About this file

This document is an Amendment 1 to the Performance Work Statement (PWS) for Combined Support Maintenance Shop (CSMS) air compressor services. The PWS outlines the requirements for the contractor to perform bi-annual preventative maintenance on 9 air compressors and air dryers at the CSMS facility in Smyrna, Tennessee. The period of performance is a 1-year base period with four 1-year option periods. The contractor shall provide all necessary parts, materials, and labor to complete the required services, which include inspections, filter changes, oil changes, and other maintenance tasks. The work must be completed within 6 months of the previous service. The government will provide the necessary workspace and utilities for the contractor. The contractor shall submit detailed activity reports within 14 days of each service visit.

The related federal contract opportunity is a Request for Proposal (RFP) for the air compressor maintenance services at the CSMS. This is a total small business set-aside using NAICS code 811310. The government will evaluate proposals on a Lowest Price Technically Acceptable basis, considering the offeror's technical approach, past performance, and price. The contract will be a firm-fixed-price with a base year and four option years.

1.1 Background: The CSMS utilizes a multitude of high-speed machines and tools which require air compressors and air dryers to operate. These air compressors and air dryers require periodic preventative maintenance according to a pre-determined cycle throughout the year. CSMS intends to procure a preventative and corrective maintenance program to ensure the air compressors and air dryers maintain full functionality and identify potential issues with the equipment.

1.2 Period of Performance (PoP): The Period of Performance shall be one (1) base year with four (4) option years. Contractor shall commence performance prior to 30 September 2024.

1.3 Place and Performance of Services: Contractor shall perform at the following location:

Combined Support Maintenance Center (CSMS)

321 Weakley Ln. BLDG 200, Smyrna, TN 37167

1.3.1 The Contractor shall provide a list of employees who require access to these areas, including standard security clearance information for each person no later than three business days after the date of award. The workspace provided to the Contractor personnel shall be identified by the Awardee.

1.3.2 Access to CSMS is from 0600 to 1630 Tuesday through Friday, except Federal holidays. Normal work hours are from 0600 to 1630, Tuesday through Friday.

Contractor employees shall be under Government oversight at all times. Government oversight requires that a Government employee be present in the same building/facility whenever Contractor employee(s) are performing work under this contract. Contractor personnel are not allowed to access any Government buildings at CSMS outside the hours of 0600 to 1630 without the approval of the Contracting Officer (KO).

1.3.3 Early Dismissal and Closure of Government Facilities

When a Government facility is closed and/or early dismissal of Federal employees is directed due to severe weather, security threat, or a facility related problem that prevents personnel from working, onsite Contractor personnel regularly assigned to work at that facility should follow the same reporting and/or departure directions given to Government personnel. The Contractor shall not direct charge to the contract for time off, but shall follow its own company policies regarding leave. Non-essential Contractor personnel, who are not required to remain at or report to the facility, shall follow their parent company policy regarding whether they should go/stay home or report to another company facility. After an early dismissal and during periods of inclement weather, onsite Contractors should monitor radio and television announcements before departing for work to determine if the facility is closed or operating on a delayed arrival basis.

When Federal employees are excused from work due to a holiday or a special event (that is unrelated to severe weather, a security threat, or a facility related problem), on site Contractors will take leave in accordance with parent company policy. Those Contractors who take leave shall not direct charge the non-working hours to the contract. Contractors are responsible for predetermining and disclosing their charging practices for early dismissal, delayed openings, and closings in accordance with the FAR, applicable cost accounting standards, and company policy. Contractors shall follow their disclosed charging practices during the contract period of performance and shall not follow any verbal directions to the contrary. The KO will make the determination of cost allowability for time lost due to facility closure in accordance with FAR, applicable Cost Accounting Standards, and the Contractor's established accounting policy.

1.4 Telework: The Government does not permit the contractor to telework in support of this requirement. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.

1.4.1 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance. The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
