Role Players Questions & Answers
1. It says we will be responsible for ALL (soldiers as well as Role Player) medical care.
That would require more than two ambulances. Is that a typo?
Answer: It will not require more than two ambulances. The ambulances are there in case of emergencies.
2. What date do the High-Fidelity mannequins need to be delivered for programming?
Answer: How long do they need to program? We could work out pre-programmed injuries that could be accomplished prior to exercise.
3. Can the government confirm that the award selection criteria will be BEST VALUE
TRADE OFF?
Answer: Award selection criteria will be Lowest Price Technically Acceptable.
4. What CERFP Past Performance requirements do you require/desire in proposals.
Answer: Past performance is not a separate evaluation factor. Past performance and FAPIIS will be reviewed as well as SAM as part of the responsibility determination.
5. Can you confirm that the MAXIMUM desired weight for the 30 rescue mannequins is 50lbs to meet unit training requirements and objectives?
Answer: Yes
6. The PWS states that the contractor may have to move and place the 30 mannequins up to three (3) times each of the 3 exercises days. The PWS calls for a contractor mannequin "Mover Service". Will the mannequin movers have to place the mannequins in the S&E rescue lane situations as a normal SCVS reset team would do? Or will the technical placements be done by unit or other personnel?
Answer: Mannequins will be moved by contractor, to include technical placements with regards to confined space, rope rescue. However, the technical placements will be in coordination with S&E NCOIC (SFC Lemons)
7. Since there is no longer a forklift requested/required from the contractor in the PWS for the exercise, will there be a government provided forklift available to assist with manikin movement or placement? Or will this be solely the contractor responsibility with provided labor and vehicles for mannequin preparation, clothing, movement and placement?
Answer: There will be a forklift available.
8. Can the government confirm if any SCVS SME reset support is required for SCVS reset, training, and/or safety?
Answer: No SME required. Coordination for reset will be with the CERFP. No requirement for SME training or safety.
9. Can the government confirm if the required Incident Commander (IC) will be required for any meetings or support on 3 April, the day before exercise STARTEX?
Answer: Yes, the Incident Commander will need to attend meetings to understand the incident action plan and training requirements
10. With 40 role players and 30 mannequins, estimated at a minimum of three (3) rounds each per day, this would put the minimum number of required sets of clothing at over 600, not even considering extra inventory for sizing differences. Is this an accurate assumption/calculation within the government's stated requirements?
Answer: Yes, this is an accurate assumption.
