B1. CLAUSES AND PROVISIONS
1.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
1.2. Clauses and provisions in this document will be numbered in sequence, but will not necessarily appear in consecutive order.
1.3. Sections K, L, and M will be physically removed in the award document, but will be deemed to be incorporated, by reference.
B2. GENERAL PROVISIONS
2.1. Contract Line Item Number (CLIN) structure will be in the contract award documents.
This is an Indefinite-Delivery/Indefinite Quantity (ID/IQ) service contract utilizing Firm-Fixed- Price (FFP) Services and Cost-Reimburseable CLINS for Travel in accordance with Federal Acquisition Regulation (FAR) Part 16.
2.2. Only the Contracting Officer has the authority to modify the terms and conditions of this contract.
2.3. Any services to be furnished under this contract will be ordered by issuance of Task Orders by the individuals or activities designated in this contract. Pursuant to Section 843 of the National Defense Authorization Act for Fiscal Year 2004 (PL 108-136) such orders may be issued from date of contract award until the last day of the basic contract period and any options exercised provided the performance period of the Task Order does not exceed the end of the fifth year of the contract. The Government reserves the right to modify this clause to incorporate future statutory changes.
2.4. The Government reserves the right to issue additional solicitations and award additional contracts within the activities covered by this contract. This is not a Requirements Contract.
B3. CONTRACT CEILING AND MINIMUM ORDERS
3.1 Contract Award: As a result of this solicitation utilizing the evaluation procedures defined in FAR 15.3, Source Selection and detailed in Section M, the Government intends to award a single IDIQ contract.
3.2. The primary NAICS codes for this solicitation is 611699 – All Other Miscellaneous Schools and Instruction. The size standard for this NAICS code is $11M. (100% set-aside for Service-Disabled Veteran-Owned Small Business Concerns.)
3.3. The resulting contract will include a base period, not to exceed one year and four one-year option periods. Contract Ceiling: The maximum value of the contract will not exceed $100 M, (Base Year and all Options). This contract ceiling is the Government's most optimistic scenario with respect to monetary appropriations, future requirements, and work currently being accomplished. In the event that the $100M capacity is exhausted prior to the end of the contract term, it is possible that additional (within scope) capacity may be added in order to facilitate resolicitation of the requirement.
3.4. Contract Minimum: The minimum guaranteed order for the contract is one or more Task
Orders valued at $100,000.00 for the life of the contract. In the event a Task Order is not issued within 30 days of contract award, payment may be made at the end of the basic period by issuing an order for $100,000.00 and will be paid only if the Contractor is not awarded a Task Order in the basic year of the contract. The Government guarantees this amount over the life of the contract. No separate guarantee exists for each option year.
B4. LABOR CLASSIFICATIONS
4.1. The Government will issue performance-based Task Orders to the Contractor for individual tasks or projects. Performance requirements for individual Task Orders are developed at the installation where work is to be performed. Each individual Task Order will specify the task, location, service to be provided, performance measurements, the Schedule labor classification the Government has determined applies and if applicable, the Service Contract Act (SCA) Wage determination for Non-Exempt classifications. The Contractor shall provide all necessary labor, supervision, materials and management to accomplish the requirements of the Task Order.
4.2. The Schedule rates (fixed price or SCA rate times the coefficient) plus SCA Health & Welfare) will be used to price individual Task Orders. When the Task Order indicates a “job title” not contained in the contract, the Government will provide the Contractor with the contract classification equivalent to the Task Order job title. In the event the Contractor does not agree with the Government’s assignment, the issue will be resolved by the Contracting Officer placing the Task Order. If agreement cannot be reached, then the issue will be forwarded to the PCO for reconciliation.
4.3. Actual DOL Wage Determinations will be issued at the Task Order level as applicable to the areas where services are required.
4.4. DOL’s Labor Standards for Federal Service Contracts, 29 CFR, Part 4, applies to this contract. The Contractor, regardless of the rate proposed for billing and payment purposes, is required by the DOL to pay non-exempt employees at least the applicable wage determination rate for the specific area(s), if a specific determination(s) exists.
4.5. In the event the Contractor is unable to fulfill requirements in a timely manner, the Government reserves the right to obtain services from another source. A pattern of continued inability to fulfill requirements may constitute the basis for considering remedies under Termination clauses or for not exercising an option period. This is not a requirements contract and the Government reserves the right to obtain services from other sources.
