About this file
This is an Evaluation Criteria and Basis for Award document for a Request for Quotations (RFQ) for the Indiana Intelligence Center (INIC) Audio-Visual System Upgrade. The Government intends to award a single firm-fixed-price contract to the responsible quoter offering the best value, with the option to select a higher-priced quote if it provides superior technical advantages or lower risk. The evaluation process consists of two primary factors: Technical Capability and Price. For technical acceptability, all proposed equipment must meet or exceed minimum salient characteristics specified in the Schedule of Supplies/Services, all network-connected AV control hardware must be JITC-certified, all delivered end-products must be TAA-compliant, and the quoter must demonstrate ability to meet a 90-day period of performance for turnkey installation. Quotes that fail to meet these minimum requirements will be deemed unacceptable and removed from consideration. For the Price factor, the Government will evaluate the total firm-fixed-price for CLIN 0001, which must include all hardware, software, materials, shipping, and incidental labor required for the complete turnkey system.
The evaluation methodology employs a streamlined process whereby quotes are first assessed for technical acceptability against minimum standards, then evaluated on price, with potential tradeoffs made between price and technical factors to determine the greatest overall benefit to the Government. The Government reserves the right to verify quote information with external sources such as manufacturer databases and retains the right to cancel the solicitation or make no award if deemed in its best interest. Related contract details indicate the solicitation number is W912L9-26-Q-9003, this is a Total Small Business Set-Aside opportunity, the response deadline is June 29, 2026 at 5:00 PM EDT, and the place of performance is the Indiana Intelligence Center (INIC) in Indianapolis, Indiana.

Evaluation Criteria and Basis for Award
Subject: Indiana Intelligence Center (INIC) Audio-Visual (AV) System Upgrade
1. Basis for Award The Government intends to award a single Firm-Fixed-Price (FFP) contract resulting from this Request for Quotations (RFQ). Award shall be made to the responsible quoter whose quote represents the Best Value to the Government.
While the Government will primarily evaluate quotes to ensure they meet the minimum technical requirements, the Government reserves the right to award to other than the lowest-priced quoter if a higher-priced quote offers technical advantages or lower risk that justify the price premium.
The Government is not obligated to make an award as a result of this RFQ and reserves the right to cancel this solicitation or make no award if it is in the Government's best interest.
2. Evaluation Factors Quotes will be evaluated based on two (2) factors: Technical Capability and Price.
Factor 1: Technical Capability The Government will evaluate the technical quote to determine if the proposed AV system meets or exceeds the requirements of the RFQ. To be considered technically acceptable, the quote must clearly demonstrate:
Specifications: All proposed equipment meets or exceeds the minimum salient characteristics listed in the Schedule of Supplies/Services.
Compliance: Explicit confirmation that all network-connected AV control hardware is JITC-certified, and all delivered end-products are TAA-compliant.
Schedule: Ability to meet the 90-day period of performance for the turnkey installation.
Note: Quotes that fail to meet these minimum requirements (e.g., proposing non-JITC or non-TAA compliant equipment) will be deemed unacceptable and removed from consideration.
Factor 2: Price The Government will evaluate the quoter’s total Firm-Fixed-Price for CLIN 0001 to determine if the price is fair, reasonable, and balanced. The price must include all hardware, software, materials, shipping, and incidental labor required for the complete turnkey system.
3. Evaluation Process & Tradeoff The Government will use a streamlined evaluation process. Quotes will first be evaluated to ensure they meet the minimum acceptable technical standards, and then evaluated for price, as described above.
Trade-offs may be made between price and the non-price factors listed above to select the offer that provides the greatest overall benefit to the government.
4. Reservation of Rights By submitting a quote, the quoter acknowledges that this RFQ does not commit the Government to award a contract or pay any costs incurred in quote preparation. The Government reserves the right to verify any information provided in a quote with external sources (e.g., manufacturer databases).
