48 4/14/2017 On the dumpsters: Are large receptacles basically large garbage cans? Are you calling for a total of 3 dumpsters, one at each site?

Correct, “large receptacles” requirement can be met by utilizing 55 gallon large trash cans.

We are anticipating the need for large dumpsters at each of the locations annotated within the PWS, the type with hinged doors on the top with a volume of approximately 4-6 cubic yards.

Correct, the restrooms/sinks/showers is only needed on SBR for the FOB

52 4/17/2017 Also wanting to verify that we, the contractor are not responsible for any of the badging , security etc?

That is correct, there will be a badging station for in processing for all personnel to be operating on the FOB site but that will be handled by the National Guard.

Security is also provided by the National Guard. Please refer to Task 8 (Additional Contractor Requirements) within the PWS.

53 4/17/2017 Lastly, as far as any prep to the ground, your engineers are doing this correct?

First part off work statement mentions contractor is responsible for sight prep.

All ground prep-work will be completed by the National Guard Engineers. Any additional prep with specific regard to the install of your equipment will fall on the contractor.

54 4/17/2017 I was wondering if the camp would be open for contractors to live on during the build time and during the Jamboree operations? Our tent and flooring crews would probably need access by mid-June and the caterer would want to have their staff living on the camp during the operation. I have a location for a contractor living area on the camp that wouldn’t impede upon your operations.

As long as all of the requirements are met within Para 8 of the PWS and prior coordination/screening is handled properly there should not be any issues with the builders being on site from Mid-June until assembly is complete. If a large amount of contractor personnel will be staying on site the 72 hrs may be pushed back to allow proper background screening by BSA security personnel.

Additionally, the caterer is able to stay on site as long as it is included in the site plan and there is no sharing of facilities between the contractor and government personnel.

55 4/18/2017 To what extend will the government do site prep?

Minimal. Sleeping areas must be level; the rest of the design must be as level as practicable based on the contractor’s negotiated design. It is understandable that the “upper” shelf of the property is at an angle and is cost prohibitive to level out the site.

56 4/18/2017 You didn’t have laundry services as part of the bid for the job; is there a need for this or have other arrangements been made?

Correct, laundry services are not included in this contract and there will be a separate contract for the laundry services which will be posted in the near future.

57 4/15/2017 Can you please clarify the ice and refer container portion?

The cubed ice will all be delivered and stored at the Summersville Armory within the 2 storage containers identified in para 3.2.3 in the PWS. The Blocks of ice will be delivered and stored at the BC Victory site in that storage container identified in para 3.2.4 in the PWS.

58 4/15/2017 As for pricing fuel can this be done on a per gallon price? This will allow for better comparison and military will only pay for what is delivered.

Fuel cost will be a responsibility of the contractor and be included in the overall proposed price.

Reference “General Information” paragraph within the PWS.

59 4/15/2017 Will the apparent winner be notified early prior to official award?

The official awardee will be notified as soon as practicable upon review of all proposals.

60 4/15/2017 Is there specific CLIN Structure that is to be filled out?

Please base the proposed cost information on the WBS tasks within the PWS.

61 4/19/2017 Contract states “only total number of meals consumed by soldiers will be paid for by the unit”? Confirmation that total requested meals will not be compensated for, only the actual served totals.

This is correct, as required by AR 30-22 para. 3-44. This will likely require a counter/sign-in sheet to be provided at each of the DFAC’s to ensure these numbers are accurate.

62 4/19/2017 Contract requests “Shelf-Stable” meals for box lunches but also mentions “Fresh Meal Kits”? Request example of what is expected and or confirmation that a fresh cold cut sandwich style meal is acceptable.

The intent of this requirement is to provide a “MRE”-style, or “Jimmy- Dean”-style meal or “bag lunch”.

Fresh Cold Cut Sandwich Style will suffice but ensure that the collective caloric amounts (appx

1,000 calories) will be equivalent to the suggestions servings provided within the 21 day field menu provided as an attachment within the FBO notice.

Additionally, please keep in mind the requirements within para 2.1.2., 2.2.2., and 2.3.2. of the

PWS.

63 4/19/2017 Can the government provide more clarity on when the setup can begin, aside from Task 8 guidance?

NG Engineers are planned to be on site doing prep work the last 2 weeks of May. The contractor who is ultimately awarded the contract can visit the site as much as desired during that time, but will only be able to begin their site work when the engineering work is completed. We are anticipating the contractor to begin assembly of the base camp early in June.

64 4/19/2017 Is the government going to pay based on the meals ordered 72 hours in advance or the meals consumed by the soldiers?

Pay will be based on the meals consumed which should directly align with that number provided 72 hours in advance. See question number 61 above for additional info on this topic.
