Q & A (TWO)
SOLICITATION #: W912KC-11-R-0002
PROJECTS: (JLSQ092024/092025) Repair Hangar Exteriors (Buildings 301/302) Responses to ContractorS Questions & NOTES - 2
TECHNICAL / ENGINEERING QUESTIONS
Q1) Architectural drawings reference new roof drains at various points in the new roofing.... Please provide the basis for design, including manufacturer and model number for the new roof drains.
A1) There is not a basis of design to reference for the roof drains/downspouts. We will add the following note to our details at roof drains: “Note: Roof drain to be sized to match existing roof drain and to comply with warranty requirements for EPDM warranty. Roof drain is to be cast iron.”
Q2) Specification 233113 Section 3.7 "Duct Cleaning" indicates new and existing duct systems to be cleaned before testing, adjusting, and balancing.... Please provide existing duct drawings to allow for accurate pricing of this requirement.
A2) Duct cleaning is only limited to those portions of the duct accessible from the mechanical system removal and reinstallation. It is meant to direct the contractor to clean and remove any debris that may have been introduced into the system from the other trades work.
Q3) Drawings and construction sequences reference "replacement of curbs under mechanical equipment, etc. Specification 077200 Section 2.3 notes that new curbs where indicated are to be provided with integral spring-type vibration isolators. This requirement is not indicated for any curbs. Are any vibration curbs required on this project?
A3) The existing equipment should have internal vibration isolation and would not need vibration isolation on the new curbs.
Q4) Drawings and construction sequences reference "replacement of curbs under mechanical equipment, etc." Is it the intent of the owner that all curbs for fans, piping, roof top equipment, duct, and electric be replaced to the existing metal deck? Or will the owner accept adding metal or weather resistant wood extensions to the existing curbs?
A4) The intent is to install new roof curbs of the proper height for the new roof. Existing ductwork may have to be extended as well for the taller roof curbs.
Q5) The mechanical, electrical, and plumbing (MEP) trades construction work is spread over various building locations. Bid breakdowns for the (2) hangars are not clear where the mechanical (units’ removal/reinstallation, duct revisions, curbing replacements), piping, electrical, and plumbing construction costs are to be carried. Please advise which of the CLIN numbers the MEP costs are to be carried.
A5) The MEP work associated with the roof replacement should be included in the Sustainment Repair (Roof Repair) CLIN number item for each respective building. Any remaining MEP work that is not directly related to the work being done on the roof of Building 301 and/or Building 302 should be included in the Restoration Modernization Repair CLIN for each building as appropriate, based on the work item in question.
Q6) Fire protection/sprinkler piping is present throughout the complex. There is no mention of sprinkler renovations on the drawings. Please confirm that there is no fire protection/sprinkler work required for the project.
A6) There is no fire protection/sprinkler work required for this project.
Q7) Site drawing C-502 reflects detail 5 "Downspout Tie-in to Existing Storm Drain Pipe". Existing storm/downspouts have cleanout tees before the pipe enters the ground. Will the new downspouts require clean-out tees?
A7) Current design calls for a cast iron downspout shoe. Contractor should use a cast iron shoe with cleanout (like Neenah R-4929 or similar). Drawing C-502, Detail 5 has been updated to reflect this revision as noted on the plan sheet included with this Amendment.
Q8) There are several wall mounted exhaust fans that will be removed and remounted on the new wall panel system. Please provide a detail for supporting/reinforcing of the wall panel system at these locations.
A8) Frame all duct and fan openings with 6” deep cold-formed metal framing.
Q9) Specification 074216 - Section 2.4.C requires the use of extrusion trim. Drawing A-310, Detail 2, calls for Metal Flashing. Is sheet metal flashing an approved material?
A9) Specification is correct; provide extrusion trim and metal flashing in addition to extrusion trim. Drawings are to be revised and reissued in Amendment 002.
Q10) Regarding Specification 074113 - 2.7 Metal Soffit Panels. Where does this apply?
A10) Metal Soffit Panel paragraph to be deleted from Specification 074113 “Metal Roof Panels” in revised specification in Amendment 002.
