About this file
This is a Questions and Answers document for the Colorado Army National Guard (COARNG) RFQ Q0006 for Managed Network & Analog/Voice Services. The document addresses several key points, including an extension of the quote submission deadline from January 3, 2025, to January 8, 2025 (in response to a vendor's request for extension due to holiday impacts).
The technical requirements clarified in the Q&A include: delivery of 1GB circuits to sites with two separate access connections (one internet-routable and one private layer 2 network) rate-limited to 500MB each; mandatory VLAN capability and Edge-to-POP voice encryption; no specific SD-WAN solution requirements, though contractors may provide it if it meets government requirements; and no additional cybersecurity requirements (firewalls, DMZ, or RMF) as the scope is limited to internet connection, private layer 2 network, mobile network integration, and analog phone support handoffs. All circuits must be 100% operational by March 1, 2025, to allow for a one-month transition period before the current contract expires.

Questions and Answers
Question - We request an extension to the submission date, for Colorado Army National Guard (COARNG) RFQ Q0006 - Managed Network & Analog/Voice Services, due to the upcoming National and Religious holidays of: Kwanzaa, Hanukkah, Ashura, Fatemi Yeh, and Eid al-Adha, Christmas and New Years, all which will significantly impact our team's ability to work at full capacity during this period.
From past experience, we anticipate the holidays will cause unacceptable delays from our sub-contractors, Local Exchange Carriers (LECs) and vendors regarding pricing, and delivery schedules. Reduced availability of critical team members on leave will potentially create delays in 1) communication with key stakeholders and 2) availability of information - both critical to a successful cost-effective response to the RFQ. This extension is in the best interest of the government as we can ensure our fixed cost quote is based on firm responses from our primary vendors and senior personal. Thus, we kindly request an extension for submission to January 31, 2025 at 11:00am MT.
Answer – The COARNG has extended the due date from 3 January 2025 to 8 January 2025. Due to the timeframe needed to get the network 100% functional by March 1st 2025, we would like to provide vendors with over 30 days to meet this.
Question - Reference Attachment A Tab MNS - Speeds per Location: Are you requesting that both access connections to be 1G for 1Gbs sites providing 1G capable redundancy, or are you requesting 500Mbs per access connection providing 500M redundancy?
Answer – The overall circuit will be 1GB to the site, The ISP will need to hand off two separate access connections from that 1 GB access connection to support two separate networks one that is internet routable and on that is a private layer 2 network. Each network needs to be rate limited to 500MB each.
Question - Are there any requirements for your SD-WAN solution such as FedRAMP or FISMA authorization?
Answer – SD-WAN is not necessary, however the contractor determines they can provide the handoffs described in the PWS will meet the government requirement.
Question - Is the requirement for the service to be VLAN capable and include Edge-to-POP voice encryption mandatory?
Answer – Yes Question - Are there any additional cyber security requirements such as firewalls, DMZ, or RMF requirements?
Answer - These technologies are not scope for this requirement. The contractor is to handoff and Internet connection, a private layer 2 network, a mobile network that is integrated to the main network and analog phone support handoffs.