B5. PLACE OF PERFORMANCE
5.1. The need for All Other Miscellaneous Schools and Instruction is primarily required at
Camp Atterbury and the Muscatatuck Urban Training Center. However some services may be required in other locations throughout the United States and North America. The Contractor is expected to normally perform work under this contract in various customer agency locations, as well as non-government facilities when applicable. The place of performance will be specified in the individual Task Orders.
5.2. Requirements for the contracts include work in Government facilities, off-site locations and telecommuting, which will be specified in each Task Order.
5.3. In some instances, the Contractor will be required to travel OCONUS locations for short periods of time. These could include Iraq, Afghanistan, and other locations where Overseas Contingency Operations occur.
B6. OTHER DIRECT CHARGES
6.1 As indicated in Section C, the Contractor may be required to obtain supplies, equipment, travel or services related to the performance of the task. Only supplies, equipment, travel or services specifically authorized by the Task Order will be reimbursed.
6.1.1. The Government will pay only the actual amount (net-net) paid by the vendor for supplies, equipment, or services related to the performance of the task.
Unless otherwise stated in the Task Order, no G&A or profit will be paid on these actual costs.
6.1.2. Travel costs will be reimbursed utilizing the Joint Travel Regulations as applicable from FAR 31.205-46 for locality per diem rates. The travel costs will be reimbursed to include previously negotiated handling rates. No G&A or profit will be paid on these actual costs, however a set administrative handling fee, if proposed, is allowable.
B7. PROMOTIONAL PRICING
7.1. The Contractor is permitted to offer “promotional” terms when specific Task Order conditions and/or volume offer sufficient business potential to warrant special discount prices to the Government. Contractors may either offer promotional pricing in response to a Task Order request or in a written proposal at any time it is advantageous to the Government.

PERFORMANCE WORK STATEMENT
Whole of Government Training Support Services and Deployment Program
(WGTSSDP)
C.1. Introduction.
WGTSSDP is a master, indefinite delivery-indefinite quantity (ID/IQ), task order driven, training and operations contract. The contract shall be structured for maximum flexibility in providing for an expedited ordering process in order to satisfy rapidly developing / expeditionary training and deployment needs throughout the Whole of Government, to include: Department of Defense (DoD), Joint, Intra-Governmental, Inter-Agency, and Multi-National (JIIM), and our State and Local community. Specific regulations, directives, standard operating procedures (SOPs), etc.
will be identified at the Task Order (TO) level.
The Performance Work Statement (PWS) conveys the basic performance requirements, standards, and assessment measures that will apply to all issued WGTSSDP Task Orders (TOs).
The general basis for performance standards provided in this PWS will reflect one or more of the following measures for the work to be done:
• Quantity (how much or how often must the service be performed)
• Quality (the required acceptable level of service)
• Timeliness (the time-frame/period of time for submission/performance).
The performance standards described in this PWS provide the general basis for measuring the performance of each requirement associated with the standard. Within the context and scope of the WGTSSDP PWS, it is the responsibility of the TO PWS to resolve and clarify the requirements and performance standards gained from the WGTSSDP PWS. The TO PWS will specify any standards for a given subtask where the WGTSSDP PWS does not specify performance standards.
C.2. Background
Pre-existing programs employed to prepare civilian and military personnel for deployment were focused on minimal preparation requirements (administrative, equipment issue, etc.), extremely short in duration (in some cases as few as 3 days) and were often subordinated to Senior Military Commander’s training objectives/requirements. National leadership identified the need to provide deploying civilians and their military counterparts a comprehensive, full-immersion preparation experience that was tailored to a specific integrated set of civilian and military requirements. Ergo, the need was recognized for greater interaction and coordination between uniformed and civilian personnel and their associated missions. To support the President’s Overseas Contingency Operations strategy, to institutionalize lessons learned from over a decade of conflict, and to ensure the overall workforce has been introduced to working in a deployed environment emphasizing full-immersion - theater specific training programs to prepare government personnel to operate as part of the DoD Civilian Expeditionary Workforce.
Department of Defense Directive (DoDD) 1404.10, published on January 23, 2009, established to integrate civilian resources into the total workforce, focusing on contingencies, forward deployment, and emergency response.
C.3 Scope The Whole of Government Training Support Services and Deployment Program spans all Overseas Contingency Operations, Overseas Support Operations, and Domestic Support Operations. It covers the various dimensions of training and support across five key environments:
• Relevant/current situational training for both the civilian and military member, with Reach-back and/or Reach-forward capabilities while deployed.
