NOTICE OF REQUEST FOR PROPOSAL

ADDENDUM 05 & 06

DATE: 26 Oct 2020

PROJECT TITLE & NUMBER:

REPRENOVATION & ADDITION FOR B222

PN: FMKM112035

1. This addendum is being issued to answer Contractor submitted questions Addendum 05 Q1. The spec is for sectional doors and the plans call out for coiling doors. Which would you like me to use in bidding?

A1. Overhead sectional doors are to be installed per specification section 08 36 13 Sectional Overhead Doors.

Q2. There is no spec for the counter doors or for fire rated counter doors. Can you get me details on what is required?

A2. Specification section 08 33 13 Coiling Counter Doors will be included in an addendum.

Q3. There is no details on the loading dock in the spec. Couple things I will need is size and capacity to start.

A3. Refer to drawing sheet A-311 details H7 and I7 and sheet A-351 detail I1 and specification section 11 13 19.13 Loading Dock Levelers for loading dock information.

Q4. Rooms 115.1 & 202 show an acoustical ceiling on the reflected plan but don’t call for it on the room finish

A4. Provide acoustical ceiling as indicated on reflected ceiling plan.

Q5. Can we use an equal in USG products?

A5. Alternate products meeting the specification will be considered.

Q6. Are Seismic ratings/clips required

A6. This building is assigned to Seismic Design Category A per S-001. Per ASCE 7-10 (Minimum Design Loads for Buildings and Other Structures) all nonstructural components in Seismic Design Category A are exempt from seismic design requirements.

Q7. QUESTION RE: 10440 INTERIOR SIGNAGE:

Can we quote the Job using the Rastor Braille method for the ADA Signs vs the specified Photopolymer? ( Refer to the enclosed basic reference sheet).

Todd Signs has used this method for several years, ( producing thousands of ADA Signs) with excellent results and durability. Everything conforms to all ADA requirements, it is just a different manufacturing method.Because we fabricate these in-house, we would actually have a lot more control over all phases of production if we do the signs with Rastor Braille ( vs, ordering out for the Photopolymer from another manufacturer).

A7. Enclosed alternate is acceptable.

Q8. There is a very general concrete spec of 4500 psi with .50 w/c ratio and 6% air. That will definitely not cover all the different applications for concrete this project requires. I expect you will need at least 3 different mix designs. Will you require any fibers, perhaps for the Interior Slab on Grade?

A8. See response as provided in Addendum 03/04 for concrete mix design.

Q9. Floor finish schedule in the plans calls for a RB-1 base, but the specs call for Epoxy Integral Cove Base. 3.2.4 2. There are no specs for the coiling doors. We need the following answered, at minimum, to provide accurate pricing:

Motor or manual operation? If motor, the voltage desired would be great.

Material - galvanized, aluminum, or stainless?

Finish - Standard factory finish or custom color powder coat?

Wind Load ratings.

Slat thickness.

Are there any safety devices needed for motor operated doors (bottom safety edge, photo eyes).

Door 135B does not have a width listed on the door schedule?

A9. Epoxy base would only be used with the Bid Option as noted on Remark 2 of the room schedule. All other spaces indicated on finish schedule to receive rubber base will receive rubber base. For the coiling doors refer to Specification section 08 33 13 Coiling Counter Doors, that will be included in an addendum. The width of door 135B is indicated as 9’-0” on detail E2 Ground Floor Plan – Area B (ADAL) on sheet A-102.

Q10. There is not a single vertical dimension on any elevation or detail showing wall or building heights (structural or architectural) . Structural shows steel bearing elevations but that does not provide the information needed. Please provide these dimensions for every condition both interior & exterior, existing & new. For sloping conditions, provide tops of both high & low ends of these locations

A10. See response as provided in Addendum 03/04 in response to architectural and structural dimensions.

Q11.Section 32 12 16 Hot Mix asphalt (HMA) For Roads. The section is an amalgamation of old and new specs. What we are seeing that should be used is on page 7, 2.4 Mix Design, a. The wear and non-wear are current typical MN DOT mixes. Question is can we use the listed mix design and follow MN DOT 2360 spec?

A11. Correct – the mixes are detailed in Section 32 12 16, paragraph 2.4.a and reference MN DOT mixes. However, Section 32 12 16 should be followed to complete the work.

Q12.Details F4/S321 & G1/S322 do not make sense. They call for adhesive anchors with Hilti KH-EZ anchor design? Which is it?

A12. Screws anchors, HILTI KH-EZ anchors and indicated, shall be used at F4/S-321 and G1/S-322.

Q13.There is not a single vertical dimension on any elevation or detail showing wall or building heights. Please provide these dimensions for every condition both interior & exterior, existing & new. For sloping conditions, provide tops of both high & low ends of these locations.

