Summary:

This is a Master Q&A Document for all questions received regarding W912KC-17-P-0001 and its Amendments. Essentially, it is a “living document”, so please check FBO frequently for new updates.

In addition, the following will be announced and updated:

Wage Determination for Allegheny County / Coraopolis, PA:

The Current Wage Determination is General Decision Number PA170001 Modification No. 5 03/17/2017 for Allegheny County https://www.wdol.gov/dba.aspx

1. Can the Government make available any written specifications for this project, such a as any

AIA specifications? Our team is specifically requesting information on the CLIN 0003 Option 1 - Urethane Coatings. The finish schedule remarks on 1I-101 and 2I-101refer to the "RFS" as an ABI #1, could the Government elaborate on the ABI #1 designation?"

“RFS” was a typo and should have been “RSF” for Resinous System Flooring.

Specifications posted as part of Amendment #1.

2. The 4 files labeled as “Specs and Drawings” only have drawings in them. Will the specification files be made available?

3. We are attempting to review the plans and specifications for this project. The documents made available on the FBO site are labeled “Specs & Drawings” but no specifications seem to be included in these files. Will specifications be issued for this project or is the intent for the drawings to also serve as specifications?

4. When will the updated prints be available? It was discussed in the site visit that the prints posted on the FBO on 1/27/17 are not the most up-to-date version.

Updated prints are now posted as part of Amendment #1.

5. Is the 2nd site visit scheduled for 2/14 or 2/21? The solicitation states 2/21 however contracting sent an email stating it was 2/14.

6. Will the proposal due date (3/7) be extended? All pertinent information was not posted with the original solicitation and as of 2/9/17 10:00am the most up-to-date drawings have not been posted to the FBO.

Please see FBO post for the most up-to-date deadlines. Up-to-date drawings are now posted.

7. The solicitation page 18, paragraph 2.5.3.4 states, "2.5.3.4. Offerors shall discuss their performance using the Performance Relevancy Questionnaire format, Exhibit A, Part 1.

Prepare not more than five (5) of these documents." However, Exhibit A states, "Prepare not more than three (3) of these documents." How many projects (Exhibit A) may offerers' submit with their past performance information?

Offerors may submit no more than five (5) of these documents. Updated Exhibit A will be posted.

8. “Solicitation indicates 900 day duration; 01 11 00 page 2 1.4.3 indicates 1,000 calendar days; which is accurate?”

900 calendar days is the correct duration. 01 11 00 page 2 1.4.3 has been corrected from 1,000 calendar days to 900 calendar days.

9. “01 11 00 page 4 1.4.3.2 Indicates “The existing fire pumps, tank, and AFFF system will provide protection to Hangar 301 during phases 1 through 3… The existing fire alarm and foam release system are to remain functional through construction until the new systems have been tested and accepted …” Is this still accurate with accidental discharge identified at the site walkthrough?”

No, this is still not accurate. The existing pumps, tank, and AFFF system do not need to remain functional at any stages of the project. However, the existing fire alarm does need to remain functional for Hangar 301 during phases 1 through 3.

10. “01 11 00 page 5, 1.4.4 indicates that “contractor is to quantify all materials to be moved during the walkthrough” however, following specification section 01 11 00 page 9 there is an itemized list of “Items” (no title or specification section included), is this the list of items to be moved? Further, list does not appear to include wall art, will this be the responsibility of the Owner or Contractor?”

The itemized list of items located at the end of specification section 01 11 00 is intended to indicate smaller items within the spaces; however, there are several pieces of equipment, such as shop equipment, that will need to be relocated by the contractor. It is the contractor’s responsibility to quantify these items. Relocation of Wall art is not the responsibility of the contractor.

11. “01 11 00 page 6, 1.4.4 indicates “the contractor shall use specialty contractor for all moving work”; would it be acceptable to use our own forces if we can show a successful history of doing so?”

This is acceptable; however, the contractor is responsible for any damage to the equipment.

See the last paragraph in section 1.4.4 of specification 01 11 00.

12. “01 11 00 page 5, 1.4.4 indicates “lager equipment that shall be moved by the contractor is indicated on sheet G-112”; it appears that sheet G-112 is the phasing plan and does not include equipment?”

See response to above.

13. “01 30 00, 1.3 indicates to include “aerial photographs”; will this be required given the nature of the work (mostly interior) and the fact that it is a very active airport?”

Aerial photography is not required for this project.

14. “Section 01 57 19.00 20, page 23, 3.14 Dust Control reads as follows: “Current air permit

53503 requires dust control and specific recordkeeping requirements to demonstrate compliance with current permit. Coordinate with DPW-ENRD for specific dust control conditions and recordkeeping requirements under the air permit.” May we (bidders) have a copy of the permit to determine its requirements?”

Air Permit and Requirements have been uploaded as part of Amendment #2.

15. “On Page 17 of 86 of the RFP, Item 2.5.2.2 Subfactor 1 Experience and Capability, there is a sentence highlighted in yellow. In that sentence, they refer to Specification Section 01000, paragraph 36, for minimum qualification requirements for key personnel. Please provide that specification.”

