quotes are being requested and a written solicitation will not be issued. The Combined Synopsis/Solicitation Number is: W912L2- 26-Q-A003. This solicitation is being issued as a Request for Quotation (RFQ). Quotes are due by 21 July 2026, 11 AM Eastern Standard Time (EST). This procurement is a 100% Small Business Set-aside. This solicitation incorporates the provisions and clauses that are in effect through the Federal Acquisition Register (FAR) Circular FAC 2026-01. Only qualified offerors may submit quotes. The associated North American Industry Classification System Code (NAICS) is 722320 Caterers with a Size Standard of $9M. Failure to submit your quote by the date and time required will result in no further consideration to your quote as it will be late.

The following commercial items are requested in this solicitation:

COMMERCIAL ITEM DESCRIPTION: The USP&FO for Arizona has a requirement for:

1. INTRODUCTION: The USPFO for Arizona, on behalf of the Arizona Army National Guard (AZARNG) intends to establish multiple Blanket Purchase Agreements (BPAs) through a competitive process of selection for catered meals delivered to various locations in the State of Arizona. Each BPA will have a five (5) year ordering period. A minimum of three (3) BPAs and a maximum of eight (8) BPAs will be established.

The total ordering period under any BPA established to meet this requirement shall not exceed a total of five (5) years.

The ordering period shall begin September 1, 2026 and end August 31, 2031.

2. CONTRACTING VEHICLE - BLANKET PURCHASE AGREEMENT (BPA): The BPA is not a contract. The BPA represents a charge Blanket Purchase Agreement (BPA) is a method of acquiring a variety of goods and services under an agreement when an order is issued. BPAs are used by government agencies and organizations for simplifying the government purchasing process. A BPA between the Government and a vendor allows individuals authorized to use the BPA to place orders by telephone or in person with simplified documentation. A BPA does not obligate the Government to place any orders, nor does it obligate the vendor to accept any orders. Once an order against a BPA is given by the Government and accepted by the vendor, an enforceable contract is created.

Each BPA is established with a ceiling limit often far in excess of the anticipated aggregate value of all calls under the BPA during the ordering period. This is only for flexibility to allow the instrument to be used under extraordinary circumstances. The anticipated ceiling for each established BPA is $1,600,000. Vendors are cautioned that the BPA vehicle is not a promise of award of any value during the ordering period and that the BPA ceiling is by no means an indicator of business volume. Vendors should take notice that the overall requirement is met by calls issued among several BPAs throughout the ordering period and therefore there should be no expectation that the anticipated volume under a BPA would approach the BPA ceiling, but rather a fraction of this amount throughout the ordering period.

3. SUPPLY REQUIREMENT: The contractor will be required to provide catered subsistence meals delivered to various locations across Arizona for the Arizona Army National Guard (AZARNG). The performance requirements of this contracting vehicle include providing breakfast, lunch, and dinner meals as well as the condiments, plates, napkins, cups, and cutlery.

4. GOVERNMENT FURNISHED EQUIPMENT (GFE) AND SERVICES: AZARNG shall provide the following: None, unless a facility is available in which to allow for receipt and distribution of catered meals.

Arizona Army National Guard (AZARNG) Solicitation Number: W912L2-26-Q-A003 Product Service Code (PSC): 8940 (Special Dietary Foods and Food Specialty Preparations) NAICS Code: 722320 (Caterers)

5. METHOD OF PAYMENT: The primary method of payment under this Blanket Purchase Agreement (BPA) shall be the Governmentwide Commercial Purchase Card (GPC), placed and authorized by an appointed Ordering Officer. In the event that GPC payment is not authorized, is technically unavailable, or a specific call order exceeds GPC limits, invoicing and payment shall be conducted electronically via Wide Area WorkFlow (WAWF/iRAPT) in accordance with DFARS 252.232-7006 (Wide Area WorkFlow Payment Instructions).

6. QUOTES REQUESTED: NOTE: THE GOVERNMENT IS EXEMPT FROM TAXES. Vendor quotes must be good for 30 days after solicitation close date.

7. BUSINESS TYPE: The NAICS code is 722320 and the size standard is less than $9M. The Government intends to establish a minimum of three (3) and a maximum eight (8) BPAs with small businesses under this NAICS. In the event there are not enough responses from capable and technically qualified small businesses, quotes from large businesses may be considered.

8. INDIVIDUAL CALL AWARDS: Individual calls against any BPA shall not exceed the Simplified Acquisition Threshold of

$350,000. Because the BPAs will have been established through competition, individual calls may not be competed among BPA holders. Once the BPAs are established The Government reserves the right to place calls in the best interests of the Government to meet any catered meal requirement.

9. SYSTEM FOR AWARD MANAGEMENT (SAM): Interested parties are required to provide their Unique Entity

Identification (UEI) numbers for verification of current registration in the System for Award Management (SAM) https://WWW.sam.gov/ The SAM system is the central contractor registry in which a vendor must be registered to be eligible to conduct business with the Government. Responsibility determinations will also precede the establishment of a BPA with every vendor.

10. PAST PERFORMANCE: Past performance will be considered in the selection of eligible vendors to the extent that relevant adverse past performance evaluation within the past three years will disqualify the vendor from consideration.

11. DELIVERY/PLACE OF PERFORMANCE: Delivery shall be made to various Department of Defense (DoD) training locations throughout Arizona, as specified in individual BPA Calls. This means the seller must deliver the goods on its conveyance at the destination specified by the buyer, and that the seller is responsible for the cost of the shipping and risk of loss prior to the actual delivery at the specified destination. All BPA call/orders shall be issued on a firm fixed price basis.

12. PERIOD OF PERFORMANCE/ORDERING PERIOD: 1 September, 2026 (or from initial date of BPA establishment if established after 1 September 2026) through August 31, 2031.

14. EVALUATION: Evaluation -- Commercial Items (Jun 2026)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The basis of award will be best value. Best value is the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. The evaluation factors in no particular order of importance are price and past performance and capability of the vendor to satisfy the requirement in accordance with FAR 12.602. Vendors must submit with their quote the following information:

1. The names, addresses and contact information (include phone or email contact) for a minimum of 1 and a maximum of 2 references for which you have delivered subsistence catered meals similar to the way described in the Statement of Work within the past 3 years. (FAR 15.304).If the vendor has no past experience, the vendor will be rated with a neutral rating for this factor.

Similar is defined as being within the same approximate scope. In this case, similar would be a vendor having delivered a minimum of 25 to over 150 catered subsistence meals as specified in the SOW to multiple groups when each of the groups are located at multiple separate and distant locations (from 1 to 250 miles separation) at one time. As part of the evaluation of past performance the Government will contact each reference and ask for their evaluation.

2. Additionally, vendors must submit a service area capability statement describing in detail how the vendor will be organized and the approach your company will take to successfully completing the requirement. Also describe your capacity to make and transport all meals to keep them fresh until they are served. This factor will be evaluated on a Pass/Fail basis. The Government will assess the feasibility and reliability of the proposed service area based on the submitted Service Area Capability Statement.

3. Provide fully encumbered prices for all meal types by completing the attached A3 Capability and Price

Template. Delivery fees on the pricing schedule are identified as expected additional costs for delivery for the locations listed in the SOW.

Failure to submit any of the above information may result in no further consideration given to your quote.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in the establishment of a Blanket Purchase Agreement (BPA) without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before the establishment of the BPA.