A13. See response as provided in Addendum 03/04 in response to architectural and structural dimensions.

Addendum 06 Q1. The General Signage Schedule Notes ( on Sheet A-741-C) say to “ Refer to Exterior Building Elevations, Signage Schedule and Signage Drawings for location of all Exterior Signage.

There aren’t any Signs/Locations shown on the Exterior Elevation Sheets ( A-201-C, and A-2020-C), and the Sign Type EXT-1

( Building Number Sign) is not in the written Schedule, so I am assuming there is QTY (1) Building Number Sign?

A1. One building sign will be required, verbiage/number to be determined during construction.

Q2. SIGN MATERIAL THICKNESS:

The Written Specs say the ADA Signs are: Acrylic Plastic 0.080” Thickness Minimum.

The Drawings show the ADA Signs as: 3/8” Thick Acrylic. Our standard ( and one in the industry) has been 1/8” ( .1250” ) Thick Acrylic for single Plate Signs. Can we quote them at 1/8” Thickness?

A2. 1/8” will be allowed.

Q3. Regarding the metal roof system: the specfication calls for a 20 year weather tightness and 20 year contractor warranty. Based on the condition of the tie-in and the low slope of the roof, this is not achievable. Please provide direction how to proceed.

A3. Answered in the next addendum Q4. There are STC requirements indicated for walls, aluminum windows and doors. Having done recent STC sound testing for ICD-705 requirements, I am familiar with these requirements. The sound testing is done on a “compartment” basis and walls are an assembly including any doors. There is ONLY ONE door manufacturer that can provide doors with the STC rating and the door lite but they WILL NOT offer factory finish paint. If there is an aluminum window that can meet all the STC and blast requirements, please provide a name of the manufacturer as none of our sources can meet both requirements.

A4. The two doors, 129A and 202, that require and STC rating of 45 are to be type F which does not require a lite in them. A/E design team is not permitted to recommend manufacturers to be selected for any part of the construction.

Q5.Please confirm if this project is located with-in the blast zone and which blast requirements are required specifically for this project.

A5. We do not have specific blast requirements for this project. Per UFC 4-010-01, the building is located more than 50 feet within an installation perimeter and landscaping, equipment and other features within 33 feet of the building will not allow for concealment of a 6-inch cube. The project will need to meet the minimum prescriptive requirements per UFC 4-010-01. These minimum prescriptive requirements have been included in the contract documents.

Q6. They are specifying stainless steel screws but the metal roof and decking is painted galvanized. I suggest using use the galvanized screws to install to avoid galvanic reaction due to dissimilar materials.

A6. Please provide fasteners that are compatible with roofing and/or flashing materials of type and size recommended by manufacturer and meet the performance requirements and design loads and warranty requirements.

Q7. Re: Q / A 11 response from addendum 1. The areas that currently have epoxy floor coating are called out to be either no covering, carpet or resilient. There are alternative methods to assure the proper installation of these materials that is much less destructive and expensive than removing the existing epoxy. The existing epoxy would be preferred to bare concrete in the bare areas, would it not?

A7. Please plan to remove existing floor coverings as indicated on the demolition drawings.

Q8. FROM THE ROOFING MANUFACTURER: “Firestone won’t warrant UC3 below 2:12 slope. It would have to be UC6 panels for that pitch. You would also need a double layer of Clad Gard SA and seam sealant for 1:12.”

A8. Please provide a roofing system that meets the drawing and specification requirements.

Q9. Re: Q / A 8 response from addendum 1. The response does not answer the question regarding the existing steel reinforcement around these windows and how it should be addressed with the furring & gyp installation.

A9. The existing steel reinforcement around the windows should be painted to match the adjacent wall color(s).

Q10. Re Q / A 16. The proposed use of batt insulation in lieu of spray foam was proposed by the contractors performing this installation which they say is the best solution for this location. Is this option acceptable?

A10. Batt insulation will be acceptable in lieu of spray foam in this detail.

Q11. Re: Q / A 12 response from addendum 1. The detail as shown is not possible due to the way the existing roof system is attached. This is one of many roofing related items that cannot be done per the current plan & specification. (this is the response from the contractor that installed the existing roof system)

A11. Please propose a solution(s) to the address the items that cannot be done per the current plan and specification.

Q12.There is a specification for resinous flooring but that material is not reflected on the room finish schedule. Please confirm.

A12: Reference Room Schedule Remark 2. BID OPTION: UPGRADED FLOOR FINISH -PROVIDE EF-1 FLOORING.

Q13. Blast Hazard Mitigation Loading: usually we have a charge weight and stand-off distance for these projects. Is that information available? What are the “blast loads” that we’re supposed to design to for glass, glazing method of windows, depth of the window system, and the associated anchorage to structure?

A13 We do not have specific blast requirements for this project.