Specification Section 01000 has been added to the Solicitation.

PROPOSED KEY PERSONNEL, MINIMUM QUALIFICATIONS OF KEY PERSONNEL,

PROPOSED SUBCONTRACTORS, PROCESSES, PROCEDURES AND MATERIALS

Unless specifically deleted in writing by the Contracting Officer at time of award, any proposed key personnel, minimum qualifications for incoming or replacement key personnel, subcontractors, processes, procedures or materials are hereby incorporated into the contract resulting from the solicitation, and performance shall be limited to individuals, qualifications, firms, procedures, and materials that were specifically identified in proposals or agreed to in negotiations. The Contractor shall obtain the Contracting Officer’s written consent before making any substitutions or changes.

Key Personnel Descriptions: An individual Key Team Member may not hold more than one key role. The following are minimum qualifications for the required key personnel:

Project Manager: The Contractor’s Project Manager shall have either: (1) an engineering degree and 5 years of experience as a Project Manager working on projects similar in size and scope to the solicited project, or (2) 10 years of experience as a Project Manager working on projects similar in size and scope to the solicited project.

Site Superintendent: The Contractor’s Site Superintendent shall have: (1) a minimum of 5 years of experience working on projects similar in size and scope to the solicited project, or (2) 10 years of experience as a Site Superintendent working in general construction areas that included extensive interactions with the Government.

Quality Control Manager: The QC Manager must be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years of construction experience OR a construction person with a minimum of 10 years of experience working on projects similar in size and scope to the solicited project.

Safety Manager: The Safety and Health Officer shall have a minimum of 5 years of experience working on projects similar in size and scope to the solicited project, and 5 years of experience working with the requirements described in Paragraph 28, SAFETY ASSURANCE.

16. “Monday (02/13/2017) we were notified by FedBizOpps that Amendment 1 was available for download. After reviewing the download it appears every drawing in the set was reissued. Missing drawings from the sets were added. Various changes have been made to the drawings, however:

� No Amendment 1 narrative was provided.

� No drawing revisions have been added/dated on the new drawings, as Amendment 1.

� Clouds were not provided to show changes.

� 31 drawings are duplicated.

Please clarify the intent of this drawing distribution. Are these new drawings to replace all of the original drawings? If not, could you please specify which drawings were actually changed, and which ones are identical? It appears that only a handful have changed but without clouds it is very difficult to tell.”

** The drawings in “Amendment 1” replace the drawings in “Solicitation 1”. **

17. ”Siemens will need a number of IP drops for the DDC system communications. Since there is a new telecom system, will the IP drops we require be provided to the locations needed for the DDC controls by the base, or should Siemens plan to pull the necessary IP drop from one of the comm rooms? If so, are all 4 comm rooms shown available for our IP source, or should we only use a specific comm room? ”

Controls drop shall be provided as part of the controls contract. Communications rooms 114, 147, 211, 241, and 176 would be available.

18. ”Will any of the control wiring associated with the DF-1-1 thru DF-2-4 fans, or any of their associated accessory devices be located in the classified areas of the hangars as indicated on the contract drawings 1E-040 and 2E-040? ”

Anything mounted below 1’-6” shall be Class 1 Division 2.

19. ”Is there a planned location for the DF-1-1 thru DF-2-4 fans’ control panels, sensors, and emergency shutoff switch as noted on the schedules for these fans on contract drawings 1M- 602 and 2M-603? ”

A common controller for each hangar bay will be located adjacent a pedestrian door entrance to the hangar. All four fans in each hangar will be controlled by the same controller.

Coordinate exact location with base CE.

20. ”The schedule for the IRH heaters on contract drawings 1M-602 and 2M-603, notes #1 indicate “Integral Thermostat”. Should we presume those control devices are furnished and installed at the factory by the IRH heater manufacturer? There doesn’t appear to be any requirement for Siemens to control these IRH heaters, can you confirm? ”

The units shall be furnished with manufacturer provided control devices. The is not a requirement to control the device however, the controls system shall monitor the device status.

21. ”The 100% outside air units tagged HVU-1 thru HVU-4 have a note of their schedule indicating spark resistant wheel and explosion proof motor. Is there also a requirement for the controls on these units as to be rated for explosion proof application? Or is that necessary since they are being used as 100% outside air? ”

Controls and devices are not required to be explosion proof if located outside of 18” above the hangar floor.

22. ”Exhaust fans tagged EF-1-2, Ef-2-1 thru EF-3-6 are all scheduled as explosion proof. We would typically furnish explosion proof control devices and wiring servicing any exhaust fans indicated as explosion proof. Should we presume the exhaust fans I have indicated are to have explosion proof controls? ”

Control devices located inside the air stream of these fans or inside the spaces these fans serve will be required to be explosion proof/intrinsically safe.

23. ”Specification section 23 09 23.13 20, page 21, paragraph 2.4.1 says to provide an operator workstation. Also, page 18, paragraph 2.1.3.1 describes the workstation hardware. Since there already is a Siemens workstation on the base, is a new workstation required as part of this project? ”

An operator workstation is not required.

