CONTRACTORS WILL BE PROVIDED THE OPPORTUNITY TO COMPETE FOR THE AWARD OF A MULTIPLE AWARD CONTRACT WITH A FIVE YEAR ORDERING PERIOD. ON- AND OFF-RAMP PROCEDURES ARE INCLUDED IN THE GENERAL REQUIREMENTS SECTION – REFER TO THIS FOR MORE INFORMATION.

Locations Duluth, Minnesota 148th Fighter Wing St. Paul, Minnesota 133rd Air Wing Could be in other areas as well.

Dollar Limits of MATOC Contract $49,000,000.00 program limit for all MATOCs awarded All contracts share the total capacity limit
Use # 1 only unless you are also having specialized, i.e electrical, HVAC, Horizontal (paving etc) Each may have it’s own top limit…Adjust slide for your locations
Dollar Limits of MATOC Contract $5,000,000.00 Per Task Order for the General Task Order Contract
$2,000 MINIMUM ORDER which will be issued at time of the IDIQ contract award Will be issued as Task Order 0001 for each awardee.
Task Order 0001 will be de-obligated and closed once a task order is won for each contractor.
Number of MATOC Awards No minimum number of IDIQ contracts to be awarded Awards will be made to all qualifying offers Task orders may be set-aside for socio-economic groups such as HUBZone, Service-Disabled Veteran-Owned Business, Woman Owned Small Business, etc. provided two (2) or more contractors in the socio-economic group are awarded a MATOC contract.

VOLUME I
Introduction Page Include CAGE, DUNS, TIN, POCs, Contact Info (to include e-mail addresses). Also include socio-economic status (e.g., small business, etc.)
SF 1442 - Signed Representations and Certifications – Section 00 45 00 All fillable provisions are completed. If these are up-to-date in SAM, these do not need to be separately submitted with proposal. If not included by SAM, make sure they’re in proposal.
Joint Venture Agreement
Factor 1 – Corporate Experience Minimum of 3, no more than 5 projects.
At least 1 for new construction, renovation, or repair within MN.
At least 1 for roof installation or repair within MN.
At least 1 for construction, repair or alteration of mechanical system (e.g., HVAC systems or controls) within MN.
At least 1 of the 3 above within an occupied facility.
Factor 2 – Past Performance Should reflect projects submitted in Factor 1.
CPARS or PPQ Factor 3 – Single Project Bonding Capacity ($1M) Letter from surety listed on the Treasury Dept’s List of Certified Companies
VOLUME 2
Proposal Evaluation Detailed in Section 00 22 16 of the RFP CAREFULLY review sections 00 21 00, 00 21 16 & 00 22 16 and 01 00 00 through Division 01 when preparing proposal Inquire in writing if you have questions Details in Section 00 21 00, Instructions, under paragraph 1.6.5 By e-mail Failure to furnish a complete proposal may result in elimination from consideration
Award Basis Awards will be made to all qualifying offerors in accordance with Federal Acquisition Regulation (FAR) 15.304(c)(1)(ii)(A)
Award Decision No ranking of factors.
No request for cost or price.
Award will be made to all qualifying offerors (that are determined to be “Acceptable” for each factor)
MATOC Task Order Awards The contractors whose proposals provide the best value to the Government, price and other non-cost factions considered will be awarded task orders.
Task Order Award & Fair Opportunity Every Contractor who is awarded a MATOC contract will be given a FAIR OPPORTUNITY to complete for the award of Task or Projects unless an exemption applies
Fair Opportunity Exemptions Urgent or emergency requirements Services are unique or highly specialized interest of economy and efficiency Satisfy the minimum guarantee
These are the Exceptions to fair opportunity to compete found in FAR Part 16.505 and detailed in Section 00800 SC4 Ordering in the solicitation (FAR LANGUAGE FOLLOWS-GIVE ENTIRE EXCEPTION WHEN STATING)
(i) The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays;
(ii) Only one awardees is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized;
(iii) The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order; or
(iv) It is necessary to place an order to satisfy a minimum guarantee
Task Order Responsiveness Normal response time is five (5) to seven (7) days for site visit and 10 days to 30 for proposal depending on complexity Contractors must be able to respond within 24 hours in the event of an emergency to view a site and possibly give a price.
Adjust time in yellow if necessary for your location – be reasonable!!!!
Insurance Requirements MATOC contractors are required to have insurance while under contract- not just when the task order is issued.
You will have access to base for contract-related events Must be in place if responding to emergencies
Construction Wage Rates & Bonds Most current Construction Wage rates will apply to each Task Order Request for Proposal (RFP) Performance and Payment bonds are established by each Task Order
PAYMENT BOND - T.O.>35K
PERFORMANCE BOND - T.O.>$150K
Bid Bonds If Performance & Payment Bonds are required, a bid bond must also be submitted with the proposal Estimated task orders over $150K will request bid bond.
Task Order Award Procedures KO establishes site visit & notifies MATOC Contractors by email Provides Task Order Project synopsis, offering letter and basis for award & when available SOW/Plans/Wage Rates etc.(RFQ/RFP) KO & Engineer conducts the site visit with MATOC Contractors KO validates proposal due date with Contractors

Plans and Specifications Normal method of distribution will be via e-mail Will issue any project plans & specifications electronically to each MATOC contractor at no cost.
It is the MATOC contractor’s responsibility to notify their subcontractors and provide them copies.
