QUESTIONS AND ANSWERS

1. Confirming this is a non-union contract and the Wage Determination provided on page 103-112 is the current wage determination.

A. This is not a union contract. The Wage Determination is the current wage rate for the base period. A new wage rate shall be included in option acceptance modifications in the event it changes in the future.

1. What are the requirements for the technical? Are the following plans, components of the Technical: QC Plan, Safety Plan, Fire Prevention Evacuation Plan, Key Control Plan, Strike Contingency Plan, Cleaning Schedule, Sanitation Training Plan, Nutrition Training Plan and Government Property Plan? TE5 states that these plans are due after the award of the contract.

A. No, these are not necessarily a requirement of your technical proposal; these are required from the successful offeror after award.

1. Is the Technical Plan only composed of past performance information? Are they 2 different plans?

A. The technical proposal shall provide sufficient descriptive literature to clearly demonstrate the vendor understands of the statement of work and their ability to meet the Government’s requirement. The technical proposal shall provide a Management tree of the company and resumes (show ability of staff to supervise with the following tasks outlined: hiring, ordering, storing, preparing, serving and using the proper sanitation procedures required as per the terms and conditions of this solicitation.) The technical proposal shall also provide recent and relevant past performance.

The Technical proposal is not only composed of past performance; yes there should be two different plans.

1. Can we send the price and technical proposals electronically?

A. No

1. Resumes are required within the solicitation, please confirm if only key personnel resumes are required.

A. The Government only desires resumes of key personnel.

1. What is the current individual price for Menu A Breakfast, Lunch and Dinner?

A. The Government shall not disclose current contract prices.

1. What is the current individual price for Menu B Breakfast, Lunch and Dinner?

A. The Government shall not disclose current contract prices.

1. What is the current individual price for Menu C Breakfast, Lunch and Dinner?

A. The Government shall not disclose current contract prices.

1. What is the number of days the dining facility provided services (in operation) for 2010?

A. 356 Days

1. What is the number of days the dining facility provided services (in operation) for 2011?

A. 352 Days

1. What is the cut-off date for questions?

A. The cut-off date shall be Wednesday, February 1, at 4:30 PM.

1. In Section B (Supplies/Services) there are no quantities to price per meal for all CLNS. Please clarify what the quantity for each CLNS is to be priced.

A. There are no specific quantities because this is an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. There are stated minimum and maximum quantities in the solicitation; you need to provide one price for all meals within that range.

1. In the last option year it does not have a CLN for the Contractor Manpower Reporting. Confirming this reporting is not required for the last option year.

A. CLIN 60 is on page 66 of the solicitation.

1. Is there a minimum meal billing number we can charge the government for Menu B, Menu C, Menu D and Menu E?

A. The quantities for Menu B, Menu C, Menu D and Menu E are incidental to the contract, the Government may require these meals under the contract but there is no guaranteed minimum.

1. On page 66 of 115 you have ITEM NO 0060 – is this to be priced with the other Section B pricing items?

A. Yes

1. On page 66 of 115 you have minimum quantities mentioned for CLIN’s where Menu A is to be provided – does the 10,000 quantity represent the minimum monthly charge for which we will invoice the government? i.e., if the meal charge is $3.00 for CLIN 0001 we would, at a minimum, invoice the government $30,000 per year for this CLIN?

A. The minimum amounts are annual totals. The Government will order meals by issuing delivery orders throughout the year. In the event the Government failed to reach the minimum quantity, we would be liable for the difference of what we actually ordered and the minimum quantity.

1. On page 67 of 115 there seems to be a duplication of language from page 66 of 115 regarding minimum and maximum quantities – which of these statements is correct regarding minimum amounts to be charged as page 66 has some listed minimums/maximums and none are stated on page 67?

A. The totals on page 66 refer to minimum and maximum quantities for the entire contract; the totals on page 67 refer to minimum and maximum quantities for an individual delivery order. The Government has not guaranteed quantities for individual delivery orders.