24. ”Specification section 23 09 23.13 20, page 12, paragraph 2.1.b says to provide a notebook computer. Is a new notebook computer required for this project? ”

A new notebook computer is NOT required.

25. ”Drawings 2MD-101, 2MD-102, 2MD-103, 2M-401, and 2M-702 in the title block indicate

Hangar 301, but these all appear to be Hangar 302 drawings. Please confirm.”

The indicated drawings are building 302 drawings.

26. “Exhibit B - Please identify any additional trades other than Fire Protection and LEED compliance that are considered key components or "major" subcontracting/teaming partners and will require the information in Exibit B to be submitted.”

All MAJOR subcontracting/teaming partners must have an Exhibit B submitted for them by the Prime Contractor. We leave this judgement up to the Contractor’s discretion.

27. “Specification 05 12 00 - Structural Steel, Para. 2.6.2 mentions that primer must be applied in accordance with endorsement "P1". Please confirm that the Fabricator is NOT required to have the P1 endorsement and only needs to apply the specified primer in accordance with P1 of AISC 201 as stated in the specification.”

That is correct, the fabricator is NOT required to have the P1 endorsement and only needs to apply the specified primer in accordance with P1 of AISC 201 as stated in the specification

28. “Specification 05 52 00 - Metal Railings, Para. 2.11 mentions that pipe collars shall be of the same material and finish as the handrails and posts (primed/painted steel), but later in the same paragraph states to provide series 300 stainless steel pipe collars. Please confirm that the pipe collars shall be primed/painted steel, which resembles the material and finish of the handrails and posts per the spec. If stainless steel pipe collars are required will the handrails and posts also need to be stainless steel?”

Pipe collars to be of the same material and finish as the handrails (primed/painted steel), NOT series 300 stainless steel pipe collars. Reference to Series 300 stainless steel pipe collars has been deleted.

29. “Specification 05 52 00 - Metal Railings, Para. 3.4 discusses installation of aluminum rails, which were not mentioned under the Products senction (Part 2). Please confirm that aluminum railings are NOT required for this project.”

Aluminum railings are not required for this project.

30. “Specification 01 52 13 - Please confirm that the Temporary Modular Facilities must be new construction and cannot be used / repurposed trailers from a Modular Building supplier.”

Used/ repurposed trailers are acceptable as long as they are in near new condition and all components are fully functional.

31. “Specification 1A-111 & 2A-111 - Partition types L &M indicate foam fill cells. Shall all non-grout filled cells receive foam fill at these locations? Also, please provide specification.”

All non-grout filled cells shall receive spray foam insulation. See specification section 072129 - Sprayed Insulation attached.

32. “Specification 1A-111 & 2A-111 - Please provide specifications for 2" closed-cell spray foam insulation.”

See specification section 072129 – Sprayed Insulation attached.

33. “Specification 41 22 13 - Section 2.4.1 Electrical Components mentions explosion proof. It states to provide xp wiring where indicated. Does the entire system need to be explosion proof?”

Anything mounted below 1’-6” shall be Class 1 Division 2.

34. “Specification 41 22 13 - Section 1.3.2.6 motor requirement mentions rotational motor for the jib. Section 2.4.5.2 pushbutton has only on/off, up/down, and in/out specified. No rotation buttons. Motorized rotation is an expensive option. Is it required?”

A rotational motor is not required for the jib crane.

35. “Section 011100-1.4.3 says that each phase shall be completed in its entirety before the next phase is started, but General Phasing Note on 1G-110 says that phases may overlap or be rearranged as required by the general contractor. Will the general contractor be permitted to overlap phases and/or modify the phasing plans provided that at least one hangar bay remains operational at all times?”

The general contractor can overlap phases as long as at any given time, a minimum of one hangar bay between Buildings 301 and 302 is fully operational for military mission activities. See the second paragraph in section 1.4.3 of specification section 01 11 00 for more information. Furthermore, phases 1, 3, and 6 shall be completed in their entirely before the Government will issue a notice to proceed to the next phase. These phases are critical to the Government to accept and occupy the newly renovated spaces. Any deviations from the phases described in specification 01 11 00 should be approved by the Government.

36. “Specification 01 35 40.00 20 - May the Contractor's designated Environmental Manager perform other duties on the project or will this be his/her sole responsibility? May this representative be employed by a subcontractor such as the materials testing firm?”

The Contractor’s designated Environmental Manager may perform other duties on the project, so long as they do not conflict with that role. This representative may be employed by a subcontractor as well.

37. “2AD-301 - The keyed demolition notes do not correspond properly to the items they are referenced to in the drawing. Please clarify.”

All keynotes correspond to the items on the drawing. Refer to all other demolition drawings for additional information.

38. “Specification 015213 - Section 3.3 calls for daily janitorial service, maintenance, and weekly trash collection for the temporary swing space trailers. Please confirm that the general contractor is not responsible for this scope of work.”

All daily janitorial services, periodic cleaning and maintenance and weekly trash collection of the offices is the responsibility of the contractor.

39. “Specification 014500.0010 - Section 3.4.1 calls for a Design Quality Manager. Please confirm this is not required since the project is fully designed.”

