AIR NATIONAL GUARD DESIGN OBJECTIVES AND PROCEDULES (Tab C) (ANG/ETL 10-3, Apr 2010)

Air National Guard facilities shall be similar in quality to those facilities found in the private and corporate sector of their local communities. Air National Guard (ANG) projects shall provide clean, architecturally compatible, yet non-monumental solutions to facility requirements. Facility designs shall avoid the appearance of waste or excessive cost. Architectural style and detail shall be based on sound facility architectural principles and shall be developed to maximize facility flexibility. Building and site design shall present a unified campus setting, reflecting the existing or developing master architectural standards of the base. Facility and site design shall also comply with the approved base master plan. Designs between facilities (administrative, industrial, aircraft) that differ in use shall be coordinated so that a unified architectural theme is provided between the various base facilities. All aspects of facility construction shall be carefully considered for their architectural impact. Construction materials shall be specifically selected by the designer for durability, aesthetics and low maintenance/maintainability features. Building and site designs shall thoughtfully provide for the large monthly drill weekend unit training assembly (UTA) occupancy, while economically accommodating the much smaller daily population.

GENERAL CONSIDERATIONS

SITE CONSIDERATIONS: Provide site improvements and building forms appropriate to any new, future or existing buildings. Facilities having similar functions should be located in the same vicinity. The flight line should be reserved for buildings that are related to aircraft operations and maintenance. Parking should not dominate. Encourage pedestrian access. Cluster related buildings in stead of spreading out.

ENVIRONMENTAL CONSIDERATIONS: Design facilities in a ways to enhance environmental quality and minimize consumption of natural resources. Tightly cluster buildings that are related to each other creating walkable campuses. These clusters should reduce the amount of land use, utility costs and vehicle costs to move from building to building.

SUSTAINABLE DESIGN AND DEVELOPMENT: Project will comply with Executive Order 13423, 24 Jan 07 and Energy Policy Act of 2005 and is required to meet the provisions if ANG Sustainable Design and Development policy for United States Green Building Council’s Leadership in Energy and Environmental Design (LEED) Green Building Rating Systems metric and will be capable of achieving LEED Silver certification. Refer to:

2. Air National Guard Sustainable Design Policy

LAYOUTS: Provide functional layouts that are logical and satisfy user’s needs both inside and outside as well as layouts that have the ability to accommodate other future users. Maximize the use of interior open space by using work stations and increasing the flexibility to accommodate changes.

LOW MAINTENANCE: Provide permanent low-maintenance exteriors that are compatible with Ellington ANG Joint Reserve Base Architectural Standards. Use materials that do not require painting during their lifetime. Landscaping shall be indigenous to the area with little or no irrigation or maintenance.

AETHETICS: Follow the Ellington ANG Joint Reserve Base Architectural Standards. Buildings are to blend into the current architectural scheme of the base. Buildings that are to be held out as “Object” buildings will be determined by the Base Civil Engineer and are usually considered public buildings such as headquarters, dinning etc.

TECHNOLOGY: Provide technically sound buildings at low costs. Take advantage of emerging technologies, but not at the expense of aesthetics or standards.

COSTS: Reduce life-cycle costs. Concentrate on low life-cycle costs as opposed to low initial costs.

Facilities are to be permanent incomputable construction designed to last decades with a minimum of maintenance. Reduce labor-intensive maintenance procedures.

SITE DESIGN

Site selection and location is to be in conformance to the Base Master Plan. Outside spaces need to create friendly, inviting walkable communities. Comply with the applicable site standard including anti-terrorism force protection.

SITING: New facilities are to be sited within compatible functional groups in accordance with base master plan.

COMPLEXES: Locate buildings supporting common functions such as civil engineering, administrative, flying functions in complexes in order to share common infrastructure such as roads, parking, utilities and security. These clusters should read as a single entity with similar details and materials to link them aesthetically as well as functionally. Provide sufficient enough space around building/complex for expansion.

TRAFFIC: When existing traffic patterns are change by new construction proposals, provide adequate traffic alternatives to coincide with the construction of the new project. Locate buildings so that walking between buildings is encouraged. Design parking lots so traffic can move between adjacent parking lots.

