Buckley AFB IDS – ESS Conversion
W912LC-16-R-5007
Questions & Answers 15 September, 2016
General Questions:
1. QUESTION: What firmware rev. is currently used?
ANSWER: Vindicator firmware 3.2, release 20. VICADS 4.1, Service Pack 1.6
2. QUESTION: Where are the 5 SAW Workstations being placed/ used?
ANSWER: The estimate of five SAW workstations was the maximum expectation for SCIF-programmed (SAP) facilities. If the contractor can provide a workable alternative that requires fewer standalone client workstations, the government will accept an alternate setup that accomplishes the same intent of managing SCIF accounts by the local program manager.
3. QUESTION: Is it possible to get a copy of alarm points?
ANSWER: Yes. Please see the attached spreadsheet (included with Amendment 0001, Attachment
7) with alarm point detail. Note that any time an alarm point is listed as a tamper alarm, that tamper is a discretely-terminated alarm point and is independent of the supervised line tamper.
4. QUESTION: Where are the 3 Site Commanders listed being used?
ANSWER: The government estimator planned for a Site Commander in facilities with multiple partitions or complex entry control requirements. Hangar 801 (Facility 3014) and Building 1640 (Facility 1640) were the two systems that met this requirement. If the contractor can provide a workable alternative that requires fewer Site Commanders, the government will accept an alternate setup that accomplishes the same intent of locally accessing/securing multiple partitions. [The estimate of three VSC was a transposition error. The original government estimate was for two, not three.]
5. QUESTION: On There are many locations where the SOW states to replace the IDS but not the
AECS existing panels. The AECS is to stay in place and continue functioning. There are sensors, BMS, on the AECS doors that will be required for IDS doors as well. Is it required to have the BMS report to both the AECS system and the new Vindicator system configuration?
ANSWER: Any facility that calls for the Advantor AECS to remain in place is currently configured with discrete wiring to two independent locations – both IDS and AECS. The most common configuration is via a Sentrol 2700 Series DPDT BMS. This configuration was installed under superseded JAFAN 6/9 standards and is grandfathered for continued use; however, the contractor must ensure the conversion meets IDC 705 installation standards.
6. QUESTION: Does the existing Advantor system use the motion detectors in the AECS rooms as part of the AECS system or just the door BMS?
7. ANSWER: There are no volumetric sensors associated with Advantor AECS with the exception of REX PIRs.
8. QUESTION: Can drawings (floor plans) of the following facility numbers be provided for the following facilities: 3007, 3008, 3009, 3010, 3011, 3012, 3013, 3014, 3015, 3016, 3017, 3018, 3019, 3020, 5002, 5003, 5004, 5005, 5006, and 5007?
ANSWER: The government will provide any available floorplan drawings. Some building plans may not be immediately available.
9. QUESTION: Is the contractor responsible for existing Network switch programming or will that be supplied and completed by BAFB personnel since it is GFE to be used?
ANSWER: The government will supply any necessary switch programming.
10. QUESTION: Will new Network switches be required for this project? If so, which locations will require a new switch and how many ports? What manuf., make and model or equivalent is suggested?
ANSWER: No. Any additional switches required for this project will be supplied by the government.
11. QUESTION: Is there any specific documents or approvals that are required to be submitted by the contractor to request Network switch programming to support the Vindicator system?
ANSWER: No.
12. QUESTION: During the site survey not much was mentioned about the existing sensors. When migrating the system to Vindicator, is it required to change the end of line resistors for all the sensors to the standard Vindicator resistor packs?
ANSWER: As long as the system programming recognizes the line supervision, the requirement is met. All supervised alarm points are currently equipped with 1KΩ end of line resistors. The contractor may choose to replace the resistors or to reuse the existing ones as long as the panel is programmed appropriately.
13. QUESTION: What are the resistor values that the Advantor system uses now?
ANSWER: 1KΩ
14. QUESTION: In section 2 of the SOW, it states “Installed system must integrate with the
Vindicator V5 CCDE (Win 7 platform) operated by the host unit (460 Security Forces) located in Building 1028 Base Defense Operations Center (BDOC).”
13.1 Is the current system in the BDOC Windows 7 platform?
ANSWER: No.
13.2 Is there an existing timeline for an upgrade to the Windows 7 Vindicator platform to be completed?
ANSWER: The timeline for the project to upgrade the CCDE to Win 7 is projected for a start date on or near the beginning of 3Q FY17 (April)
13.3 Is this upgrade to Windows 7 part of the scope of this project?
ANSWER: No.
13.4 If this 140th IDS upgrade starts before the Windows 7 upgrade at the BDOC, which Vindicator firmware will we be responsible for installing for the new Vindicator panels replacing the Advantor panels?
ANSWER: The contractor is responsible for installing firmware compatible with the currently operational CCDE and for providing a firmware update at the time of the CCDE upgrade.
13.5 Windows 7 compatible firmware or the current firmware in place for the 460th
Vindicator system?
ANSWER: The contractor is responsible for installing firmware compatible with the currently operational CCDE and for providing a firmware update at the time of the CCDE upgrade.