This is correct, a Design Quality Manager is not required.

40. “Are the division and CLIN breakdowns per drawing set at the end of the bid form required to be submitted at the time of the bid? Providing this type and level of detail would require a substantial amount of time that would prevent offerors from analyzing some of the larger subcontractor quotes that cannot be received until just prior to bid closing, resulting in less competitive offers to the government and increasing the likelihood of errors in tabulating numbers three different ways. Can the breakdowns be submitted within 48 hours after the bid closing time?”

ALL portions of the bid, to include CLIN breakdowns, must be submitted by the response deadline.

41. “41 22 13 - Section 2.4.1 - Explosion Proof Requirements - provides Class and Division requirements but does not provide a Group classification. Please specify a Group classification for the jib crane.”

All devices mounted below 1’-6” shall be Class 1 Division 2, group D. All devices mounted above 1’-6” are not required to meet this classification.

42. “01 11 00 - The Summary of Work states that the Contractor is responsible for relocating all existing items/equipment for building occupants, but this is directly contradicted by 1) Specification 02 82 16.00 20, Para. 3.2.2 and 2) Specification 02 82 33.13 20, Para. 3.1.1.3, which both state that the Government will be responsible for moving all existing furniture and equipment. Please confirm that the Contractor is NOT responsible for relocation of all existing furniture and equipment.”

Specification sections 02 82 10.00 20 and 02 82 3.13 20 are incorrect. It is the contractor’s responsibility to move all existing furniture and equipment.

43. “1AD -100, 101, 102 - Please identify and locate existing conditions that are to be demolished. i.e. existing casework, wall types, acoustical ceiling tile, floor and wall finishes, etc.”

All demolition information is contained on the drawings. General Contractor shall review not only demolition drawings but all new work shown on all the drawing set (all disciplines) and be familiar with the limits of demolition. The general contractor shall review and understand new material installation in areas where existing materials are to be removed.

44. “2AD -100, 101, 102 - Please identify and locate existing conditions that are to be demolished. i.e. existing casework, wall types, acoustical ceiling tile, floor finishes, wall finishes, etc.”

All demolition information is contained on the drawings. General Contractor shall review not only demolition drawings but all new work shown on all the drawing set (all disciplines) and be familiar with the limits of demolition. The general contractor shall review and understand new material installation in areas where existing materials are to be removed.

45. “Specification 095100 - 2.1.2, ACT-1 requires a 0.75 NRC in the open office area, a 0.60 in conference rooms and 0.50 all other rooms. - 2.1.2.9 requires a 40 CAC. - 2.1.3 requires a

0.70 NRC. Room Finish Schedule 1l-102 (attached) – lists Optima as the ACT-1 Panel.

This does not achieve the requested 40 CAC. The CAC is actually a N/A. Addendum Clarification is needed with specification 095100 and Room Finish Schedule 1l-102. USG can match the listed Optima Panel or can match the NRC/CAC requirements in the specification 095100. Clarification of Panel performance will allow USG to provide project competitive bidding. USG Mars and Halcyon Panel data sheets are provided. Listing USG by product name – Mars (specific NRC/CAC panel) or Halcyon allows USG a clear understanding of the acceptable ceiling panel(s) for the project.”

Provide ACT-1 and ACT-2 per specification section 095100.

46. “Please provide the manufacturer who holds the current roof warranty and the name of the contractor who installed the roof.”

Warranty from Versico, roof installed by Kalkreuth RFG and Sheet Metal.

47. (Ref. Section 01 11 00) “Several PPE storage devices are to be moved. Will the PPE be removed or will the contractor be responsible for boxing them up, moving and then replacing them on/in the storage device? If boxing up is required will there be any special technical order instructions that will need to be followed?”

The Contractor is responsible for moving the PPE storage devices only (not the PPE itself).

48. (Ref. Section 01 11 00) “During the site visit there were additional furniture/storage items in the offices and shops. What will be the disposition of those items that are not listed for movement?”

Please see response for Amendment 2, Question 3.

49. “Is the piece of equipment for the metal shop that is sitting on the hanger floor accounted for in the moving plan and the new equipment placement plan?”

Please see response for Amendment 2, Question 3.

50. “Will we be responsible for moving the -21 equipment?”

The contractor is not responsible for moving the dash 21 equipment.

51. “We are moving 16 personnel from Manpower and Organization Flights into the trailers during Phase 2. It does not show these personnel coming out of the trailers during any subsequent phases. In Phase 4 is lists moving 9 MOF personnel from the trailers to Bldg

302. This brings the following questions: a. are the 9 MOF personnel part of the 16 Manpower/Organizational Flights during Phase 2? b. If this is correct when do the additional

7 Manpower/Organizational personnel get moved? c. If not when do the 16 personnel get moved out of the trailers and to where?

In Phase 2, the group name listed as “Manpower and Organizational Flights” should be changed to “Maintenance Operations Flights (MOF)”.

In Phase 7, a group listing for “Maintenance Operations Flights (MOF)” should be added showing 7 personnel moving from the trailers to Building 301.