Q11) On Drawing A-601, per the Door Schedule, Doors 101, 156, 159, & 171 are to receive card readers. Regarding Specification 087100, “Door Hardware”, the only hardware set that requires a card reader is HW Set 06 which only applies to door 156. Please clarify.
A11) Only Door 156 has a card reader. Card reader requirements on Sheet A-601 for Doors 101, 159 and 171 will be revised in Amendment 002.
Q12) On Drawing A-102, Hangar 302, Mechanical Room 2's square footage is larger than it appears to be on Drawing A-202, Detail 1. Please clarify
A12) Floor plans are to be revised to show the correct size of Mechanical Room 2 in Amendment 002.
Q13) On Drawing A-313, Detail 5 is the only detail requiring bituminous waterproofing at the existing foundation wall and new concrete ledge. Is bituminous waterproofing required at all new and existing foundation walls and new concrete ledge locations?
A13) At all locations where grade is higher than the floor level, CMU or concrete wall is to receive sheet membrane waterproofing.
Q14) The fall protection lifelines are shown on: (1) The crest of each barrel roof; (2) On the sloping gable roofs of the new door support structures, and (3) To follow the curved barrel roof at the north end of each hangar. At locations 2 and 3 there is a danger that the user could fall down the slope of the roof as well as vertically off the side. However, the specified Flex-ridge product does not have a locking trolley to guard against falls down the slope. Please explain the design intent and whether or not the completed fall protection system is to protect against falls down the roof slope.
A14) Specification 055001, Roof Top Fall Protection, will be revised in Amendment 002.
Q15) Under Specification “Metal Roof Panels”, 074113 – 6, it states the color to be “Hunter Green” while it was stated the roof would be “White”. Please clarify true color and correct specification as needed.
A15) Specification 074113 Metal Roof Panels will be revised in Amendment 002.
Q16) The project states to replace damaged insulation but there is no quantity provided. How is that item to be estimated for pricing?
A16) See Specification 075300 “Fully Adhered Standard Adhesive EPDM Roofing System”
Q17) Which rooms are to the bathrooms (to be tiled on the wall)?
A17) Rooms 212, 229, and 251 are bathrooms that each have two windows requiring tiling work, for a total of six windows. Of note, Room 242 is a locker room adjoined to Room 229 that has two windows as well, but the finish is similar to other non-tiled windows on the same floor.
Q18) Door #301 is on the door schedule, but yet there is no hardware listed for it.
A18) The Specification 087100, “Door Hardware”, will be revised in Amendment 002 to show hardware for this door.
Q19) Doors #159 and #171 call for card readers but the hardware that is listed under hardware set #10 is not compatible.
A19) Only Door 156 has a card reader. Card reader requirements on Sheet A-601 for Doors 101, 159, and 171 will be revised in Amendment 002.
Q20) Door #178 is listed in hardware set #05 but there is another 178A in hardware set #07 that is not on the door schedule.
A20) Door 178A will be deleted in Amendment 002.
Q21) Please confirm EPDM color with respect to SSSM barrel roof color.
A21) EPDM color to be white. SSSM color to be Stone White. Changes are to be in Amendment 002.
Q22) Are there any structural stability issues due to wind uplift or other forces in the period between when the existing doors, metal skin, and support structure are demolished (essentially creating an open end condition of the hangar building) until the new structure, exterior panels, and fabric door are installed? If so, what are the temporary support requirements for the existing structure that remains in place?
A22) No additional bracing is required to accommodate wind load. The building typically functions as an open structure.

6. INFORMATION: Regarding Wind Uplift pertaining to Question 33 above, during periods of high wind, the hangar bay doors should be closed if possible. During the period of time that a hangar bay cannot be closed, the existing siding on the rear wall of the hangar should be temporarily supported against out-of-plane wind pressure until it is replaced with new siding. As an alternative, the contractor may remove the existing siding and glazing and temporarily replace with plastic sheeting to provide moisture protection for the hangar bay. The contractor may also propose other methods to protect the rear wall from wind loads during construction. The existing roof design is adequate to resist uplift pressures of 70 mph winds with the hangar bay door open. If wind speeds greater than 70 mph are anticipated, the roof deck should be secured by applying ballast equal to 10 psf to the upper surface of the roof.
