Brand-name Justification
1. Agency and contracting activity (FAR 6.303-2(b)(1))
a. The requesting agency is for the 140 Wing, COANG, Buckley AFB, CO.
b. The contracting agency is 140 MSG/MSC, COANG, Buckley AFB, CO.
c. The Brand-name is Honeywell Vindicator.
d. Form 9# F6G3SF6231AC01 Amount: $645,347.32(Total)/$202,983.28 (Est amount for Brand Name)
2. Nature and/or description of the action being approved (FAR 6.303-2(b)(2))
This is an individual J&A for a partial brand name requirement for Honeywell Vindicator items associated with the technology refresh of the current Intrusion Detection System (IDS) in 140th Wing facilities on Buckley AFB.
The Government intends to award a Firm Fixed Price (FFP) contract for this requirement.
3. Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303-2(b)(3))
The Government has a requirement to perform a technology refresh of existing IDS to consolidate operations with the host base 460th Security Forces, Buckley AFB, CO. The host 460th Security Forces operates an existing Honeywell-Vindicator IDS. This technology refresh includes replacement of existing Advantor Infraguard panels in approximately twenty facilities. The following brand name items are necessary to perform this technology refresh:
Description Qty Unit Cost Extended Cost Video Monitor 5 $349.46 $1,747.30
PW Series High Density Enclosure 5 $209.48 $1,047.40 SIM - Sensor Input Module, 8 Ports, V5 39 $251.87 $9,822.93

Total Gov’t Estimate: $202,983.28
4. Statutory authority (FAR 6.303-2(b)(4))
Pursuant to FAR 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. The proposed Brand Name unique qualifications require use of the authority cited above (FAR 6.303-2(b)(5))
The 140th Wing has approximately thirty areas and facilities with a regulatory requirement for an IDS. Of these, twenty are currently alarmed with an IDS manufactured by Advantor Systems that was monitored by the 140 Security Forces. This system covers four hundred thirty (430) alarm points and forty-eight (48) access controlled doors. This tool allows Security Forces personnel to rapidly detect threats and, once detected, to rapidly respond to defend assets and either defeat or delay any attack(s). Due to NGB-directed manpower changes, this is no longer a feasible option. To continue to protect 140th Wing assets, a technology refresh is necessary to convert the existing IDS from Advantor Systems to the Honeywell-Vindicator operated by the host base Security Forces.
Each system operates on proprietary protocols, rendering inter-compatibility impossible. The Honeywell Vindicator equipment sought for this project adheres to the Non-Nuclear Intrusion Detection Equipment Approved List provided by USAF HQ/A7S. It is a stand-alone, proprietary system and there are no compatible products that can be used to integrate existing components. This project only replaces non-compatible components and requires reuse of any equipment that remains compatible with the host base IDS.
6. Description of efforts to ensure that offers are solicited from as many potential sources as practicable (FAR
6.303-2(b)(6))
IAW FAR 6.302-1(a)(2)(i)(A), Competition exists but determination of which contractor provides the best value cannot be determined. Therefore, it would be in the best interest of the government to post a solicitation on FBO.
7. Determination of fair and reasonable cost (FAR 6.303-2(b)(7))
The Contracting Officer will determine the acquisition cost to be Fair and Reasonable based on competing the requirement and evaluating the contractors’ quotes.
8. Market survey (FAR 6.303-2(b)(8))
The 140th Security Forces has conducted market research in accordance with FAR Part 10. A search on the Dynamic Small Business (SB) engine produced five (5) vendors in the Greater Denver area whose public web sites indicate the ability to meet the requirements of this project. Additionally, a consultation with the host base Security Forces Electronic Security Systems section revealed three (3) additional local vendors that have successfully completed Honeywell Vindicator projects on Buckley Air Force Base.
Market research indicates there are multiple vendors capable of meeting the agency’s needs.
9. Other facts supporting the use of other than full and open competition (FAR 6.303-2(a)(9))
N/A
10. List of sources, if any, that expressed a written interest in the acquisition (FAR 6.303-2(b)(10))
To date, no vendors have expressed written interest in this project.
11. Actions, if any that are being taken to remove and overcome any barriers to competition before any subsequent acquisitions for the supplies or services required (FAR 6.303-2(b)(11))
Based on the stated circumstances, a solicitation which includes Honeywell-Vindicator brand name items is proposed for this purchase, as supported. With the progression, development, testing, and acceptance of future technology by Air Force Security Forces Center, the customer will continue to perform market research to identify alternative and compatible components that may become available through multiple manufacturers.
12. Contracting Officer Certification (FAR 6.303-2(b)(12))
I certify, by signature on the cover page, that the facts and representations under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
13. Technical requirements personnel certification (FAR 6.303-2(c))
I hereby certify that this justification and approval for other than full and open competition is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement. I further certify that this request is not the result of lack of advanced planning or a desire to expend funds while those funds are still available.