Insure Antiterrorism force protection standoffs are maintained.

NOISE: Consider noise levels and attenuation requirements when locating facilities. Refrain from locating facilities in incompatible noise zones.

SITE CONSIDERATIONS:

GENERAL: Address all aspects of the site including relationship of interior spaces to the site, pavement, landscaping, pedestrian access, signage, service equipment, infrastructure, barriers, etc. Design the entire site. Include all applicable standards including antiterrorism force protection.

SITE INFLUENCE: Refrain from using site locations that force uneconomical facilities, complicated building shapes such as curves, diagonals and long rectangles.

OPEN AREA: Site to permit open landscaping around buildings to separate the building from required paving and maintain antiterrorism force protection standoffs. Prevent an overcrowded appearance.

EXISTING SITE CONTOURS: Provide positive drainage away from buildings of at least 2% slope.

Consider existing or natural grades as much as possible to eliminate excessive cut and fill operations.

ENVIRONMENTAL: Building site is to take into account appropriate laws and directives regarding wetlands, flood plains, protected species habitats and archeological sites. None of these are present on Ellington Field.

SCREENING: Screen utility equipment, dumpsters, recycling bins and storage areas. Consider walls, mature landscaping and/or berms. Insure compliance with antiterrorism force protection requirements Minimize use of chain-link fencing where practical.

SUBSTAINABLE DESIGN:

1. All projects shall comply with the Energy Policy Act of 2005 (EPAct 05) and Executive Order 13423.

2. If directed by the Design Instruction (DI) from NGB/A7, project will be registered with the U.S.

Green Building Council (USGBC) and will obtain an USGBC Leadership in Energy and Environmental Design (LEED®) recognition at the classification and level given in the DI.

Should these requirements be updated, refer to the most current publication in the design and construction process.

ARCHITECTUAL EXTERIOR DESIGN

The exterior architectural standard scheme for the base is based on buildings 1256, Base Civil Engineering Complex, and building 1258, Base Supply. See attached photographs.

ROOFS:

1. Sloped Roofs (Base Standard): Provide Manufacturers pre-finished metal roof system with 3 to 12 to 4 to 12 roof slope based on building size, width and configuration. Manufacturer standard to follow is AEP Span Span-Lok HP system.

a. Minimum steel gage is 24 GA minimum.

b. Finish: Kynar 500

c. Loading: Roof system required to meet 2003 International building code (IBC) with

Houston amendments for hurricane force winds of 115 MPH

d. Metal fascia gutter will match the roof material, be continuous with a minimum of joints.

1). Construction shall be in accordance with the Sheet Metal and Air Conditioning Manufacturer’s Association (SMACNA) Architectural Sheet Metal Manual.

2). Any lapped joints shall be installed so the edge of the top lap is in the direction of the gutter’s slope.

e. Roofs will be installed with clips that allow roof expansion and contraction in the seamed rib. (This is very important with large roof surfaces.)

f. Color Selection: Keep the established base roof color motif. Consider reflective characteristics, particularly in regards to LEED considerations. Colors will be selected by the Contracting Officer or Representative (COR) from the manufacturer’s full range of standard colors. Medium Bronze is the color used on several building for the roof panel color.

2. Flat Roofs (Only where absolutely necessary and with approval from the Base Civil

Engineer):

a. Standard is a Polyvinyl Chloride Roof such as Tremco Tri-polymer Alloy (TPA) single ply roof membrane that is an elastomeric Tri-polymer alloy based on DuPont’s ELVALOY® and blended CPE and PVC mechanically fastened, 80 mils.

b. Gravel ballast systems are not allowed.

c. Minimum roof slope is ¼” per 1’-0” (3/8” to ½” is preferred)

d. White is acceptable on roofs that cannot be seen. Otherwise the roof is to be colored with a selection from manufacturer’s stand full range of colors by the CO or COR.

e. Code and flashing shall meet the same standard as Sloped roofs above.

