NOTICE OF REQUEST FOR PROPOSAL

ADDENDUM 07

DATE: 27 Oct 2020

PROJECT TITLE & NUMBER:

REPRENOVATION & ADDITION FOR B222

PN: FMKM112035

1. This addendum is being issued to answer Contractor submitted questions Q1. General Floor Plan Note #18 refers to blocking for wall accessories and visual display equipment shown on the furniture plans. There does not appear to be either of those items on the furniture plan. Please confirm

A1. Detail C5 on Sheet A-531 describes two types of blocking to be installed for the different types of wall accessories and equipment to be mounted to the walls.

Q2. On sheet S-122 at the new elevator location, is the intent to remove / replace the existing roof system or is all this work to be completed with the existing roofing in place?

A2. Per detail A1/S-323 the intent is to remove / replace the existing roof system and modify the existing bar joist as needed for installation of the new elevator, new masonry walls and new deck support beams.

Q3. Please define the location / limits of the sloping concrete bond beam described on details F4 & F8 on sheet S323. The details on the other drawings aren’t clear.

A3. For all masonry walls with sloping top of wall elevations, install sloping bond beam as shown on S-013. Step CMU as shown on S-013 and construct concrete bond beam with a minimum thickness of 8 inches.

Q4. The spec for piping insulation seems to vary from the Airbase standard. I just want to make sure our options for Domestic water and heating piping are in fact cellular glass or elastomeric rubber and do not include fiberglass in a thickness to meet energy code which is typically the standard insulation for these services.

A4. Fiberglass insulation in a thickness to meet energy code is acceptable, per Airbase standard.

Q5. On the duct side of things, there is reference to cold air ducts and warm air ducts in table 4. Is this intended to include supply and return ducts?

A5. Cold air ducts are intended for any ducts only handling air below 60°F, while warm air duct is for ducts only handling air above 60°F, per the specification 23 07 00, Paragraph 3.3.4, “For air handling ducts for dual purpose below and above 60 degrees F, ducts shall be insulated as specified for cold air duct.”

Q6. Also on the duct side, I don’t see any mention of exposed ducts in conditioned spaces, example; ducts running through rooms with OTS ceiling finishes.ie, deployment processing center, warehouse, weapons vault, etc. does this mean those ducts are to be insulated the same as any other exposed duct like say a mechanical room?

A6. Per specification 23 07 00, paragraph 3.3 “Duct insulation shall be omitted on exposed supply and return ducts in air conditioned spaces where the difference between supply air temperature and room air temperature is less than 15 degrees F unless otherwise shown.” The spaces mentioned do not apply to this exception, as the summer design condition (ventilated only) will be greater than 15°F above supply air temperature (approximately) 55°. Therefore, exposed duct shall comply with paragraph 3.3.2.2 and associated paragraphs.

Q7. Typically exhaust and relief ducts have a certain distance they are insulated. Examples, from exterior to damper, from exterior back 6’ or even 10’. Please clarify the distance of exhaust duct to insulate.

A7. Insulate the relief and exhaust duct 10’ from exterior penetration.

Q8. Are the current ACE and IDSCP V5 panels able to be saved and reused in this project?

Can door strike hardware be used instead of mag locks?

A8. Existing Vindicator equipment is not to be reused. New equipment manufacturer shall be Advantor. At time of demolition, please consult with the Government on Vindicator components they may wish to reclaim. Door hardware shall be per specification 08 71 00, any proposed substitutions must maintain the sequence of operations as shown in basis of design and shall be communicated through the Contracting Officer prior to shop drawing submittals.

Q9. Who is supplying the door mag locks or door strike hardware?

A9. General Contractor to provide, see specification 08 71 00 as issued in Addendum 01.

Q10. Specifications call for rigid conduit for the security system. Is that the government’s intent?

A.10. All conduit installations for ESS shall be per specification 28 10 05 and meet the requirements of UFC 4-021-02.

Q11. Specifications call for badging system PC’s and equipment. Is that the government’s intent as this equipment is existing and is not housed in this building?

A11. Advantor head end components will be existing and in B211.

Q12. Specifications call for badges but does not list a quantity and if they should just match the existing Vindicator system badging type and facility code?

A12. New IDS/access control system shall be Advantor. Please provide 25 badges.

Q13. Specifications call for user, operator, and maintenance personnel training. This system has been on the base for over a decade so is it the governments intent to spend their personnel’s time in training on a system that they already know or should we just plan on meeting the user training requirement as specified?

A13. Limited training on access control/IDS for government personnel should be available on an as-needed basis.

Q14. Questions for drawing E-603 “ Mechanical/Electrical Connection Schedule”:

The following equipment is listed as “Starter By” – DIV 26. Please confirm if this is correct or not as most of this equipment typically does not need a separate starter provided:

Q15. The canopy framing on S-121 and details H6/S-232 & H1/S-323 - there is no size provided for the small channel on the outer edge of the canopy.

A15. C6x8.2, this will be included in the next drawing addendum package.

Q16. How are the W14 beams to be connected to the elevator wall? dwg S-111 A16. Connection W14 beam to new masonry walls per C7/S-311.

Q17. How are the W6 beams to be connected to the elevator walls? Detail F1/S-232 A17. Provide connection as shown in modified section F4/S-323 below, typical all W6 beams at elevator walls. Modified section provided in Addendum 03, dated 10/20/20.

