Q & A (ONE)
SOLICITATION #: W912KC-11-R-0002
PROJECTS: (JLSQ092024/092025) Repair Hangar Exteriors (Buildings 301/302)
RESPONSES TO CONTRACTORS QUESTIONS & NOTES (ONE)
TECHNICAL / ENGINEERING QUESTIONS
Q1) Are actual size drawings available for Contractors?
A1) No, drawings are in PDF format posted to FedBizOps on the solicitation page; they may be taken to local printers for hardcopy reproduction.
Q2) Are translucent panels in PowerPoint presentation correct?
A2) No, there are four translucent panels. See latest Drawings and Specs.
Q3) Was there lead testing and asbestos testing on hangars? How would asbestos found during construction impact project? What is process?
A3) Asbestos testing found only material in the mechanical rooms and an electrical shop, which should not affect these projects. No lead testing was conducted. CONTRACTING NOTE: Any discovery of hazardous materials that were not reported by the Government would be considered as “Differing Site Conditions,” FAR 52.236-2, and allow the Contractor to submit a Change Order proposal.
Q4) Are there any height restrictions for cranes?
A4) There are none foreseen for these projects. Coordination from Contractor to 171 CES to Pittsburgh Airport
Authority is required. Contractor should provide: 1) dates/duration crane will be on-site and 2) height of crane, as far in advance as possible.
Q5) Is there a recycling facility on base? What is base’s recommended process concerning recycling?
A5) All material “disposals” are required to be taken off base. Recycling to the maximum extent practicable is encouraged. All shipping documents must be provided to 171 CES per the Specifications.
Q6) Please expound on the LEED requirements?
A6) Projects are not LEED certifiable, only LEED meritable, although the Government would like to get the maximum amount of LEED points as possible. CONTRACTING NOTE: LEED is NOT part of the proposal evaluation criteria.
Q7) How will process work coordinating the use of one hangar for construction while other hangar is operational?
A7) The Contractor will provide a two week notice when work will begin on a hangar. 171 CES will coordinate with 171 MXG to ensure facility is ready for work. For the hangar that will remain operational, Contractor will ensure aircraft may access it while working on the hangar that is being renovated/repaired.
Q8) Regarding roof fasteners pull-out capacity what are the specs on this?
A8) See Specification section 07 41 13 Metal Roof Panels, paragraph 3.5 (reference Q13).
Q9) Removing materials and possible shutdown of HVAC systems, how will this impact project? Is contractor required to provide temp units?
A9) There is no impact foreseen. Contractor is NOT required to provide temporary units.
Q10) How will restricted area outside flight line hangars affect project? Is contractor limited to only the fifty feet outside hangar to line?
A10) Not necessarily, but coordination through the Contracting Officer’s Representative (COR) is required so that notice can be provided to 171ARW Security Forces Squadron (SFS) .
Q11) Are there restrictions on bringing Contractor equipment on base?
A11) There are no restrictions unless equipment has a radioactive source or emits radiofrequency radiation, laser radiation, or x-rays. In those instances, written programs and procedures as well as current certifications will need to be provided, In addition, note that some equipment (see Q4) may require coordination with other on or off base agencies.
Q12) Where is parking for personal vehicles of contractor and contractor equipment?
A12) Designated parking and staging areas will be identified in the vicinity of Buildings 301/302 per the drawings.
Vehicles are to be parked in any areas not on the flight line. Other arrangements can be made through the COR.
Q13) How important is spacing of clips?
A13) Per AE, check with roof subcontractor or manufacturer on exact requirements for their specific products. See
Specification section 07 41 13 Metal Roof Panels, paragraph 3.1 (reference Q8).
Q14) When would it be recommended to schedule something like moving transformers due to electrical shutdown?
A14) Shutdown should take place on days with the least impact to base operations. A weekend or AWS (off)
Monday is the most preferable, if there are personnel on-site. Contractor should coordinate two weeks in advance of shutdown and shutdown time period should be minimal.
Q15) Will work on Alternate Work Schedule (off) Mondays be permitted?
A15) This is a very rare exception and only in cases pertaining to reducing the effects of utility or other service shutdowns (see Q14). Regardless, Government personnel would have to be on-site to monitor work. AWS Mondays will be identified to the Contract awardee. Normal working hours are 7:00 a.m. to 4:30 p.m. Work after 4:30 p.m.
can be coordinated with the COR on a case by case basis.
CONTRACTING QUESTIONS
Q1) Can / will projects be awarded separately?
A1) No. The Government’s intent is to award a single contract.
Q2) Has funding been appropriated for the projects/award?
A2) Yes. Certified funding has been received by the 171ARW for both projects and the contract.
Q3) What are the base security requirements for contractors?
A3) A comprehensive “CONTRACTOR – SUBCONTRACTOR SECURITY REQUIREMENTS” section will be included in solicitation amendment 0001.
Q4) What is bid structure?
A4) First three sub-CLINs (Line Items) of each project are for the Base Bid. There are various Bid Options for each project. Review the “Bid Structure” spreadsheet posted to FedBizOps
Q5) Will Construction Phasing example contained in PowerPoint be in FedBizOps package?
A5) Yes. This will posted as a separate document. NOTE: This phasing plan is not a requirement, only one possible recommendation. The contractor’s project schedule must be reviewed and approved before work can begin.
Q6) What are restrictions on supply delivery for contractors?
A6) Supply deliveries are solely the contractor’s responsibility.
Q7) Can a contractor submit their MATOC Quality Plan?
A7) No. Provide a separate Quality Plan.
Q8) What is work schedule for Contractor?
A8) See Technical Q15 above.
Q9) Why despite being approved for export controlled access (via DD2345), we still cannot access the drawings and specifications?
A9) You need to contact the Federal Business Opportunities (FBO) Helpdesk after receiving the export controlled approval. They (FBO) will enable your account to access export controlled material.
