ATFP SUMMARY REPORT
PROJECT TITLE: Replace Vehicle Maintenance Facilities Complex
PROJECT NUMBER: QMSN099104
Design Phase: A2-35%
1. Design Basis Threat Level: VERY LOW
Project Scope of Work:
The 129th Rescue Wing supports a rescue mission using four PAA of C-130 and six HH-60 aircraft and requires a properly sized and configured vehicle maintenance space in which to train assigned personnel as well as perform repair, scheduled maintenance and upkeep of military vehicles. Functional areas include repair bays large enough to accommodate assigned vehicles to include refueling vehicles, battery shop, administration, training classroom and covered storage for vehicles, parts and tools.
The project includes constructing 8,800 Square Feet (SF) of new building containing approximately 2,200 SF of Administrative offices, training room, and restrooms. The remaining 6,600 SF of building will contain maintenance bays for the repair and maintenance of military vehicles. The maximum construction cost (MCC) is $5,655,000. According to 1-8.1 of UFC 4-010-01, these standards apply to all DoD inhabited buildings. Compliance is mandatory for all new construction.
The total planned occupancy of the building is 23 which includes 10 people in the Administrative area and 13 people in the maintenance bays. The occupant density in the Administrative area is 1 person per 223 SF which exceeds 1 per 430 SF. Therefore to ensure flexibility of this space for administrative use, it is assumed that it may contain 11 or more people. Based on the criteria (UFC 4-010-01 definition of Inhabited Building), this area of the building will be classified as an Inhabited Building for AT/FP. The occupant density in the Maintenance bays of the building is 1 person per 508 SF which is less than 1 per 430 SF. Based on the criteria (UFC 4-010-01 definition of Low Occupancy Building) this area will be classified as a Low Occupancy building.
Per UFC 4-010-01 Standard 2-4.10, buildings that do not meet the criteria for Primary Gathering buildings may be separated into inhabited buildings and low occupancy buildings as long as the specific provisions of UFC 4-010-01 Appendix B have been applied. As described in UFC 4-010-01 Standard 7, B-2.2.2 the superstructure for low occupancy portions of inhabited buildings are required to be structurally independent from the inhabited portion of the building.
2. Applicable Explosive Weight: II
The inhabited portion of the building is approximately 335-feet inside the controlled perimeter. Since the distance to the controlled perimeter is greater than 200-feet (UFC 4-010-01 2-4.7), only Explosive Weight II will be used in the design of the windows and doors.
3. Level of Protection: Very Low
4. Applicable Standards:
4.1. UFC 4-010-01 (1 October 2013):
4.1.1. Are these standards adequate? YES
The Vehicle Maintenance Facility is classified as an Inhabited Building / Low Occupancy Building.
4.2. UFC 4-020-01 (11 September 2008):
4.2.1. Are additional measures required? NO
APPENDIX B: DoD MINIMUM ANTI-TERRORISM STANDARDS FOR NEW AND EXISTING
BUILDINGS:
B-1 SITE PLANNING:
B-1.1 Standard 1. Standoff Distances
B-1.1.1 Conventional Construction Standoff Distance: The inhabited portion of the building will be constructed with Load Bearing Reinforced CMU (Masonry) walls using a combination of CMU veneer and Metal Wall panels for finish. The CCSD for this wall type is 30-feet (UFC 4-010-01 Table B-2).
B-1.1.2 Minimum Standoff Distances: The minimum standoff distance required for an inhabited building from parking and roadways within a Controlled Perimeter is 13-feet (UFC 4-010-01 Table B-1).
The standoff distance from the inhabited portion of the building to parking and roadways will be greater than 13-feet.
B-1.1.3 Distances Between Conventional and Minimum Standoff Distances: CCSD will provided.
B-1.1.4 Inhabited Buildings Partially Exempt from Standard 1: This Administrative portion of the building is Inhabited, but is not exempt from Standard 1. The Low Occupancy portion of the building is exempt from the standards.
B-1.1.5 Controlled Perimeter Standoff Distance: The shortest distance from this building to the controlled perimeter fencing is 335 feet. The CCSD for this construction to the controlled perimeter is 86 feet. Thus the building is located much further than CCSD from the controlled perimeter.
B-1.1.6.1 New Buildings: The minimum standoff distance required for an inhabited building from parking and roadways within a Controlled Perimeter is 13-feet (UFC 4-010-01 Table B-1). The standoff distance from the inhabited portion of the building to parking and roadways will be greater than 13-feet.
B-1.1.6.2 Existing Buildings: None. This building is a new building.
B-1.1.7 Adjacent Underground Parking: No underground parking exists at this facility.
B-1.1.8 Parking of Emergency, Command, and Operations Support Vehicles: The minimum standoff distance required for an inhabited building from parking and roadways within a Controlled Perimeter is 13-feet (UFC 4-010-01 Table B-1). The standoff distance from the inhabited portion of the building to parking and roadways will be greater than 13-feet.
B-1.1.9 Parking of Vehicles Undergoing Maintenance: Vehicle maintenance is the primary function of this building.
B-1.1.10 Parking of Mobile Ground Tactical Platforms: Operational requirements do not require parking for mobile ground tactical platforms.