Q18. H1/S-203 - are there (2) L4.1 lintels? See dwg F1-A101 A18. Correct. One L4.1 lintel at the south end of the wall is for the new overhead door, the other L4.1 lintel at the north end of the wall is for a new opening. Existing wall to be demoed per AD010.

Q 19. F11/S-202 – opening size?

A19. Per Note 4 on S-202 coordinate all wall opening dimensions per architectural drawings. AD010 shows wall opening size as 7’-0” wide. See Addendum 03 dated 10/20/20, new detail H4/S-321 and H9/S-321 show top of opening and associated connections at second floor framing. At new opening lintel set bottom of steel at 108’-8” per H4/S-321.

Q20. Lintels L-1, L-2, & L-3 on dwg S-013 call for galvanized material. If the lintel is in an interior wall, is the galvanizing still required?

A20. No galvanizing is not required for interior wall locations, similar to note provided in B4/S-016 “GALVANIZE ALL STEEL IN EXTERIOR MASONRY WALLS”.

Q21. G5/A-531 calls for aluminum handrail – please confirm.

A21. Confirmed, 1 ½ inch aluminum pipe handrail is to be provided per the details on drawings.

Q22. There does not appear to be any heights of exterior walls. This probably should not be scaled. Please issue some exterior elevations with all the various wall heights.

A22. New masonry walls joist bearing is called out on low roof framing plan, S-121. New masonry walls top of steel and joist bearing is called out on high roof framing plan, S-123. All top of existing masonry walls shall be field verified.

Q23. There are multiple details of the new fascia on the west elevation that show “aluminum covering over plywood.” The roofers are saying their underlayment must be directly on the plywood for the warranty. Is this aluminum necessary? What is it? How is it attached?

A23. The intent of the aluminum covering over plywood is to match the finish installed on the existing building. A product(s) substitution can be reviewed in the shop drawings to obtain a similar look and products that allow for warranties to be obtained.

Q24. Detail H4/A311calls for the steel stud to be 6” while details I1 & I7 call this same stud to be 8”. Which is correct? How high is this wall? There are no plans that give any measurements for exterior vertical items.

A24. 800S162-43 MIN @ 16” OC, per C8/S-322. Steel at low roof framing slopes per G2/S-121. Top of steel at High Roof Framing per G1/S-123. C4/S-321 show design intent for top connection of cold-formed framing into structural steel.

Q25. Specifications call for type F flyash as a concrete additive. This is no longer available in this market. Is type C flyash acceptable? If not, no flyash?

A25.Only the fly ash types listed in the specifications are acceptable.

Q26. I got back on this one and have yet to find a soils report in any of the documents. Plans no doubt have the borings but no report / recommendations. Biggest question is are they allowing the existing fill to remain under the building or not? Thinking they would as it was placed / compacted under prior contracts. Please confirm

A26.A geotechincal report was created for this project by Braun Intertec dated May 3, 2018 (reference S-001 Note 5.A). Below is a snip from the geotechinical report regarding existing fill.

Q27. The site piping specifications appear to describe multiple options for the sanitary and storm piping materials. Please confirm which is to be used.

A27.Refer to Drawing CU101 for additional information on sanitary and storm sewer piping types.

Q28. Please provide clarification on the crane demolition scope

A28. See updated crane demolition noted on revised sheet AD010 in this addendum.

Q29. (Previously Q3 for Bid Add 06) Regarding the metal roof system: the specfication calls for a 20 year weather tightness and 20 year contractor warranty. Based on the condition of the tie-in and the low slope of the roof, this is not achievable. Please provide direction how to proceed.

A29. A revised detail is provided in the latest addendum. Please provide input to help improve details to make them achievable.

Q30. (Previously Q5 for Bid Add 06) Please confirm if this project is located with-in the blast zone and which blast requirements are required specifically for this project.

A30. We do not have specific blast requirements for this project. Per UFC 4-010-01, the building is located more than 50 feet within an installation perimeter and landscaping, equipment and other features within 33 feet of the building will not allow for concealment of a 6-inch cube. The project will need to meet the minimum prescriptive requirements per UFC 4-010-01. These minimum prescriptive requirements have been included in the contract documents. See revised specifications sections 08 11 13, 08 51 13, and 08 81 00 that will be issued with this addendum.

Q31. (Previously Q13 for Bid Add 06) Blast Hazard Mitigation Loading: usually we have a charge weight and stand-off distance for these projects. Is that information available? What are the “blast loads” that we’re supposed to design to for glass, glazing method of windows, depth of the window system, and the associated anchorage to structure?

Q32. (Previously Q20 for Bid Add 06) The revised door hardware specification and the door / frame and hardware schedule on plan sheet A601 have many conflicts. Please re-issue sheet A601 to reflect all changes and the actual materials required at each opening location.

A32. Please reference Sheet A-601 from Addendum 3 for the revised Door Schedule and the revised specification section 08 71 00 with that will be issued with this addendum for corrections.

Q33. (Previously Q27 for Bid Add 06) What are the building permit requirements? Are there any?

A33. The Federal government does not require a building permit. The permits needed will be a dig permit and hot work permit, and those are issued by the Base free of charge.