EXTERIOR WALLS:

1. Exterior wall construction shall be brick masonry cavity wall construction to follow the motif of building 1256 Base Civil Engineering and building 1258 Base Supply.

a. Provide a cavity of 1 ½ to 2 inches.

b. Provide weep holes at the base of wall and above lintels at least every 24 inches on center.

c. Provide expansion joints in masonry at every 20 feet. Arrange so they occur at window and door openings where practical.

2. End Walls: Sloped parapet walls with pre-cast concrete caps.

3. Brick Recess Accent Strip: Provide a recessed accent strip at the head of windows.

4. Pre-cast Architectural Concrete Wainscot Panels and Trim: Provide a 3 foot high pre-cast architectural concrete wainscot capped by a 6 inch high semicircular pre-cast architectural concrete wainscot top.

a. At outside and inside corners, provide solid corner returns. No cutting a 45° angle to make corner.

5. Pre-cast Architectural Concrete Window Header Trim: Provide 4” high semi-circular continuous pre-cast architectural concrete head trim at window head as a continuous accent strip.

6. Pre-cast Architectural “Star” Accents: Provide precast architectural concrete accent stars at the center of end parapet walls and above windows and doors as appropriate. Refer to the photographs.

7. EXTERIOR COLOR - Where existing CMU exterior walls are to be painted the base standard color is Sherwin-Williams, Comp (I001), Acrylic, Semi Gloss, 421 Onionskin Tan

1. Windows: Provide anodized aluminum with dark bronze manufacturers applied polymer 20 yr coated finish with thermo-break construction, double glazing. Window is to comply with UFC 4-010-01, Anti-terrorism Force Protection (ATFP) standards. Window sill sits on the top of the semi-circular concrete top to the wainscot.

a. Provide plastic solid corin interior window sills.

b. Provide metal flashing at exterior window sill matching the window color.

c. Double pane glass window section shall be 1 inch thick, dual panel thermal units, bronze-tinted with Low-E coating.

d. Interior glass panel shall be laminated glass meeting UFC 4-010-01 ATFP standards.

2. Exterior Storefronts: Provide at entrances to buildings and courtyard where a lot of light is desirable.

a. Provide anodized aluminum with dark bronze manufacturers applied polymer 20 yr coated finish. Style to be match windows.

b. Double glazing. Same as windows.

c. Assembly and glazing shall meet UFC 4-010-01 ATFP standards.

3. Exterior Storefront Doors: Provide anodized aluminum doors with dark bronze manufacturers applied polymer 20 yr coated finish. Color matching adjacent aluminum frames.

a. Glazing same as windows

b. Assembly and glazing shall meet UFC 4-010-01 ATFP standards.

c. Door Bottom: 10 inches high meeting ADA requirements.

d. Hardware:

1). Hinges: Either continuous integral continuous hinge or 1 ½ pair Stainless steel ball bearing NRP hinges

2). Door Pulls: ¾” round stainless steel.

3). Panic Hardware: Von Duprin straight single strike with “best” 7 pin key core cylinder dogging. Provide electric strike access with Advantor card reader / key pad operation.

4). Closer: Inside arm heavy duty closer with hold open.

4. Exterior entrance doors: Exterior entrance doors are to be furnished with electronic strike access with Advantor card reader / key pad operation. See Detail below. Mechanical, electrical, communication and exterior fire exit doors shall have standard hardware.

ROADS, SIDEWALKS and PARKING LOTS

1. Primary Roadways: Primary roadways are to be reinforced concrete pavement with a minimum width of 23 foot inside curb to inside curb and integral 6 inch high concrete curbs both sides. Primary sidewalk circulation systems provide five (5) foot minimum wide sidewalk on one side where necessary to maintain the base’s pedestrian system. Consider using recycled concrete for base materials on roads and parking.

2. Secondary Roadways: Secondary roadways are to be reinforced concrete pavement with a minimum width of 20 feet wide inside curb to inside curb and integral 6 inch high concrete curbs both sides. Secondary sidewalk systems provide four (4) foot minimum sidewalk on one side where necessary to maintain the base’s pedestrian system.

