About this file
This document is a Questions and Answers (Q&A) set for a Maryland Army National Guard (MDARNG) Recruiting and Retention Battalion (RRB) digital marketing solicitation. The Q&A provides detailed clarifications on the Statement of Work (SOW), covering key requirements such as training conferences, geographic information system (GIS) analytic studies, map production, data access, marketing content approvals, on-site support, and performance tracking. Key deliverables include two in-person training conferences, four online training sessions, four GIS analytic studies, ten high-resolution custom maps, monthly consulting sessions, customized training modules, marketing analysis, custom landing pages for 50 recruiters, and a comprehensive marketing execution plan.
The solicitation seeks a one-year contract to enhance recruiting efforts through digital marketing strategies, with a focus on lead generation for ages 17-36. The contractor will be responsible for developing marketing tools, tracking recruitment outcomes, creating eLearning modules, implementing reputation management strategies, and producing targeted marketing materials. Performance will be evaluated based on metrics including enlistments, recruit leads, and return on investment. The Maryland Army National Guard will cover travel expenses for training conferences and requires approval for any content utilizing their logo or involving recruiters. Quotes are to be submitted via email to Cory Silfies, with SAM registration required for participation.

Questions
· Reference: SOW Section 4.2.1 vs 4.2.2: Training requirements specify "two (2) in-person training conferences" and "four (4) online training sessions."
· Question: Are these spread evenly across the 12-month period, or do you have preferred timing? Should the in-person conferences be scheduled around specific recruiting cycles?
- We would like the training to be evenly spread over a 12-month period.
· Reference: SOW Section 4.3.2 vs 4.3.3: The requirement calls for "four (4) Geographic Information System (GIS) analytic studies" and "a minimum of ten (10) high-resolution custom maps."
· Question: Are the 10 maps deliverables separate from the 4 GIS studies, or are they produced as part of the studies? What constitutes "high-resolution" for your purposes?
- The 10 maps and the 4 GIS studies are separate.
· Reference: SOW Section 2.1 vs Section 7: Section 2.1 states the Government provides "no furnished property... other than access to the facility," but Section 8.1.1 mentions providing "access to recruiting production data."
· Question: What level of data access will be provided, and will this require contractor personnel to have specific security clearances or system access?
- We will be looking for the contractor to provide us with information from the public. A security clearance or system of access will not be provided by us due to the contractors using their own platforms.

· Reference: SOW Section 5.3: References a Quality Assurance Surveillance Plan (QASP).
· Question: Is the QASP available for review? It's not included in the provided documents but appears to be a key performance evaluation tool.
QASP is not an evaluation factor on the RFQ
· Reference: SOW Section 1.5.3: Services are to be provided "remotely, with on-site support at designated Maryland Army National Guard recruiting locations."