13.6 Will this contract’s contractor be responsible for firmware upgrades to the newly installed 140th panels if the Windows 7 Vindicator upgrade is completed by others on a different contract after the 140 ANG IDS upgrades?
ANSWER: Yes.
15. QUESTION: Does the current Advantor IDS have all AFI compliant tamper protection where required per AF regulations and standards?
ANSWER: Yes.
16. QUESTION: Section 4.1 of the SOW contradicts itself. In the first line it says “All new cabling will be concealed above grid (drop ceiling) in existing cable trays or wire straps.”
Then in the next sentences it says “IDS cabling may be routed in rigid pipe (e.g. metal conduit or PVC) or equivalent raceways. Any cable unable to be concealed above a drop ceiling will be installed in EMT conduit unless otherwise specified.” --- So which is it?
ANSWER: Any cabling that is not above grid must be in EMT conduit. Above grid cabling that is not routed through existing raceways may be in PVC or EMT. All IDS sensor wiring will be enclosed in conduit. Refer to Reference 9.3, ESE-SIT-0001 for conduit requirements.
17. QUESTION: Is there current cabling on the Advantor system that is just lying in raceways not in conduit? (Can it stay that way?)
ANSWER: The government is not aware of any IDS cabling that is not in conduit. All IDS sensor wiring must be in conduit. There may be applications where AECS cabling for non- PL areas is routed through existing cable trays without conduit. These applications may remain as configured.
18. QUESTION: Should new cabling be in conduit or just concealed above the drop ceiling?
ANSWER: Refer to Reference 9.3, ESE-SIT-0001.
19. QUESTION: Will the contractor be responsible for programming the Central Management Vindicator V5 panel at the BDOC for AECS for the new locations that require AECS?
ANSWER: The government will program the Central Management Vindicator panel.
20. QUESTION: Will the new Locations, Location Rules, Entry Rules, and Personnel Groups be programmed by the contractor or by someone else?
ANSWER: The government will program the new locations, location rules, entry rules, and personnel groups.
21. QUESTION: Who will be responsible for getting all the personnel enrolled into the
Vindicator system prior to cutover of a location?
ANSWER: The government will enroll personnel.
22. QUESTION: Many of the AECS doors only had a card reader for inbound and motion REX devices for exiting the room. Is this configuration going to be the same with the Vindicator system or is another outbound card reader expected to be added?
ANSWER: The contractor should mirror the existing configuration for AECS doors with regard to read-in/read-out, REX PIR, or push-button REX.
23. QUESTION: Could the submission date be extended to 26 September 1000
ANSWER: YES. The revised solicitation closing date/time is now 26 September, 2016 at 10:00 AM MST.
24. QUESTION: Do all switches go directly to Bldg 1028 or are there other locations as well for each building/location.
ANSWER: There are multiple locations on the base with network switching. The government will coordinate all required network path management to ensure connectivity to Building 1028.
25. QUESTION: Can we get a floor plan for all work areas?
ANSWER: Refer to question 8.
26. QUESTION: Can you inform what areas require 3000 or 5000 panels?
ANSWER: The 3000-series and 5000-series naming convention for Advantor panels reflect their installed communication method. 3000-series panels communicate with the server and CCDE via a dedicated copper line. 5000-series panels communicate with the server and CCDE via a LAN connection established through fiber. All vindicator panels must communicate with the server and CCDE via fiber.
27. QUESTION: Due to the various levels of height in some areas would we have access to government property to use on this project -- such as lifts, etc. or should that be included in our proposal?
ANSWER: The Government will not provide any equipment or tools required. Please include all necessary items in your proposal.
28. QUESTION: Can you specify available work hours for each building?
ANSWER: The 140th Wing operates on a compressed workweek, Tuesday through
Friday from 0700-1700. Variations are possible with advance planning; however, the contractor should plan to work within the government’s normal hours.
29. QUESTION: Can you specify what issues to be cognizant of re: the "down time of any systems, in terms of a series of buildings, etc. for example we know any downtime has to be at minimum, however is there any buildings that if we are working concurrently on must not be down at the same time, etc.
ANSWER: The government’s intent is for the contractor to minimize the time any facility’s IDS is nonoperational. Prior to work in each facility coordination between the Contracting Officer Representative (COR, MSgt Elrod), Contracting Officer, and the owner/user of each facility is required. Owner/user manpower and availability would be the limiting factor for concurrently cutting over multiple locations.
30. QUESTION: For the option with the cameras, will the contract only be awarded to a company that includes the camera option as well, or will they be considered as separate RFP's?
ANSWER: This is a single solicitation in which the Government intends to make a single award.
These are not separate RFP’s. Please reference the solicitation, Addendum to 52.212-2, Evaluation – Commercial Items. To be considered, an offeror’s proposal must conform to the solicitation requirements. Proposals failing to meet solicitation requirements will be deemed as incomplete.
Additionally, as identified in the addendum (para 6.0(b)), evaluation will be based on the basic requirement (CLINS 0001 and 0003).
