Acknowledge receipt of Q&A #1-19 via email or with your response to the solicitation.
Q&A #1 - 8 available at https://sam.gov/opp/38a521be05454280a2b2502bbd6aac4b/view
Question 9. Must we provide metal drawstring eyelets? Must the metal drawstring eyelets be brass?
Answer: Requirement for drawstring eyelets to be metal is deleted. Metal or fabric reinforcement of eyelets is acceptable. See Attachment 01 Purchase Description Revision 2.
Question 10. What flexibility do we have, if any, regarding printing “BC” on inside rear neck? May we print “BC” on the front or reverse of a tag stitched onto the inside rear neck? What does “BC” mean?
Answer: BC means Brilliantly Creative. If “BC” cannot be printed or stitched directly on inside rear neck, it must be printed or stitched on left sleeve cuff. See Attachment 01 Purchase Description Revision 2.
Question 11. Is graphic design needed or will artwork be provided?
Answer: There are five locations on the sweatshirt where printing or embroidery is required. The QR code for the left sleeve shoulder is Attachment 02 on SAM.gov. The Delaware Army National Guard shield logo for the front left chest is Attachment 03 on SAM.gov. Attachments 02 and 03 are not actual size; they are for reference only. Delaware Army National Guard does not have artwork for the rear neck, right sleeve, and back of shirt lettering.
Question 12. Should we provide you a color swatch or an actual product sample?
Answer: We invite your attention to RFQ provision 52.212-1 Instructions to Offerors, beginning on page 7 of the RFQ, which states, among other things: “As a minimum, offers must show—a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.” A color swatch or product sample is not required but is not precluded. Government will return your samples upon request with your pre-paid return packaging material and shipping label.
Question 13. Is there a Berry Amendment requirement for the procurement of the apparel items?
Answer: There is not a Berry Amendment requirement for this procurement, because DFARS 225.7002-2(a) provides an exception for acquisitions not exceeding $150,000.
Question 14. Is this procurement subject to the Trade Agreement Act?
Answer: DFARS 225.401-70 End products subject to trade agreements, is applicable to this solicitation.
The end product is not in one of the listed groups at DFARS 225.401-70. Regardless, you should read the solicitation—including its referenced provisions and clauses—in its entirety.