3. Parking Lots: Parking Lots maybe hot mix asphalt except where parking of heavy military vehicles or access by heavy trucks or equipment such as service, loading and unloading areas where reinforced concrete will be used. Pay particular attention to the Antiterrorism force protection standards.

a. Provide standard reinforced concrete curb and gutter. Gutter only required for hot mix asphalt surfaced driveways.

b. Standard parking stall be 18 feet deep by 9 foot wide at 90° perpendicular parking bay

26 feet driveway.

c. Provide a minimum 10 foot of landscaped area from any roadway or edge of sidewalk and the parking lot.

d. End Island: Provide a minimum of 6 foot wide landscaped island at the end of a parking row and the circulation drive.

e. Parking lots shall have a minimum of 2% slope for asphalt and 1% for concrete with a maximum slope of 5%.

4. Drives: Maybe asphalt except where heavy vehicle access is required. For heavy vehicle driveways, use reinforced concrete.

a. Provide standard reinforced concrete curb and gutter. Gutter only required for AC surfaced driveways.

b. Provide swinging galvanized steel pipe barrier with a positive latched hold open and hold closed at each driveway that goes to the building to deliver supplies. Locate per Antiterrorism force protection standards.

5. Sidewalks: Sidewalks shall be 6’ wide

6. Sidewalk Lighting: Provide Ballard type sidewalk lights at main entries to buildings.

7. Street and Parking Lot Lighting: Where the project budget permits, street and parking lot lighting should be solar.

a. Style: Anodized aluminum head with lens.

SCREENS and FENCING

1. Screens: Provide screen walls to screen mechanical equipment, service yards and other such areas that would distract from the general good appearance of the base. Pay particular attention to the Antiterrorism force protection standards.

a. Finished exposed exterior surface should be brick match the building with precast concrete cap.

b. Provide 16 inch mow strip in front of screen if adjacent to lawn. Mow strip not necessary if adjacent planting bed.

2. Fencing: Security chain link fencing will be per the Air Force standard, 6 foot high with 1 foot of three equally spaced strands of barbed wire mounted on a 45° outrigger. Total Height 7 foot.

a. Provide 32 inch wide (16” each side of fence) concrete mowing strip.

b. Gates can be sliding, but arranged is such a way as to slide along the fence.

ANTI -TERRIORISM FORCE PROTECTION BARRIERS:

1. Provide a swing gate barrier at all service driveways to buildings at the standoff distance for occupied and primary occupied building in accordance with UFC 4-010-01 change 1 22 January 2007 DOD Minimum Antiterrorism Standards for Buildings as shown in the following sketch.

SECTION 10 MECHANICAL - HEATING, VENTILATING AND AIR CONDITIONING

AND PLUMBING

ANGETL01-1 shall be the governing reference for this section. Included herein are specific requirements established for Ellington Field JRB, Houston TX.

EQUIPMENT AND ROLLUP DOOR PROTECTION:

1. Protect all door jambs, equipment pads and other areas that are subject to damage by motor vehicles with bollards.

2. Bollards are 6” Steel concrete filled pipe set in 2 foot diameter by 4 feet deep concrete footing. Slope top of footing.

3. Bollards are to be covered with heave duty PVC shrouds. These are available at Grainger and manufactured by Eagle Manufacturing Co. 2400 Charles Street, Wellsburg, WV 26070.

1. GENERAL: The type of HVAC system will be based on the type, functions, use, and other criteria necessary to arrive at the best system by comparative analysis in accordance to ANG/ETL 10-3 (Tab C). Typical systems provided are:

a. Multiple DX units both combined unit and split with electric and hot water heating

b. Hot and chilled water systems with boilers and chillers.

c. Variable volume (VAV) systems.

HVAC INPUT/OUTPUT SCHEDULE EXAMPLE:

INPUT OUTPUT for Misc Controls shall have “HVAC Emergency Shutdown Switch” added.

DDC shall monitor the Pulse Output of gas, water and natural gas utility meters. DDC shall translate pulse into usage rates and provide totalization.

HVAC System Emergency Shutdown:

Emergency HVAC shutdown switches shall be double action switches. Label switches with a plastic laminate placard stating the following: “Emergency HVAC Shutdown Switch”.

DDC shall monitor the status of the emergency HVAC shutdown switches.

