Experience & Capability Safety Activities Construction Schedule and Commissioning Approach/timeline Quality Control LEED® Experience with building to US Green Building Council (USGBC) LEED® Standards

Subfactor 1
Limited to ten (10) single pages Demonstrate offerors technical experience and capability to perform a project of this magnitude and complexity.
Discuss and provide experience of key construction personnel including, but not limited to, Project Manager, Site Superintendent(s), Quality Assurance Manager (on site), Site engineering personnel.
Subfactor 2
Construction Schedule and Commissioning Approach/timeline (schedule no page limit; narrative – no more than 5 pages) Provide Construction Schedule using a critical path a (Critical Path Method (CPM)) scheduling approach considering a Notice to Proceed date of October 14, 2016 for the schedule.
Subfactor 3 – (USGBC) LEED® Experience building to (USGBC) LEED® standards Demonstrate that key construction personnel have experience in LEED® If no experience, offeror must explain how they will overcome the lack of experience

Proposal Evaluation Process Is Detailed In RFP Section 00120 Carefully Review Section 00120 When Preparing Proposal Comply With Section 00100 And 00110 Requirements Failure To Furnish A Complete Proposal May Result In Elimination From Consideration
BEST VALUE
Best Value Is Defined As An Award Based On The Greatest Overall Benefit In Response To The Requirement. Award Is Based On Price And Other Non-cost Related Factors.
Award Technical and Past/Present Performance are approximately equal to each other and when combined are approximately equal to the Price Factor.
1. Technical will be evaluated first, Price Factor second and Past Performance last.
2. If an offeror is deemed unacceptable, no further competition will take place.
3. If Price is determined to be reasonable & realistic, the offer will continue in the competition for a PP evaluation.
Important Reminders Submit a Complete Proposal In Accordance With Instructions – Use Formats Provided Prime Contractors are responsible for coordination among the divisions with subcontractors
Award is contemplated to be made without discussions- Do Not anticipate a chance to make corrections or changes Your first proposal will probably be your only proposal!!
Read the solicitation requirements carefully!!
Consider using Section 00120 to “rate” yourself before submitting the proposal-is it complete??

Award In This Process Does Not Necessarily Mean The Lowest Price Wins