52. “During Phase 2 (7) E&E personnel will be moved to Bldg 310 swing space and only (2) are to be moved out of 310 during Phase 7. Is there a requirement to move the additional 5 personnel.”

In Phase 7, the number of personnel for E&E should be changed from 2 to 7.

55. (Ref. Section 01 52 13 2.1A) “Lists a minimum of 100 sf per person. Are there any personnel which require private office space, if so how many?”

Provide a minimum of 9 private offices, 100 sf per office.

56. (Ref. Section 01 52 13 2.1B) “Lists a requirement of 150sq ft dedicated private space for the A&E representative. Can this office area be located in one of the swing space trailers.

Normal square footage of offices range in the 120 to 144 sq foot range is this acceptable.”

This is acceptable.

57. (Ref. Section 01 52 13 2.1J/L) “Since the most likely layout of workstations will have stations located off of the wall will an extension cord similar to GSA Advantage Catalog Page 1395 Part Number 79101 be acceptable to run to those workstations and using a similar cord protector for the phone/data cables?”

The Contractor shall submit the proposed trailer floor plan layout for approval per Specification 01 52 13 Temporary Modular Space.

58. (Ref. Section 01 52 13 2.1M) “What are the ratios of male/female to properly size the toilet trailer(s).”

Ratio: Male 80%, Female 20%.

59. (Ref. Section 01 52 13 2.1O) “Will an additional refrigerator and microwave be required for the trailers since it seems that each of the functions that are being moved into the trailers have identified refrigerators and microwaves on their moving lists?”

No.

60. (Ref. Section 01 52 13 3.1) “What is the existing available excess load on the electric panel(s) identified for tieing in the trailer power? Will the electrical contractor be required to penetrate any walls in the structure? If so are the any specific sealing requirements where the penetration is?”

Contractor shall provide a temporary new electrical service to modular trailers. Power is to originate from the nearest electrical transformer. Penetrations are per trailer vendor if required.

61. (Ref. Section 01 52 12 3.1) “Is there a potable water source available adjacent to the trailer location? What is the distance to the trailer location?”

Per base provided GIS information, an existing 6” PVC water line is located along the north side of Tanker Road, just south of Building 315. See the provided Utility sketch for more information.

62. (Ref. Section 01 52 13 3.2) “Is there a sanitary sewer connection available adjacent to the trailer location? What is the distance to the inlet and the size of the inlet.”

It is not anticipated that a connection to the sanitary sewer will be needed for the trailers.

63. (Ref. Section 01 52 13 3.2) “Will it be acceptable to epoxy anchors into the concrete for the trailers due to the winds and possible jet blast? Will and epoxy patch be an acceptable repair once the anchors are removed?”

It is not acceptable to punch holes in the apron.

64. (Ref. Section 01 52 13) “Are there set back requirements for placement of the trailers from the red line?”

A 15 ft. clearance should be maintained for drive lanes.

65. “Are there spacing requirements for the aisles between the office trailers?”

Provide a minimum of 5 ft. between trailers for pedestrian walkways.

66. “Will any barriers be required to be placed around the trailers?”

67. “Are any parking spaces required at the trailer location?”

68. (Ref. Section 01 52 13) “Will the travel path during the installation of the trailers to come on to the end of the commercial ramp by the 911th and travel across the end of the flight line. 69. (Ref. Section 01 52 13) “Is there a requirement for storage connexes at the trailer swing space?”

70. (Ref. Section 01 52 13 3.3) “Will the cleaning of the trailers be absorbed into the base cleaning contract in lieu of cleaning the normal office areas?”

No, the Contractor is responsible for cleaning the restroom trailer(s). The Government will be responsible for cleaning the office areas within the trailers.

71. “How many and what size boxes are to be provided to personnel to pack their personal items in for moving. Is the contractor to provide boxes to pack official items into when removed from shelves and desks. If so how many boxes per section?”

The Contractor is not responsible for providing boxes for moving personal items.

72. “There are line drawings for the swing space layout but there is no mention of any wall/ceiling construction. Will walls be required to be built? If so what type and height? If a ceiling is required can ceiling tiles and lighting fixtures be removed from B302 and installed in the swing areas?”

No wall / ceilings required.

73. “In the swing space, what are the electrical connections required for the equipment being moved in? Where is the panel location to feed these areas? Is the amperage sufficient to provide power to the shops in the flex areas? Will any sub-panels be required?”

The Contractor shall coordinate with the swing space users to determine and provide their electrical connection requirements. This shall be included in the Contractor’s fee.

74. “In the swing space, is there any requirement to modify the existing HVAC equipment to accommodate the wall areas.”

75. “Will the contractor be responsible for moving PME? If so will it be properly stored for transport?”

Please clarify what is meant by “PME”.

76. “Will the contractor be responsible for moving individual mobility bags?”

77. “Will items that are identified as going to DRMO be properly tagged for acceptance. How will the paperwork required for acceptance by supply be handled?”

Contractor is not responsible for paperwork associated with DRMO items.

78. “Will all equipment that contains fluids be drained and purged that are being turned into

DRMO?”

Yes.