Upon activation of emergency HVAC shutdown switch, equipment shall shutdown per the prescribed sequence of operation. All equipment with DDC controls shall be shutdown through the DDC. Equipment without DDC controls shall be hard wired for shutdown.

2. BOILERS: New and replacement boilers shall be Fulton impulse type hydronic boilers and shall have the following options included:

a. BACnet translator card.

b. Pumps: Bell & Gosset or approved equal pumps shall be specified.

3. UNIT HEATERS:

a. May be provided in shop areas.

b. Because of mild winters in the Houston area, heating are not required in entryways vestibules, restrooms (unless a shower area) and mechanical and electrical rooms.

4. INFRARED HEATING: Where appropriate, open shop bays maybe designed using infrared heating.

5. CHILLERS: All new or replacement chillers shall be Carrier and shall have the following options included:

a. Protective coated fins for salt water spray.

b. Hail guards

c. Extended 5 year warranty.

d. Phase and under voltage protection.

e. BACnet translator card

f. Remote display module for chiller controller.

g. High Short Circuit Current Rating (SCCR)

h. Remote enhanced display.

i. Unit mounted non fused disconnect.

j. Condenser coil trim panels and security grilles

k. Non removable core filter drier

l. Compressor suction service valve

m. Suction line insulation

n. Remote cooler kit

o. Navigator hand held display and remote service port with 115 Volt outlet.

6. CONDENSING UNITS: Concrete shall be placed around the condensing unit to the work clearances of the unit. For multiple condensing units, provide one single pad for all the units sized to required work clearances. Where unit or units are next to a building provide required work clearance from building. Pad is to extend to the building.

7. CHILLER and CONDENSOR FINS: Provide salt water protective coating for fins.

8. VARIABLE FREQUENCY DRIVES: Provide ABB variable frequency drives as a standard.

SUPPLY REGISTERS:

1. With the extreme humidity present in the Houston area, supply register have a tendency to produce condensate which drips out of the registers. Therefore, supply registers need to be fully insulated.

MECHANICAL IDENTIFICATION:

1. All exposed mechanical and utility piping systems will be identified in accordance with

AFOSHD 91-501 Air Force Consolidated Occupational Safety Standard, Chapter 20 Safety Color Coding, Labeling and Marking for Piping Systems.

BUILDING AUTOMATION SYSTEM (BAS)

1. Direct Digital Control (DDC): Most of the older base control’s DDC system is Delta ORCA View Version 3.33. New facilities shall upgrade the entire system to the operating system, Niagara AX.

2. Verify IP addresses and insure there are not conflicts with existing.

3. Any time versions require upgrading, the entire system shall be upgraded including hardware or software key locks.

4. Points to be controlled and sequence of operations shall be depicted on the drawings.

METERS:

1. Meters: All new facilities shall meter the electric, gas and water as applicable to the facility.

a. Electric meters shall be Square D PM870 in a factory assembled enclosure with a RS485 port and front panel LCD for local data display and basic setup. Contact Square D for the appropriate part number of the meter.

b. New meters shall communicate with the existing SMS software.

c. New gas and water meters shall send data to the Square D PM870 electric meter and shall be identified on drawing and specifications.

PLUMBING:

1. Backflow preventers: Backflow preventers are not required on the base except for foam suppression systems, sprinkler systems with anti-freeze and boilers.

2. Flush Valves: All flush valves should be the manual type. Battery operated can be installed on urinals. Verify current systems in use with the BCE.

3. Fixtures:

a. Urinals, water closets, counters and toilet partitions in bathrooms should all be ceiling hung. Water closets flush valves should have energy saving low water/ high water valves.

b. Toilet Partitions shall be matt finish stainless steel.

c. One set of urinals, water closets, lavatories and drinking fountains will meet the requirements for the handicap in each restroom. Where there are multiple sets of toilet rooms (more than one set of men’s and women’s toilet room) only the set nearest the administration portion of the building needs to be designed for the handicapped. This will required Base Civil Engineer approval.

d. Towel dispensers. T1300 blue by San Jamar is the basis of design as long as the towel is standard and will work in any model.

1) Provide electrical operated units in new construction

2) Provide battery operated units in existing facilities where electrical hookup wouldn’t be justified by cost.

