About this file

This document is a Questions and Answers file for Solicitation W912L226QA003, issued by the Army on 14 July 2026.

The solicitation seeks to establish new Blanket Purchase Agreements (BPAs) for catering services to support the Arizona Army National Guard from 1 September 2026 through 31 August 2031. This is a renewal of an existing requirement, as current BPAs are expiring. Established vendors must reapply. The government anticipates typical monthly spending of approximately $10,000 with headcounts ranging from 300 to 700 per month, with higher volumes during winter and summer periods. Individual calls against the BPA cannot exceed the Simplified Acquisition Threshold of $350,000, with no guaranteed minimum or specified maximum value per call order. Vendors must provide separate pricing for meal types (breakfast, lunch, dinner) and delivery fees by location, with no ability to renegotiate pricing if not awarded all locations. A 21-day menu will be provided by the government. Pricing for boxed meals must be included in initial quotes and cannot be invoiced separately. Vendors may use licensed mobile units supplementing commercial kitchens. Food transport must comply with a two-hour hot holding rule with reheating to 165°F, or three hours if internal temperature remains above 135°F. Beverage service should use Cambro containers when possible. Monthly invoicing is permitted based on quarterly call register rollups. Proposals are limited to 10 pages total, including all administrative pages. Vendors must submit 1-2 past performance references (government or commercial acceptable) and licenses/certifications in proposals, with local health department permits due within 10 days of award. The current BPA pool includes nine vendors, provided for market research purposes.

Solicitation #: W912L226QA003 Questions and Answers

14 July 2026

Question: If we are already an established vendor, do we need to reapply for this?

Answer: Yes, current blanket purchase agreements (BPAs) are due to expire in the coming months. The purpose of this solicitation is to establish new BPAs starting 1 Sep 2026 – 31 Aug 2031.

Question: Is this a new requirement or if it is based on an existing contract?

Answer: These will be new blanket purchase agreements (BPAs) based off an ongoing requirement with current agreements that are set to expire in the coming months.

Question: Can you provide the 21-day menu referenced in SOW?

Answer: Yes, 21-day menu can be provided.

Question: What is the Roll-Up for each location on each day/week/month?

Answer: the call register is rolled up and done on a quarterly basis, with a monthly breakdown.

Question: How many boxed meals will be needed per location, per service day?

Answer: Box meals are normally not requested. If boxed meals are requested, it would be annotated on the call register. Headcount will vary based on units requesting meals.

Question: If boxed meals are unknown, can we invoice for cost related to boxed meals outside the BPA?

Answer: No, this is not authorized. This price must be provided in your quote and will be the agreed upon amount on the blanket purchase agreement and used anytime boxed lunches are requested by the customer.

Question: When will we know about dietary needs/restrictions?

Answer: The unit making the request will provide that information. Once a vendor has been identified to support a specific unit, the vendor will contact the unit Supply Sergeant, who will then communicate any dietary needs or restrictions related to vegetarian and non-pork entrée options.

Question: Please clarify the statement, “Two per soldier for breakfast and one per soldier for lunch and dinner” under 4.1.1.

Answer: This refers to the number of beverage choices that should be available to the Soldiers during the serving period

Question: Can beverages be served in community containers like gallons or cooler/Cambro/marmite?

Answer: Prefer the Cambro containers. Can or bottles items can go into a cooler

Question: If we are not awarded all locations as we can serve, can we renegotiate the pricing as we based it off the entire BPA Prime and Sole Contractor to fulfill the entire need?

Answer: Renegotiations are not authorized. If an agreement is reached with a vendor that vendor will be placed in a rotation for each location they stated they’re able to cover. Ensure within your quote your price for each type of meal is set regardless of location and that your delivery fees are set for each location you stated you can serve.

Question: Can we use some of our licensed/inspected mobile units for some of the locations outside our commercial kitchens?

Answer: Yes, the item cannot function as standalone commercial kitchens for all food service needs.

Question: Due to different locations, can you clarify the maximum transport time?