79. “Are there movement technical orders/manufacturers instructions available for any of the shop equipment that is identified for movement?”

There are no movement technical orders for any shop equipment to provide at this time.

80. “Will computers, monitors, printers and phones be moved from the areas prior to the contractor be required to move other items identified?”

81. “The existing retaining wall at the rear of the hanger is a landscape type wall. There are no notes on the wall. Is the intent to remove the existing wall, store and reinstall it as part of the new tank/pump house?”

Existing wall to remain as shown in construction documents.

82. “Will we be permitted to remove a portion of the CMU wall to allow movement of material onto a forklift and reduce the labor effort for moving occupants and equipment?”

Please clarify which CMU wall is being referenced.

83. “Will we be permitted to place demolition/construction waste dumpsters on the hanger floor as long as there is sufficient protection in place?”

84. “The sequence for the HVU units detailed on drawings 1M-704, and 2M-706, under the description of the sequence of operation an electric reheat coil is reference numerous times.

We do not see an electric reheat coil in these units, or in their associated duct work. Can you clarify?”

Electric reheat is not desired, heating is proved by the gas fired coil.

85. “The sequence for the HVU units detailed on drawings 1M-704, and 2M-706, under the points list, there is a point name “HVU-n-NGV-POS” and it is described as HVU chilled water control valve position”. There doesn’t appear to be chilled water in these units. Please confirm that this describes the HVU gas valves, and that these gas valves are furnished and installed by the HVU unit manufacturer.”

This point is for the position of the gas value on the gas fired heating coil this unit will be provided by the manufacturer of the unit.

86. “What areas on this project require escorts?”

Flight line access will require escorts for un-vetted contractors.

87. “Are there any areas that require shift work or off hours?”

88. “The trailer staging area is near Bldg. 315 on the other side of the apron from the project.

Where is the power and data originating from for the trailers?”

Reference the provided Utility sketch for approximate location of existing power and communication infrastructure.

89. “Siemens will need a number of IP drops for the DDC system communications. Since there is a new telecom system, will the IP drops we require be provided to the locations needed for the DDC controls by the base, or should Siemens plan to pull the necessary IP drop from one of the comm rooms? If so, are all 4 comm rooms shown available for our IP source, or should we only use a specific comm room?”

Refer to answer posted previously in this document, and in Amendment 1 RFI.

90. “Will any of the control wiring associated with the DF-1-1 thru DF-2-4 fans, or any of their associated accessory devices be located in the classified areas of the hangars as indicated on the contract drawings 1E-040 and 2E-040?”

91. “Is there a planned location for the DF-1-1 thru DF-2-4 fans’ control panels, sensors, and emergency shutoff switch as noted on the schedules for these fans on contract drawings 1M- 602 and 2M-603?”

92. “The schedule for the IRH heaters on contract drawings 1M-602 and 2M-603, notes #1 indicate “Integral Thermostat”. Should we presume those control devices are furnished and installed at the factory by the IRH heater manufacturer? There doesn’t appear to be any requirement for Siemens to control these IRH heaters, can you confirm?”

93. “The 100% outside air units tagged HVU-1 thru HVU-4 have a note of their schedule indicating spark resistant wheel and explosion proof motor. Is there also a requirement for the controls on these units as to be rated for explosion proof application? Or is that necessary since they are being used as 100% outside air?”

94. “Exhaust fans tagged EF-1-2, Ef-2-1 thru EF-3-6 are all scheduled as explosion proof. We would typically furnish explosion proof control devices and wiring servicing any exhaust fans indicated as explosion proof. Should we presume the exhaust fans I have indicated are to have explosion proof controls?”

95. “Specification section 23 09 23.13 20, page 21, paragraph 2.4.1 says to provide an operator workstation. Also, page 18, paragraph 2.1.3.1 describes the workstation hardware. Since there already is a Siemens workstation on the base, is a new workstation required as part of this project?”

96. “Specification section 23 09 23.13 20, page 12, paragraph 2.1.b says to provide a notebook computer. Is a new notebook computer required for this project?”

97. “Clarification: Drawings 2MD-101, 2MD-102, 2MD-103, 2M-401, and 2M-702 in the title block indicate Hangar 301, but these all appear to be Hangar 302 drawings. Please confirm.”

98. “Please schedule an additional walk-through, as more subs are requesting to see the site.”

No additional walkthroughs are able to be scheduled.

99. “Please provide as-built information about the large tank to be demolished.”

Existing water tank as-built drawings are attached.

100. “Please provide product and safety information about the foam that was previously discharged into the building.”

101. “In the first pre-proposal meeting on 6 February 2017 it was mentioned by someone on the phone during the conference call that the Bid Bond for the project is to be turned in by itself earlier than other proposal documents; If you could please indicate how much earlier and confirm location.”

Bid bond shall be turned in with the RFP package, and is accordingly due no later than the RFP submission deadline. Location is the same as for the RFP package:

103. “The glazing schedule indicates window type W1 is 1 hr hollow metal. Key Note #7 on 1a-301 indicates 1 hr rated aluminum. Please confirm these windows are hollow metal and not aluminum.”

Fire rated windows to have hollow metal frames.

