About this file
This document provides details for a federal solicitation seeking construction services. The U.S. Property and Fiscal Office for Minnesota is soliciting a single firm fixed-price contract to renovate and add onto an existing base supply facility at Duluth Air Force Base in Minnesota. Work includes repairing metal flashing and roofs, replacing doors, rehabilitating brick facades, reconfiguring interior spaces, and upgrading building systems. The project budget is between $5-10 million and work must be completed within 540 days. The solicitation is set aside for small businesses and responses are due by October 29, 2020. A pre-proposal conference will be held on October 7 and the source selection process will evaluate past performance and price.

NOTICE OF REQUEST FOR PROPOSAL
ADDENDUM 03 & 04
DATE: 23 Oct 2020
PROJECT TITLE & NUMBER:
REPRENOVATION & ADDITION FOR B222
PN: FMKM112035
1. This addendum is being issued to answer Contractor submitted questions Q1. I'm trying to get pricing out for our customers to bid on this project but I have incomplete concrete specs. In searching the specs and the plans all I could find were a very general concrete spec of 4500 psi with .50 w/c ratio and 6% air. That will definitely not cover all the different applications for concrete this project requires. I expect you will need at least 3 different mix designs. Will you require any fibers, perhaps for the Interior Slab on Grade? " A1. No fibers are required. The interior slab and grade shall be reinforced as shown in the contract documents. All concrete shall have a compressive strength of 4,500 psi Normal Weight per S -001 note 6.A.2.a.
Concrete Footings and Misc. Concrete shall be air entrained. Air content must be between 4.5% and 7.5% per 03 30 53, 2.1.3. 3/4 inch nominal size coarse aggregate for walls or 1-1/2 inches for other concrete per 03 30 53, 2.1.3. Maximum water-cementitious material ratio is 0.50 per 03 30 53, 2.1.3.
Interior Slabs with trowel finish, do not air entrain per S-001 note 6.A.2.b. Per Spec 03 30 53, 2.1.3 air content must be 3% maximum for slabs to receive trowel finish. 3/4 inch maximum nominal size coarse aggregate per 03 30 53, 2.1.3. Maximum water-cementitious material ratio is 0.50 per 03 30 53, 2.1.3.Q2. On sheet S-122 at the new elevator location, is the intent to remove / replace the existing roof system or is all this work to be completed with the existing roofing in place?
Q2. Is the intent to have all 12 door sets shown on X-XXX to receive an STC 45 rating?
A2. STC 45 ratings shall only apply to Doors 129A and 202, see revised architectural drawings in upcoming Addendum 03-04.
Q3. There is not a single vertical dimension on any elevation or detail showing wall or building heights (structural or architectural) . Structural shows steel bearing elevations but that does not provide the information needed. Please provide these dimensions for every condition both interior & exterior, existing & new. For sloping conditions, provide tops of both high & low ends of these locations.
A3. The top of CMU elevations are indicated on sheets A311 and A-312. These elevations along with the structural beam and bearing height information, shown on sheets S-121, S-123, S-131 and S-132, should be followed to determine the quantity of materials that will be needed to construct this addition.
Since the project is an addition to an existing building, several dimensions for the addition will be tied to existing conditions. Where this occurs, existing dimensions will need to be field verified. This could be accomplished during the pre-bid site visit. Several architectural vertical dimensions are included in the drawings, including top of masonry walls, and door and window sizes. If further information is needed, you may consider requesting a copy the existing building drawings, available upon request.
Specifically - Low Roof Framing Plan, S-121. Existing wall along gridline B shall be field verified per Plan Note 4, existing construction documents indicate a top of wall at 115’-8” (+/-). New masonry wall at north end, per S-121, shows a joist bearing elevation of 111’-4”. Joist bearing elevation is equivalent to top of masonry wall as shown in C4/S-322.
High Roof Framing Plan, S-123. Existing wall along gridline B slopes from gridline 3 (high end, existing construction documents indicate a top of wall at 129’-4” (+/-)) to east of gridline 6 (low end, existing construction documents indicate a top of wall at 121’-4” (+/-)). All existing dimensions shall be field verified per Plan Note 4. Joist bearing elevations shown on S-123 are equivalent to top of masonry wall as shown in F1/S-321. Top of CMU elevations are indicated on sheet A-311 and A-312. New High Roof Framing shall match the existing roof slope as indicated in D1/A-202. New top of steel and new masonry elevations shall be field verified with existing construction. New roof framing shall be tied into existing per F4/S-321, F8/S-321 and H4/S-322.
The top of CMU elevations are indicated on sheets A311 and A-312. These elevations along with the structural beam and bearing height information, as outlined above should be followed to determine the quantity of materials that will be needed to construct this addition.