• Pre- Deployment / Deployment, Redeployment / Reintegration and Sustainment Support.
• Training Support [administrative, medical, logistical, IT, and Equipment Procurement]
• Rapid Emerging Technology Support [Prototyping, Testing, Simulation, Evaluation].
• Asymmetric / Irregular Threat Support.
The breadth of training and support may range from individual civilian/military personnel and supervisors to their families, their agencies, and other supporting entities. Depth of training may range from introductory to intermediate and advanced. The training and support environment may range from informal to formal and include classroom instruction, on-line instruction, practical exercise, and full-immersion collective training. Continual training support assessment and analysis is considered integral to successful implementation. Location of training may be directed by the Government, unless otherwise specified in the individual task order. Location is dependent upon requirements and resources needed and may be on a military base, a government owned or contracted facility or a non-governmental facility and may be CONUS or OCONUS.
The primary locations for training will be the Camp Atterbury and Muscatatuck Urban Training Center, both Indiana Army National Guard training sites.
The Government intends for this IDIQ to cover the following five primary and three supporting task areas listed below across the five key environments listed above:
Primary Task Areas
• Task 1: Design/Build Curricula/Courses/Programs
• Task 2: Deliver/Execute Curricula/Courses/Programs
• Task 3: Assess/Analyze/Evaluate Curricula/Courses/Programs
• Task 4: Modify Curricula/Courses/Programs
• Task 5: Deployment/Redeployment Planning/Operations/Management Supporting Task Areas
• Task 6: Program Management Process
• Task 7: Organizational Support
• Task 8: Task Order Management
The Government may issue a TO for an aggregate of tasks across all five Primary Task Areas (as in the case of a new course/program), of partial Task Areas (as in Task Area 2 through Task Area 4 for a repeated course) or as a single Task Area (as in Task Area 5 to deploy personnel or Task Area 4 to modify an existing course/program). Supporting tasks are inherent to each TO.
All tasks and subtasks are to be conducted IAW the provisions of the individual task order.
In accordance with Government guidance and Task Order provisions, Contractor shall fulfill requirements across five primary and three supporting Task Areas of work. Contractor shall provide necessary development, management, and execution tasks necessary to meet the needs as outlined in the task orders. If advantageous to the Government, Government may elect to provide, supplement, augment or replace components of support as the program develops over various task orders.
C.3.1. PRIMARY TASK AREA 1: DESIGN/BUILD
CURRICULA/COURSES/PROGRAMS.
Contractor shall create and develop Whole of Government training and deployment programs.
This task includes the subtasks provided below.
Background - Comprehensive and integrated programs for training the Whole of Government are often fractured, not mature, and lack holistic integration. Analyzing existing training and development programs focused on aspects of the Whole of Government will provide a basis of reference and a developmental foundation that will bring efficiency and efficacy to the design and development of courses and programs.
Course/Program design means to collaborate with Government to identify program goals and create required learning objectives, training metrics, program components and other features necessary to meet course/program goals and objectives.
Course/Program build means to construct a deliverable training course or program that provides, coordinates, and integrates those resources and components necessary to successfully deliver individual and organizational education, training and deployment capabilities.
C.3.1.1 The Contractor shall survey, identify and analyze all existing programs such as those available through the United States Institute of Peace (USIP), Foreign Service Institute (FSI), National Defense University, Naval Post Graduate School, specialized providers and Government and non-Government subject matter experts, etc, that could contribute to effective WGTSSDPs. In this process, the contractor shall demonstrate that they have performed adequate research on previous related programs and shall identify how these programs can provide cost and technical efficiencies to new task order requirements.
C.3.1.2 Using Government provided intent, Contractor shall design a new course/program or re-design existing course/program and create and maintain training plans. Training programs could be provided in a variety of different methods to include the following: On-line distance learning, in-house residence training, best practices guides, presentations by specialized providers, Government and non-Government subject matter experts, and other methods.
C.3.1.3 Contractor shall build a complete course/program capable of being deployed and operable at remote sites as designated in task orders.
C.3.1.4 The Contractor shall create and/or provide training products (e.g., CD/DVDs, computer-based training, hand-outs, etc.) as required.
C.3.2 PRIMARY TASK AREA 2: DELIVER/EXECUTE
CURRICULA/COURSES/PROGRAMS
Contractor shall support the training requirements of the Government and successfully deliver and execute WGTSSDP training and deployment programs. This task includes the subtasks provided below.
