About this file
This file is a Questions and Answers (Q&A) document for Solicitation W912KC26QA004, a Virkon Vehicle Treatment project for the Pennsylvania Army National Guard. The solicitation requires pre-deployment agricultural disinfection (AgSan) services for 187 pieces of equipment at Fort Indiantown Gap, PA, utilizing Virkon-S at a 1:100 dilution ratio. The period of performance is 26 JAN to 30 JAN 2026, with contractors on-site for five days to disinfect military equipment in compliance with EUCOM requirements and AFPMB TG31 standards.
Key vendor questions addressed include confirmation of building specifications (3 bays, roughly 40' x 14' each), performance details (contractor will perform rinsing, pH levels will be checked), and procurement requirements. The solicitation is set aside for small businesses, does not require CMMC compliance, and has no incumbent contractor. Successful bidders must submit: SAM registration, service history, PWS understanding statement, completed SF 1449 with pricing, and an itemized quote. Vendors will have access to a heated building with water and electric, and soldiers will be available to move vehicles during the specified timeframe.

| 3-Dec-25 | We’re interested in bidding on solicitation w912kc26qa004 the Virkon Vehicle Treatment. What exactly are you needing disinfected? | The detail is in the performance work statement (PWS). |
| 8-Dec-25 | Is there an incumbent for this request? | No, this is a new request |
| 9-Dec-25 | Are bidders required to be small businees or 8a or other such designations? | Just small business since this should be under the simplified acquisition threshold amount. |
| 9-Dec-25 | Summary of Question: Do we follow Virkon mixing directions contained in the PWS. | Yes |
| 15-Dec-25 | Is CMMC Level 1 or CMMC Level 2 compliance required for this procurement? | No |
| 15-Dec-25 | The one question we have is regarding the itemized quote. We usually provide a firm fixed price for the job due to various equipment types, if an itemized quote is needed do you want us to base it off exhibit 3 of the PWS? | Quote itemization, just looking for cost of Virkon, labor/hourly rate and travel/transportation something like that. |
| 15-Dec-25 | Please confirm the exact place of performance | The exact location is in building 6-201 at Fort Indiantown Gap (FTIG), PA. Annville, PA 17003. |
| 15-Dec-25 | PWS references collecting wastewater “post rinsing.” Who performs the rinse step (contractor or unit) and is rinsing required after Virkon application? | The contractor will conduct the rinsing. The water will be contained in berms. Fort Indiantown Gap Environmental will be checking the pH levels before the release into the drains at FTIG. |
| 15-Dec-25 | What are the expected working hours each day and estimated daily throughput for the 187 pieces | The vendor will have access to the building above from 26 JAN to 30 JAN 2026. Vendor Provide the hours required and Government will have Soldiers available at those times to move vehicles. |
| 15-Dec-25 | Please confirm availability/dimensions of the heated building and whether multiple 60’ x 20’ containment berm lanes can be set up. | The building bays are roughly 40’ x 14’. There is 3 bays, with no walls in between. |
| 15-Dec-25 | Are any site photos available (wash rack/building/equipment), or is a brief site visit possible? | The Virkon spray will be done inside building 6-201 on FTIG. This is a vehicle maintenance building, is heated and has water and electric. At this point, an organized site visit where all the vendors could see the inside is not be possible. Most people can gain access to Fort Indiantown Gap with a valid Drivers License and you can see the building from the roadways. |
