HAATS Q&A

Q1. Is it acceptable for the prime contractors proposing on this project to obtain the HAATS documents in the manner described in Questions and Answers 1 and 2 and then distribute the documents to subcontractors and suppliers for pricing proposals as long as we maintain a document control log and track the distribution of these documents. The documents can then be collected from unsuccessful proposers and destroyed at the end of the solicitation period.

A1. Yes this is acceptable

Q2. Can the prime contractors proposing on this project post these documents to an ftp site or ISquare

Foot (ISF) for distribution to the subcontractor community?

A2. This will be acceptable under the following conditions; you MUST have controlled means of access to the documents at all times.

Q3. Please confirm that Primavera P3 and/or P6 schedule formats are acceptable.

A3. Primavera P5 or P6 schedule formats are acceptable, P3 is not.

Q4. When submitting electronic schedule documents, are we required to submit the schedule in .pdf format or do we need to provide the native .prx files for electronic evaluation?

A4. Electronic schedules are to be submitted in .pdf format along with the native .prx files.

Q5. Can the 3D model that has been produced be distributed to the proposing teams in its native file format?

A5. Electronic schedules are to be submitted in .pdf format, along with the native .prx files.

Q6. Personnel: If the proposed key personnel are identified as having worked on at least three (3) of the projects provided in the Exhibit A Performance Relevancy Questionnaire’s; should we still provide an

Exhibit B form for each of these individuals or is it required only for key personnel having not worked on three (3) or more of the projects provided Exhibit A Performance Relevancy Questionnaire’s?

A6. The Exhibit B needs to be completed for personnel that has no previous experience demonstrated in Exhibit A. The overriding factor is to provide the government with the essential information on all personnel proposed for the project.

Q7. Subcontractors: Are Exhibit B forms required to be filled out and submitted for subcontractors in each scope of work for this project or is the intent of this form to be provided only if major subcontractors did not work on three (3) or more of the projects provided Exhibit A Performance

Relevancy Questionnaire’s?

A7. The Exhbit B needs to be completed for subcontractors that have no past performance demonstrated in Exhibit A. The overriding factor is to provide the government with the essential information on all subcontractors proposed for the project.

Q8. Subcontractors: Although our team will have a shortlist of two (2) or three (3) qualified best value subcontractors for each scope, all subcontractors may not be selected at the time of proposal submission on 20 October 2010 in an effort to ensure a competitive procurement through the government’s stipulated “Final Revised Proposal” and final negotiations. Is it acceptable to provide

Exhibit B forms for more than one potential subcontractor for each scope of work?

A8. The Exhibit B needs to be submitted for only the subcontractors that are intended to actually perform the work. This is necessary to allow the government to accurately evaluate the proposed team.

Q9. There are three wage scales referenced (building, heavy, highway). Please clarify which portions of the work fall under the specific wage scales to all bidders will be pricing each work item on equal rates.

A9. The three wage scales have been included because of the different types of work involved to complete this project. In reviewing the plans and specifications this will help you determine what part of the work falls under each category. We have also listed the website for you in section 0100 of the solicitation.

Q10. Would the gov't please make CAD files for the civil drawings available to the bidding contractors? This greatly streamlines the process for taking off the quantities for the site work.

A10. Plans and drawings can be accessed through www.fbo.gov only.