Q14. STC: STC of 45 is high. Is this the glass they are asking us to use for STC? Is this a 1.3125” insulated laminated glass unit, meaning 1/4" exterior, 1/2” space and then a 9/16” (or so) laminated lite? With a basic insulated laminated glass make of 1.5” thick, I can hit an STC of 41. I have an acoustic test report for this.

A14. Assume this is in reference to the lites in the STC 45 rated doors. The doors that are STC 45 rated, 129A and 202, do not have lites in them.

Q15. Wht is the spec for drywall. Please Clarify. (currently no spec)

A15. Specification section 09 29 00 Gypsum Board will be included in an addendum

Q16. Specification section 10 2113 toilet compartments describes 3 different materials for compartments and 3 different styles of anchorage. Which is to be used for this project?

A16. Per specification 10 21 13 part 2.3.1 Provide and conform toilet enclosures to CID A-A-60003, Type I, Style A, floor supported and F, overhead braced-alcove. Furnish width, length, and height of toilet enclosures as shown. Provide a width of 1 inch. Finish surface of panels must be solid polyethylene, Finish 5; water resistant;

graffiti resistant; non-absorbent.

Q19. Architectural General Note #46 states “the premises will be occupied at all times during construction”. Please confirm this is not the case.

A19. Building will be un-occupied during construction.

Q20. The revised door hardware specification and the door / frame and hardware schedule on plan sheet A601 have many conflicts. Please re-issue sheet A601 to reflect all changes and the actual materials required at each opening location.

A20. Answered in the next addendum Q21. Is the new masonry opening shown on detail C1 / S311 to be cut into an existing masonry wall? Since there are no gridline references on detail G2 / S 101 where this is indicated or on the demolition plan AD 010, this is not clear.

A21. The existing wall is shown to be removed on AD010. C1/S-311 shows a new steel lintel is support the existing masonry to remain. C1/S-311 is shown on S-101. As shown on S-101 and S-311 the 1’-2” dimensions is taken from the face of the existing 8” masonry wall. The opening is to be 10’-0” wide as shown on S-101.

Q22. Plan note 2 on sheet S 101 calls for “patch & repair existing concrete floor as required”. Any damaged concrete floor not shown on the planset will be treated as an unforeseen condition and subject to change request. Please confirm with clear direction. If provisions for this are to be included in the proposal, an allowance must be defined for any such work.

A22. Quantify slab patch repair at all interior masonry wall removal at slab on grade per AD010. Provide a construction allowance of an additional 500 square feet of slab patch repairs for unforeseen conditions and additional demo items shown on AD010 (remove existing plumbing fixtures, remove exist mop sinks, etc.).

Q23. Plan note #1 on sheet S 102 describes the new 8” concrete slab on grade. There is no mention of rigid insulation under this slab. There are several details on sheet S 301 that show horizontal rigid insulation directly under this slab. The specification does not define how far to extend rigid insulation from exterior walls and goes on further to describe insulation under the entire slab. Please confirm the scope of rigid insulation under the slab.

A23. Architectural Section I9/A-351 indicates 2” rigid insulation extends down to top of footing and extend horizontally 4’-0” from foundation wall.

Q24. If a Metal Fabricator is not a AISC Certified plant & do not participate in the QC3 Accreditation for Welders, but does follow the AISC guidelines, in both Fabrication & Detailing, & do have a Quality Control Program & Manual in place available to anyone, for Reference, can they bid the project?

A24. It is a standard quality assurance provision in the UFGS Section 05 12 00 to be an AISC Certified Plant.

Q25.On A-101, Keyed Legend P1 – infill to match adjacent. What is the wall type at each location? Metal framed, block, wood framed? Thickness? What is the finish? Please indicate wall types.

A25. Recommend a site walkthrough to determine wall types and to reference the existing building drawings for the original construction wall types. The exterior walls are show on the existing building drawings indicate 4 inch face brick over 1 ½" urethane insulation on reinforced CMU. The interior walls on the existing building drawings indicate CMU walls.

Q26. What are the building permit requirements? Are there any?

A26. Answered in the next addendum Q27.

Keynote 2 on S-101 - "Patch and Repair existing concrete floor as required.

Refer to Details on S-105". These details refer to partial depth and full depth slab repairs. Quantities are unknown and repairs may be discretionary as the areas of the different repair methods are not identified on the drawings. Would it be possible for the Government to provide "bid quantities" and then adjust the quantities based on actual measurements and

Unit Prices when the work is performed? Alternately, the Government could just give an "Allowance" amount for all contractors to carry in their bid, OR just handle the repair work on a strictly Unit Price basis with no allowance. Please Clarify.

A27. Details were provided in the set with the intent slab patches will be needed for existing construction with demolition.

2. Previous drawings of the building have been uploaded as well.