104. “Specification 011100-1.4.3.1 says that the contractor shall complete work in Phases 4, 5, and 6 within 360 calendar days from the notice to proceed for Phase 3. Please confirm that this is incorrect, and that we have 360 calendar days from the notice to proceed for Phase 4.”

Phase 6, last paragraph should read, The contractor shall complete work in Phases 4, 5, and 6 within 360 calendar days from notice to proceed for Phase 4.”…

105. “Specification 41 22 13 - Jib Cranes - Para. 2.4.5.2 - Operating Pushbuttons - calls for 6 pushbuttons. Since the boom on the jib crane appears to be motorized then 8 pushbuttons would be required. Please confirm the amount of pushbuttons required per the specification (6 ea) is correct.”

Provide the number of pushbuttons required to control the full motion of the crane.

106. “Specification 41 22 13 - Jib Cranes - Para. 1.3.2.6 - Motor Requirements - mentions to provide a "motor with sufficient electric power for rotation of crane and operation of trolley and hoist". Please confirm that a motor rotating jib crane is required.”

107. “Sheets 1A-102B and 2A-102B call for metal ladders to be provided to existing roof hatches under the Key Notes tables, but no details have been provided for said ladders.

Please provide details for the roof access ladders.”

108. “Sheet 1A-202, and several other sheets throught the plans state that all the existing sidewalks, ramps, and stairs are to remain. It is clear that the government's intent is to replace all existing interior railing, but not clear if the exterior railing shall remain or be replaced. Please confirm all railing (interior and exterior) shall be replaced. If there are any rails to remain, please specify their location(s).”

All interior railings to be replaced. All existing exterior railings shown on sheet 1A-202 to remain. Replace railings for stairs and ramps being replaced as shown on sheets 2C-001 through 2C-503.

109. “Option 2 - Window Blinds, Display Boards - mentions that Casework shall be included as part of the option. Please confirm that all Millwork/Casework shall be included in Bid Option 2 and NOT included in the Base Bid.”

Response: Per drawings 1G-001 and 2G-001, ABI number 2, “Window Blinds, Visual Display Boards and Casework (Base cabinets are base bid).” All base cabinets and lavatory countertops shall be included in the base bid. All wall cabinets and any other casework shall be included in ABI number 2.

110. “Specification 12 21 00 - Window Blinds, Para. 2.1 - Window Blinds, calls for

"aluminum vertical louver" blinds, which is atypical given the type of windows required for this project. Please confirm that 1", aluminum, horizontal louver mini blinds would be acceptable in lieu of the vertical louver blinds specified.”

Windows blinds to be provided per specification section 12 21 00 – Window Blinds.

111. “The Hazardous Material Report provided indicates that steel structure in the hangar bays contain lead based paint in excess of 1.0 MG/CM2. Specification 02 82 33.13 20 details lead based paint removal. To complete this process for the entire structure would be extremely time consuming and costly. Our interpretation is that the contractor will provide protective equipment for all employees as well as a lead management plan, and that abatement/removal of existing lead based paint is not required. Please confirm that removal of lead based paint on existing structure is not required.”

Lead based paint should be abated in all areas that are affected by new work.

112. “Specification 015213 requires 100 SF per person within the temporary trailer swing space. Phase 2 will require space for 80 people and therefore at least 8,000 SF of trailer space. However, the area shown on 1G-111 for the modular swing space measures approximately 4,100 SF. Please identify where the remainder of the temporary trailers will be installed to meet the swing space requirements.”

The space for the trailers shall as indicated on sheet 1G-111 and extend to the northwest and southeast as required; however, the trailers cannot cross the red security line shown in the site plan.

113. “Our interpretation of the bid schedule is that the full scope of Div 27 Communications is included in Clin 0002. The required breakdown is for items captured in Clin 0001 only. Div 27 Communications is included in the breakdown request. Please identify any Div 27 Communications items that should be included in Clin 0001 and therefore included in the price breakdown.”

Bid Notes, All communication systems are part of a bid line item that is separate from the base bid and the security system base bid line item.

Base Bid: All cable trays, conduit and patch panels.

Bid line item: The purchase, installation, testing and labeling of all communications equipment and wiring.

114. “Please provide information for Door No.s 015, 018A, and 018B.”

Door 015 to match information on door 104 plus kick plates on both sides. For doors 018A and 018B match information on door 005C.

115. “Finished Schedule 1I-101 Labels Rooms 108, 122, 124, 126 to have Ceiling Finish of PT-5. Reflected ceiling plan 1A-131 labels these rooms to have an acoustical ceiling. Please clarify.”

120. “Finished Schedules 1I-101 and 2I-101 have several rooms with finished floor of sealed concrete (SC). However, there is no product or specification for the concrete sealer. Please provide.”

For Sealed Concrete (SC) provide RFS-2 with the exception of rooms 190, 191, 192. For these 3 rooms provide sealed concrete per spec section 03 30 00 paragraph 2.6.1.

