About this file

This file is a Question and Answer document addressing clarifications to the INIC Audio-Visual System procurement (W912L9-26-Q-9003), a Request for Quotations (RFQ) issued by the Department of the Army National Guard for a turnkey AV system at the Indiana Intelligence Center.

The Q&A document clarifies critical system specifications and configuration details. The AV Matrix switcher requires 8 inputs and 8 outputs (main display, 2 confidence monitors, 2 podiums, 3 VTC screen sharing outputs). Input locations are distributed as follows: 4 in two podiums, 3 in equipment rack for VTC, and 1 for future expansion. Only the two podiums require USB connections to support MS Teams functionality. The controller must display 4 concurrent content sources simultaneously with at least 6 different windowing layout configurations. The facility is 50' x 22' with a 26' x 7' display on the long wall, drop ceiling with 2'x4' tiles, and primarily drywall construction with metal studs and sound dampening insulation. The equipment rack will be installed in a closet approximately 35' away with cable runs of 50-60 feet. The system must support power management and content isolation for NIPR, SIPR, and JWICS classification levels, with separate outputs required for classification-specific applications (MS Teams and VTC on NIPR and SIPR; standards-based VTC on Unclassified, Secret, and Top Secret). A TAA-compliant dual-lens PTZ camera is required for MS Teams integration without Wi-Fi/RF connectivity. Existing equipment including an 18-screen video wall, 2 confidence monitors, and a 42U VTC rack will be removed by the Government. Installation technicians do not require security clearances, with testing conducted on unclassified hardware. Ongoing maintenance and support services are priced as optional add-ons available in 1-year increments up to 5 years. The response deadline is June 29, 2026, with a firm-fixed-price contract award anticipated. A site visit is scheduled for June 15, 2026.

Video Wall Q&A

1. The purchase description details that the AV Matrix switcher solution must be configured for a minimum of 8 inputs, but only states “multiple outputs”. How many outputs need to be supported specifically to ensure the proper number are supported by the system?

Answer: 8, assuming the outputs would be: main display, 2 confidence monitors, 2 podiums, 3 VTC screen sharing

2. Where are the 8 content inputs to be located? (i.e. wall plates, podiums, in the equipment rack) Answer: 4 in two podiums; 3 in rack for VTC; 1 for future expansion (extra Podium workstation)

3. Do the content source inputs need to have USB connections with them to allow for use of the video and audio system in the room with user PCs for MS Teams support and If USB is required, at how many of the content source locations?

Answer: Only 2 will require USB connections to support MS Teams. There are two podiums, one on either side of the video wall, each will require a USB input.

4. The Video Wall Controller is stated to have to support multiple windowing layouts. How many simultaneous content sources need to be able to be displayed on the video wall at one time and how many different layouts is the Government wishing to have? (i.e. 2, 4, 8 content sources in different windowed layouts) Answer: 4 concurrent sources would be desired, and at least 6 configurations

5. Is there a room layout with dimensions or pictures of the space that can be provided so the vendors understand the environment better to determine level of effort?

Answer: The room is: 50’x 22’ with the screen on the long wall. There is a drop ceiling at 10’. The screen is approx 26’x7’. The primary audience is ~8-10 ft from the screen.

6. What are the wall materials throughout the space? (i.e. drywall, concrete block, other) Answer: the primary screen mounting wall is standard drywall on ¾” plywood sheets, attached to metal studs. All other walls are standard drywall attached to metal stud. All walls have sound dampening insulation.

7. What is the ceiling material? (i.e. 2x2 drop tile, hard ceiling, other) Answer: drop ceiling with 2’x4’ tiles, hard ceiling is approx. 24” above drop ceiling.

8. What are the minimum specifications the three detailed workstations must have (i.e. processor, storage, operating system) or will these be provided by the Government?

Answer: These systems will be government furnished

9. Where are the 3 Workstations going to be installed? (i.e. equipment rack, throughout the room) and what are the capture cards going to be used for? (i.e. third party streaming system, other content sources) Answer: The systems will be installed in the two podiums in the room, the capture cards will be used for other content.

10. Do outputs need to be provided to feed the three workstation capture cards?

Answer: Yes, assuming that the outputs would support Teams integration

11. Where is the new equipment rack going to be installed? (i.e. in the room, in an adjacent room, other location) and how far will cable runs be to reach the equipment rack?

Answer: It will be installed in a closet across the hall from the primary room, approx. 35’ from the primary display. Cable runs will be approximately 50-60’

12. The Purchase description states that there must be power management for NIPR, SIPR, JWICS security levels. Do separate content inputs at each classification level need to be provided, or will all 8 inputs always be used and available at each classification level?

Answer: Inputs do not need separate classification level, Outputs (such as screen sharing through a VTC) would require classification separation.

13. Is a standards based VTC capability required as there are no details about a VTC codec being provided? If yes, what classifications need to support standards based VTC functionality?

Answer: Yes, there will be Unclassified, Secret, and Top Secret VTC inputs

14. Is MS Teams functionality required to be supported? If yes, at what classifications, only NIPR, or NIPR and SIPR?

Answer: Yes, Both NIPR and SIPR.

15. The purchase description states that the “Dual-Lens PTZ” camera must he able to support both audience and presenter views. Is there a specific “dual-lens” camera the Government has in mind, or can this be a standard PTZ camera mounted on the side of the Operations center that can pan to capture either a presenter or the audience?

Answer: The Camera would be used to support MS teams integration. We do not have a specific make/model in mind just that it supports MS teams, no Wi-Fi/RF, and TAA compliant. The VTCs currently used already have dedicated Camera systems.

16. There are no power control units requested in the documentation to provide power separation or control during classification changes. Should these be provided?

Answer: No, current codecs and systems are required to always be on to ensure compliance. Any power control would be to turn the A/V equipment on/off, but keep government provided devices on.

17. Do source and audio isolators need to be provided to isolate specific content sources or audio systems between different classifications? If yes, how many sources or devices must be isolated?

Answer: Yes, classifications should be isolated from the classifications higher than it. (Unclass isolated from secret and Top secret)

18. Can a complete list of all existing equipment that must be removed and provided back to the Government for disposal be provided to understand the Level-of-Effort for the removal?

Answer: Yes, the existing video wall (18x 60” screens), confidence monitors (2 x 47” screens), and VTC rack (42U). Government will have pallets on site for placement prior to government disposal.

19. Are security clearances required to be held by installation technicians to complete the project? If yes, will a DD254 be provided to make the clearances a hard requirement for the installation?

Answer: No, it is not required. All testing of functionality will be completed on hardware that is exact in functionality but unclassified.

20. Are on-going maintenance and support services to be priced with the initial system installation services? If so, for how many years, and what is the SLA for response times both remote and on-site?

Answer: All on-going maintenance and support services, will be listed as an additional options that can be funded in 1 year increments up to 5 years .
