SEC 00110 In Areas of Consideration (Task order value); instruction in sections 00110 states that we must show experience in highest level within the scale we choose. If we choose $200 - $2mil level, do you require a project that cost over $2mil to show experience in highest level or could it be little less than $2mil?
Your past performance and technical should reflect the magnitude of construction scale you are choosing. If the majority of your projects are greater than 200,000 and slightly below 2 mil than yes you would qualify for that scale; however, if your projects are just at the 200,000 range you may want to select a lower scale. Or choose the escalating range option.

003 EXHIBIT C In Exhibit C1, there is a deadline date of 2/25/13writen in the letter. Should we ignore that and replace it with 1/10/13? This a Typo and will be change to new proposal cutoff date of 24 January

2) Section 001100, Part 2.2.2.1 state, “As a minimum, provide the name(s) of subcontractors to be utilized in the following areas: Electrical, Mechanical, Roofing, Horizontal disciplines, Civil Site Work.” As this contract is an IDIQ MATOC, with up to five (5) years but a minimum of two (2) years duration, asking Offeror’s to name subcontractors for the next two or five years is limiting the competition. Prime contractors should be awarding sub-contracts to firms who provide the Best Value to the project, determined on price and qualifications, and based on the specific task order issued. By asking Offeror’s to identify subcontractors to be utilized over the next two (2), or up to five (5) years, is highly restrictive. We respectfully request the Government eliminate this request/requirement.
This requirement will not be eliminated because listing subcontractors you intend to use makes your technical capabilities more valid. Many RFP at the task order level, unlike individual construction projects, will not ask for your list of subs because it has already been established with your basic MATOC contract. Also, the list of subcontractors you provide does not bind them to the basic award for the entirety of the contract. You have the liberty to change your subs as long as you notify the contracting office whenever this is to be done
01/03/12
014 1) The government is asking for subcontractor information for five (5) disciplines, with up to three (3) subcontractors for each discipline. With nine (9) counties to perform work in, that amounts to up to 135 subcontractors (5 disciplines X 3 subcontractors per discipline X 9 locations/counties = 135 subcontractors). Furthermore, the government is asking for three (3) references for each subcontractor, which equals 405 references (135 subcontractors X 3 references per subcontractor = 405 references). This is a highly extensive request to ask of small business Offeror’s; especially those who can qualify on their own merit and project experience. Additionally, it seems highly unlikely the Government is intending to review and evaluate 135 subcontractors and 405 references for each offeror. Furthermore, it limits the subcontractors the Primes can choose during the duration of this contract (up to five years).
We would respectively request the Government eliminate this requirement all together, or at a minimum, accept only one set of subcontractors for each discipline to cover all counties
I think you may have misinterpreted the solicitation. Please reference the response to the RFI listed above.

015 12/27/12 Ron Talbot Company Name:
Direct Project, Inc.
ron@directprojectinc.com exhibit D Exhibit D states “1B: This contract requires short notice site visits/proposal meetings, normally within 2 calendar days, but can be as short as KO insert applicable number of minutes...be sure it matches Section 0800 SC 4.2.1 times. normally not less than 120 minutes. (Note you must use time and not miles-miles too restrictive) (Consider reporting to insert main location (required) and insert any optional location(s) or delete, if you chose that location).
Give details on how will you ensure compliance with these requirements?”
Is the government intending on providing the response times to the projects? Or shall we simply address our locality and ability to respond in Southern California to multiple concurrent task orders?
The response time can be as short as 180 minutes. You should select areas that you have the ability to respond to in this time.
01/03/12
016 When selecting the dollar value of task orders we wish to be considered for, will the government place us in the right category if rated accordingly? For instance, if we select the $2-5M Category, but the government feels we are better suited for the $200-5-M category, will the government place us in the appropriate category?
We would like to confirm that our offers will not be rejected for selecting such categories.
We will not change your selection. You should choose the category that you can show you are capable of doing based off your technical and past performance. If your technical and past performance history does not show you can accomplish projects up to the magnitude that you are requesting than your proposal may be considered weak. see section 00110 2 1 3

exhibit d sec 3B and 3C
Although we have subcontractors which we use repeatedly due to their expertise, cost effectiveness or location we do not see an advantage to us or the government of proposing to use them exclusively, or teaming with these subcontractors. Due to the wide variety of tasks and numerous geographic areas we can envision inviting multiple subs to submit proposals and matching the right sub for the right job.
The question is: will we receive a lower rating If we chose not to list specific subcontractors or likewise will we receive a higher rating if we do so?
Exhibit D: You will need to have a complete proposal and list subcontractors you will use and yes if you do not provide this answer than it may reflect negatively on your proposal. See the response for RFI 13.
