About this file
This document is a Questions and Answers (Q&A) file addressing clarifications to a federal solicitation for facility housekeeping and maintenance services at Camp Roberts in California. The acquisition is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with FAR clause 52.219-27 incorporated. The contract requires SDVOSB certification at time of offer, and RFO FAR clause 52.219-14 (Limitations on Subcontracting) applies to define self-performance requirements. The phase-in period begins immediately upon contract award and is included in CLIN 0001, with the period of performance starting September 1, 2026. Turnaround requirements for services are measured in business days, with operating hours of 0800 to 1600, Monday through Friday.
The Performance Work Statement (PWS) specifies daily housekeeping duties including room cleaning, restroom restocking, and facility maintenance across multiple buildings (BLDG 6004, 6108, 6109, 6428). Government-owned linen remains the contractor's financial responsibility if lost or damaged per FAR clause 252.237-7015. The Government furnishes consumables such as toilet paper, trash bags, and hand soap; the contractor cannot utilize Government equipment. A mandatory site visit to Camp Roberts was scheduled for August 18, 2026 at 10:00am PST (30 minutes duration) with the Contracting Officer Manuel Jimenez; all personnel require valid Government identification, driver's licenses, proof of insurance, and vehicle registration for access. The solicitation was closed as extended to accommodate the site visit, and cover pages, tables of contents, and acronym lists do not count against the 20-page limit for Volume I or 10-page limit for Volume II. RFO FAR clause 52.222-41 (Service Contract Labor Standards) applies with Wage Determination 2015-5643, Revision 26 for San Luis Obispo County, and no predecessor collective bargaining agreement exists.