Answer: Practical hot holding rule is two-hour rule and reheat to 165°F (74°C). Three hours is safe if vendor can keep internal temp above 135°F.

Question: Can we incorporate the delivery fees in Sec 11.2 into the meal price if we want to do that?

Answer: No, the meal price and delivery fees will need to be separated.

Question: We assume Stafford is meant to read “SAFFORD”?

Answer: Correct that would be Safford, AZ

Question: Can we invoice weekly or monthly?

Answer: The vendor can invoice monthly. Since the Call register are done on a quarterly basis. The vendor can invoice for the services they perform for that month at the end of the month.

Question: What is the anticipated annual contract value, estimated budget per event, or expected service volume (such as the estimated number of events and average attendance)?

Answer: Each event will be different and based on headcount. And the price the vendor asked based on meal type (breakfast, lunch, dinner). For example, Prescott we have 110 customers and you charge $14 for lunch you make $1,540. Then add the travel fee for the day $150.so your total for that one day is $1,690.00 for lunch.

Question: Could you please clarify whether there are any estimated order volumes, typical headcounts, or expected order frequency by location/region for the five-year BPA period?

Answer: Our typical monthly estimate would be about $10,000; Headcount could range between 300 and 700 a month. Our typical high-volume periods are the winter and summer months.

Question: The solicitation notes that offerors must submit a minimum of 1 and a maximum of 2 past performance references. If an offeror is bidding as a Prime Contractor under a teaming agreement/subcontractor mechanism, will the Government accept and evaluate the designated subcontractor/teaming partner's past performance references to satisfy the scope requirements? Additionally, will the Government accept both commercial and government past performance references?

Answer: Yes, to all.

Question: Part I of the technical proposal instructions states that offerors must include "Proof of all licenses and certifications as required by Section 4.2 of the SOW".

However, the Deliverables Table in Section 5.0 of the SOW lists "Proof of licenses" (Deliverable 005) and "Copies of permits from local health departments" (Deliverable 008) as being due "NLT 10 days after award". Could the Government clarify if full copies of licensing and permitting documents must be submitted within the proposal itself, or if this is strictly a post-award requirement?

Answer: The dual requirement stipulates that vendors must include licenses and certifications as part of their proposal submission. While proof pertaining to the local health department is not included in the proposal itself, it is deemed a post-award requirement that must be independently submitted to the contracting office within ten days of the award.

Question: Section 8 of the synopsis states that individual calls against the BPA shall not exceed the Simplified Acquisition Threshold of $350,000. Is there a guaranteed minimum dollar value or a specified maximum value assigned to each individual call order issued under this agreement?

Answer: There is no guaranteed minimum dollar value or specified maximum value assigned to each individual call order issued, the value of the call is determined by the need of government at the time of the call.

Question: The synopsis states a strict 10-page limit for PDF documents. Does this 10-page ceiling include administrative pages such as the cover page, cover letter, and table of contents, or are those administrative pages excluded from the page count?

Answer: No more than 10 pages total.

Question: Offerors are instructed to divide their quotation into Part I (Service Area Capability Statement) and Part II (Price Proposal). Should these two parts be submitted as two separate PDF files (totaling no more than 10 pages combined), or should the entire proposal (Part I and Part II) be compiled into a single, comprehensive PDF file?

Answer: No more than 10 pages total.

Question: SOW Section 1.2 indicates that this Blanket Purchase Agreement is being established to fill anticipated repetitive needs. Could the Government clarify whether this is an entirely new requirement for the Arizona Army National Guard, or whether there is an incumbent contractor or historical pricing/procurement data available for these catered meals? If historical data or a previous contract number exists, could the Government please provide it to assist offerors in submitting a more competitive proposal?

Answer: This is a recurring requirement to establish a new pool of Blanket Purchase Agreements (BPAs) for the Arizona Army National Guard, as the current 5-year BPA cycle is set to expire. This is not a new requirement, but the resulting agreements will be new.

The current BPA pool consists of multiple vendors. To assist in your market research, the current BPA numbers and associated vendors are provided below:
