RFP Reference (Sect/Para/Page) QUESTION GOVERNMENT RESPONSE

3/4/2019 1 Please clarify line item number 9 in the SOW? Which utilites must be located by the contractor.

1. See new line item #9 in the SOW below.

The contractor is responsible for marking and locating all underground utilities. All base underground utilities are not covered by the Call OKIE service. The only utilities that Call OKIE service will mark is Natural gas and Cox communications. All other utilities to include base communications fiber optic lines, electric, sewer and water will be the contractor’s responsibility to mark.

Contractor must have all utilities marked in an area before a dig permit is issued. If a utility is damaged, the contractor will repair per current code specifications if it is shown on the base utility maps or it is the PIV circuit for the building.

3/4/2019 2 There was difficulty getting a vistors pass at the east gate at the time of the site visit. Is there any way to expedite the process.

Yes, please pre enroll in the DBIDS system.

3/4/2019 3 Your striping does not have handicap spots. Is this correct?

No, the spot to the south of the hatched area of the walkway shall be a handicapped spot. The spot shall have the handicapped symbol painted on the concrete and have a sign on the curb standard to a lot of our sinage on base designating other reserved spots.

3/5/2019 4 Does the sealed bid opening checklist need to be turned in with the bid?

The sealed bid opening checklist was provided as a tool to assist potential vendors with preparing their sealed bids. It is not to be turned in and should merely be thought of as a guide to assist in the process.

Pre-Bid RFI Log for 501 Parking Project

3/5/2019 5 The RFI log refers to a new #9 in the SOW, but it isn’t on the FBO website. Could you send it to me?

Yes, the SOW or Statement of Work is on the FBO website and is embedded in the solicitation Document 19- B-6002. The SOW begins on page 32 of the solicitation and ends on page 33. The #9 that is being replaced by RFI#1 is on page 33 of the solicitation, documnet 19-B- 6002.

3/5/2019 6

The specs are very confusing. The index is not accurate. There are more specs provided in the specifications document than are applicable to this project. Examples include 02210, Irwin Road undercrossing and 02356 dynamic pile testing.

Some, like 07901, joint sealants, probably should be included but aren’t, and some like 02140, dewatering, are unknown.

Could you kindly go through the specs and make them relevant to the project?

New specifications have been issued and should be posted shortly to FBO.

3/5/2019 7 The Sealed Bid Checklist references Bid Bonds but the official solicitation advises no bid Guarantee is required. Which one is correct?

The official solicitaiton is correct.

Due to the estimated dollar threshold no bid guarantee is required. The checklist is a general guide for government contracting personnel and when the bids are reviewed for this project the N/A box will be checked.
