Delaware Army National Guard W912L5-24-Q-0008 Q&A #20-22

Acknowledge receipt of Q&A #1-22 via email or with your response to the solicitation.

Q&A #1 - 19 available at https://sam.gov/opp/c909df157450401e8f89c60126459821/view

Question 20. Would DTF (direct-to-film) printing be sufficient for the imprint on the hoodies?

Answer: This procurement requires screen printing or stitching/embroidery. Direct-to-film printing would not be a suitable technical solution. See Attachment 01 Purchase Description Rev 3.

Question 21. Would the full payment be made upon receipt, inspection, and approval of proofs?

Answer: FAR Clause 52.212-4, Contract Terms and Conditions—Commercial Items, states, among other things: “Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.” In other words, we will pay you upon receipt, inspection, and approval of each of the eight individual contract line items set forth in the solicitation and resulting contract. There is no separate line item for the three required proof items and hence no payment will be offered for the samples or proofs. FAR Clause 52.212-4 is incorporated by reference into the contract and is available at https://www.acquisition.gov/far/part-52#FAR_52_212_4

Question 22. When are quotes due and how soon is an award decision expected?

Answer: Quotes remain due 1:00 PM ET Monday 12 Feb 2024. We expect to award within a few business days after receipt of quotes.