Training Curricula/Course/Program Delivery is the process of arranging and coordinating administrative, management, logistical, training and all other support necessary to execute a course/program. It includes delivery of all aspects of training/program support, training documentation, and management of participant registration, SME scheduling, and delivery of all administrative/logistical support necessary to execute a training/program.
Training Curricula/Course/Program Execution is the process of providing a planned and coordinated program, course, curriculum, subject or routine of instruction in professional, technical, administrative, or other fields. It is specifically designed to improve individual and organizational performance; assist in achieving the agency's mission and performance goals; and to make personnel and organizations proficient with specialized instruction and practice. This is a process that melds human and materiel resources together in order to perform assigned strategic, operational, and tactical missions associated with Whole of Government programs.
Training/program execution consists of individual and collective training across initial entry orientation training, annual proficiency training, advanced technical and operational training, professional training and other programs associated with Whole of Government missions.
C.3.2.1 The Contractor shall assist the Government in the management of enrollment and processing of participants in WGTSSDPs
C.3.2.2 The Contractor shall provide all support personnel including subject matter experts, role players, and other support personnel necessary to conduct WGTSSDPs. It is the Contractor’s responsibility to provide highly trained and qualified support personnel. Additionally, the Contractor shall ensure that all contractor employees are properly vetted for required security requirements.
C.3.2.3 The Contractor shall provide transportation and logistical support for contractor employees and, where necessary, Government and non-Government subject matter experts, specialized providers, and students.
C.3.2.4 The Contractor shall coordinate with the Government to ensure there is adequate participation of military personnel and equipment in support of training outlined in this performance work statement.
C.3.2.5 The Contractor shall provide, conduct and evaluate individual and collective training IAW applicable WGTSSDP guidance. This subtask includes consideration and synchronization of associated military training where used to complement / integrate civilian training. The Contractor shall support leadership, professional, and situational training through vignettes, simulation training, judgment, staff training exercises, leader development programs, and professional development programs in all phases to include preparations, execution, and after action review (AAR) development. Aspects of the training function includes, the following:
training readiness; training to established pre-mobilization requirements and levels; the process, conduct of training operations and assurance of training to standards to meet Contingency Operations (CONOPS); the development and execution of plans, programs and efficacy of post-mobilization training; the provisioning and supervision of training and training support to accommodate prescribed pre-mobilization objectives; supporting implementation and training integration for military units (i.e. Provincial Reconstruction Teams); supporting management for training aids, devices, simulators, simulations (Training Aids, Devices, Simulators, and Simulations (TADSS)), training support center, visual information, ranges and training land, training ammunition, formal service schools; distance learning, and other programs. The standard for this subtask will be identified in subsequent task orders.
C.3.3 PRIMARY TASK AREA 3: ASSESS/ANALYZE/EVALUATE
CURRICULA/COURSES/PROGRAMS
Contractor shall provide continuous course/program assessment and review, and recommend changes to the Government.
Background The global environment in which personnel will be deployed is often chaotic, uncertain, and changing daily. Assess/Analyze/Review means to develop and implement a process of continual review and analysis of training/programs to ensure training/program relevancy and efficacy.
Feedback and analysis will generate recommendations for training and deployment program change. A continuous feedback process linking deployed personnel, SME support, and training/program development is necessary to provide support to deployed personnel as well as program development.
C.3.3.1 Contractor shall develop and operate a reach-back/reach-forward knowledge integration system linking deployed personnel with appropriate SMEs and WGTSSDP.
C.3.3.2 Contractor shall provide a comprehensive review that includes feedback from all appropriate sources to include students, subject matter experts, participants in each of the four primary task areas course/program phases and any other office or agency as designated by the Government. This task may require the Contractor to travel to OCONUS sites such as theatres of conflict, and support to observe effectiveness of training in contingency operations.
C.3.3.3 Contractor shall provide an in-depth analysis of feedback and all aspects of each course or program to include evaluation of individual and collective skills training including leadership development. Deliverables for this task could include, but not be limited to white papers, formal presentations, and informal presentations.
C.3.3.4 Contractor shall provide recommendations for improvement in WGTSSDPs terms of critical and essential change.
C.3.3.5 The Contractor shall support the analytic activities of the Government and support Knowledge Management/Integration requirements and capabilities
C.3.4 PRIMARY TASK AREA 4: MODIFY CURRICULA/COURSES/ PROGRAMS
Contractor shall create and support necessary changes to WGTSSDP training and deployment programs.