121. “Demo Drawing 1AD-100 Note 4 is to “Remove Existing Exterior Doors”. Basement Floor Plan 1A-100B Note 3 says “Refer to details A3, B3, & D3 on Sheet 1A-602 for work around all existing exteriors door to remain”. Please clarify if the exterior doors are to be new or existing.”

For door details on all doors refer to door schedule.

122. “Door Schedule on Drawing 1A-601 does not have a hardware set for Door 001A. Please provide hardware set.”

Provide Hardware Set 01 for door 001A.

123. “The Project Specification Manual includes specification section “08 34 59 Day Gates”.

However, Door Schedules 1A-601 and 2A-601 do not have a door type for day gates, and there is no day gate called out on the contract drawings. Please clarify if day gates are to be provided.”

124. “The Specifications state that door assemblies are to match the STC rating of the partition for which they are being installed. The STC rating for partition type D is STC 50. It will be very difficult to meet this rating with a conventional assemblies. Please provide a specification for sound control door assemblies and/or consider reducing the minimum STC rating for these openings.”

For Partition type D provide doors with an STC rating of 47.

125. “Many of the doors required to meet an STC rating of 45 have Note #14 which requires undercutting. An STC rating of 45 will not be attainable with the required undercut. Please address.”

Provide doors with an STC rating of 45 and provide 6”x 6” transfer ducts and two ducted return grilles for room pressurization in lieu of door undercuts.

126. “Although the specifications call for field erected tanks, would shop built tanks be an acceptable alternative? If so, the diameter of the tanks will be smaller, due to shipping requirements which will, in turn, enlarge the height of the tanks to approximately 60'.”

Shop built tanks are not acceptable.

127. “Wall types L and M indicate a 2" closed cell spray foam insulation/air barrier. Please provide specification for this scope of work?”

Reference Amendment 2 question 25.

128. “Building 304 is identified in the asbestos and lead report. Shall we include any type of abatement in Building 304?”

No. Building 304 is not in the scope of this project.

129. “Note #10 states: “ALL DEMOLITION MATERIAL, EQUIPMENT AND DEBRIS

SHALL BE REMOVED AT THE END OF EACH WORK DAY FROM THE SITE TO AN

AREA DESIGNATED BY THE CONTRACTING OFFICER’S’ REPRESENTATIVE.” Is the intent that all debris shall be hauled off the construction site and disposed of at a location designated by the Contracting Officer? If so, please provide location of designated area? If not, please provide intent.”

This is not required and can be omitted.

130. “Wall types L and M indicate that the CMU wall cells are to be filled with foam. Please provide specification for this scope of work?”

Reference Amendment 2 question 24.

131. “Room 158 Compressor is shown in the finish schedule but not in the floor plan. Please advise.”

Compressor Room 158 not in project. Disregard.

132. “G3 is scheduled as 2 hr fire rated glazing and is to be installed in exterior AT/FP single hung aluminum windows. We are not familiar with any assembly that has been tested for blast resistance with 2 hr fire rated glazing. Please confirm that window type W3 is required to meet both blast resistance and 2 hr fire ratings. If confirmed, please provide basis of design product/manufactuer info for pricing purposes.”

Basis of design is: Krieger WIN-KBR-5.8. Window to be 90 minute 430 stainless steel, fixed no single hung. Window elevation to match W3.

133. “Reference is made to the specification Section 10 10 00 Visual Communication Specialties. The specification section includes markerboards and projection screens. We have been unable to locate any markerboards or projection screens on the drawings. Are there any?”

No marker boards on project. Reference Reflected Ceiling Plans for projector screen locations.

134. “Please provide specification for Concrete Sealer that is to be used for Hangar Floors and other Rooms where Noted on Finished Schedule 1I-101 and 2I-101.”

Hangar Floors shall have RFS-1 per finish schedules. For Sealed Concrete (SC) provide RSF-2 with the exception of rooms 190, 191, 192. For these 3 rooms provide sealed concrete per spec section 03 30 00 paragraph 2.6.1.

135. “Are new duct systems to be cleaned if properly protected (cap and sealed) and not utilized for temporary heat?”

Cleaning of ducts systems are not required if kept clean through the construction process.

However, if construction debris and dust infiltrates the duct systems prior to turn over to the Government cleaning will be required.

136. “Are duct access door to be installed every 20 feet for indoor air quality housekeeping purposes (as specified in 233113/3.3.1.8)?”

This is not required and can be omitted. The specification will be edited.

137. “Are rectangular transfer ducts the only duct system to be acoustically lined?”

138. “Is it the intent of the specification for all duct to be constructed to SMACNA 2” pressure class?”

Correct except for the kitchen duct work that has to meet additional NFPA standards.

139. “We are to replace the rainwater leaders located in the Hangar area. Please provide information on the size to be used.”

The intent of the design is to match existing rain leader sizes, calculating for areas of coverage leaders shall be no smaller than 6” and coverages area should be less than 7,000 sf per drain.

140. “Reference Drawings 1E-101 and 1E-610: Please provide conduit and feeder sizes for Panel HW112 circuits 2, 4, 6 and 7, 9, 11 as none are shown and the trip ratings are 250 amp.”

4-250 KCMIL & 1#4G – 3”C should be used for both circuits.