4. Eye wash stations: All eyewash/showers shall have a drain in the floor and be connected to electricity and the fire alarm system (sends a safety signal).

SECTION 11 ELECTRICAL

ELECTRICAL:

1. Outlets and Switches: All outlets and switches shall have and embossed tape depicting the panel it is fed from, the voltage and circuit number. Sample in the Civil Engineering Building B1256.

BUILDING GENERATORS:

1. Generator Make: The base preference is Onan, Kohler, Kato Light, in order, for installed generators.

2. Generator wiring hook up mobile generators: A cannon plug should be provided for those facilities not having an installed generator less than 200Amps or less. All others should have the capability to hard wire into the manual transfer switch. Refer to ETL 09-9 for clarification.

TRANSFORMERS:

1. Transformers and switches: New transformers and switches will comply with the most recent regulations. All new transformers and switches will be marked consistent with the base markings.

UTILITIES:

1. Underground utilities: All underground utilities shall have detectable marking tape. Acid and alkali-resistant polyethylene film warning tape manufactured for marking and identifying underground utilities, minimum of 6 inches wide and 4 mils thick, continuously inscribed with a description of utility, with metallic core encased in a protective jacket for corrosion protection, detectable by metal detector when tape is buried up to 12 inches deep:

colored as follows:

a. Red; Electric

b. Yellow; Gas, oil, steam, and dangerous materials

c. Orange; Telephone and other communications

d. Blue; Water systems

e. Green; Sewer systems

2. All detectable marking tape shall be terminated in a termination box so as to avoid damage.

3. Site Water System: Existing base water system High Density Polyethylene (HDPE) pipe.

This type of pipe will be used for all site water to within 5 feet of the building.

4. Underground primary electric should be concrete encased with red concrete. A spare conduit should be provided.

5. Underground secondary electric can be direct buried, in conduit, non concrete encased.

FIRE HYDRANTS: The following provides fire hydrant specifications meeting UFC 3-600-01, ANG ETL 01-1-1, NFPA Standards and base standard:

1. Fire hydrants must be UL listed, FM approved, or listed or classified by an NRTL and must have two 2-1/2-inch hose outlets and one 4-1/2-inch hose connection with national standard fire hose threads in accordance with NFPA 1963. Installation shall be in accordance with NFPA 24 and ANG ETL 01- 1-1. Wet-barrel hydrants are preferable due to little or no danger of freezing. Hydrants must be aboveground type. Manufacturer and model should match those already installed on base for maintenance purposes.

2. Hydrant bonnets and caps are to be painted in IAW ETL 01-1-1 and NFPA 291. All barrels shall be painted red to match the color and specifications adopted as Base standard. The bonnets (tops) and nozzle caps shall be painted with the following capacity-indicating color scheme. GPM rating and color scheme shall be based on actual, individual hydrant flow tests (not area flows), performed by the contractor. For rapid identification at night, it is recommended that the capacity colors be of reflective type paint.

a. Class AA: Light blue >1500 GPM

b. Class A: Green 1000 - 1499 GPM

c. Class B: Orange 500-999 GPM

d. Class C: Red < 500 GPM

GEOSPATIAL DATA STANDARDS:

1. As part of the as built submittal, all utilities and buildings are to be located using a geospatial positioning system (GPS) meeting the following standards:

a. Geospatial Data Standard:

1). Prepare and furnish geographical Information System (GIS) electronic map of the site and site utilities that integrates into the 147 CES Common Installation Picture (CIP) using Geographical Positioning System (GPS) Geospatial Electronic data per ANG ETL 32-1018 Dated 12 August 2005. Highlights from the ETL are:

a). All GIS data shall be delivered in ArcGIS compliant format (either geodatabase or Shapefile) b). All CAD data shall be delivered in AutoDesk Drawing (dwg) file format.

c). All data will be registered to the following real world map coordinate system parameters:

Texas State Plane South Central FIPS Zone 4204 North American Datum 1983 Horizontal units: Survey feet d). All data layers, whether in GIS or CAD format, shall comply with the Spatial

Data Standards for installation and Environment (SDSFIE) version 2.6 format.
