912LM-22-R-1000, Minnesota Multiple Award Task Order Contract (MATOC) for Construction
1. The list of interested vendors attending the meeting, along with Government representatives, is shown below:

2. The following items were discussed during the pre-proposal conference:
a. Reminders on times and dates for questions. Reminder on time and date for proposal due date.
b. How to submit proposals; both content and electronic submission through PIEE.
c. Clarifications on criteria for award.
3. A PowerPoint slide presentation on the solicitation specifics and the selection process was provided to all attendees (Enclosure 1).
4. Questions must be submitted in writing via e-mail to: drue.l.glaze.mil@army.mil and michael.d.dixon82.civ@army.mil. DO NOT CONTACT any other Government personnel. All questions must be routed through the Contracting Office. All questions when answered will be posted to SAM.gov. If a question results in a change to the solicitation, an amendment will be issued. All correspondence, questions and answers, amendments, etc., will be issued or posted at SAM.gov.
5. Questions received during/after the meeting:
a. Question 1: Does there need to be a stand-alone roof project submitted (per the requirement) or can it be part of a combined project?
Answer to be provided later through a posting on SAM.gov.
b. Question 2: Per the Solicitation on page 25, under Factor 2. Past Performance, “Offerors shall submit completed PPQs with their proposal.” The PPQ form at the end states, “Please return this completed Questionnaire to the Contract Specialist identified in the cover letter.” Please confirm whether we are to include PPQs with our proposal, or if they need to be submitted to the Contract Specialist? Please consider extending the proposal due date to have enough time to get PPQs back in a timely manner.
c. Question 3: Please confirm that previously submitted PPQs are not allowed.
d. Question 4: Corporate Experience Projects: Please confirm that there is not an official Project Experience Form for us to complete, and that we are to create our own form format not to exceed three (3) pages per project.
Answer provided at the pre-proposal conference: Offerors can submit their project experience in their own format; one is not required by the solicitation. The form just needs to fall under the three (3) page limitation (per project).
e. Question 5: Teaming Agreements: Should Teaming Agreements be included with our Volume 1- Pro Forma documents proposal?
Answer provided at the pre-proposal conference: Correct. Any Joint Venture or Teaming Agreements should be included with Volume 1 – Pro Forma documents.
f. Question 6: Per the solicitation on page 25, under Factor 2- Past Performance, “In addition to the information provided for Factor 1 – Corporate Experience, offerors shall provide for each submitted project a copy of any interim and the final performance evaluations for the project from the Contractor Performance Assessment Reporting System (CPARS).” Does submittal of the Final CPARS evaluation suffice, or do we need to provide all interim evaluations received as well? If so, please expand the page limit allowable for Factor 2.
g. Question 7: CLIN 0001 Page: Should we include the CLIN 0001 page from
Section 00 10 00 located on page 4 of the Solicitation along with our SF1442 form and leave it blank, or not include this page at all with our proposal?
Answer provided at the pre-proposal conference: You do not need to include the CLIN 0001 page with your electronic proposal in Volume 1. This CLIN just indicates capacity only. The SF 1442 is still required to be included and signed by an authorized representative from your firm.
h. Question 8: PIEE Electronic Submittal– Per the Solicitation, on page 15, Section
2.4 Request for Upload Link, it reads, “2.4. REQUEST FOR UPLOAD LINK:
Interested parties must contact the Contract Specialist, Drue Glaze at drue.l.glaze.mil@army.mil and the Contracting Officer, Michael Dixon, at michael.d.dixon82.civ@army.mil no later than five (5) business days prior to the proposal due date to receive a request link which will allow for file uploads to the PIEE.” Is this still a requirement with the PIEE System, or is this an old requirement from DOD Safe?
i. Question 9: Pg. 24 “Recency” completed no earlier than five (5) calendar years before the closing date, clarify.
6. The pre-proposal conference concluded at 1145am.
