EVALUATION FACTORS FOR AWARD
FAR 13.5, Test Program for Certain Commercial Items
RFQ: W912K6-18-Q-0018
Maryland Army National Guard (MDARNG) intends to award Firm-Fixed Price (FFP) contract. The Government intends to award a single contract to a qualified Small Business Offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote conforms to all the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set out in this solicitation. The award will be made based on the best overall (i.e. best value) quote that is determined to be the most be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical, Past Performance, and Price. To arrive at a Best Value decision, the Contracting Officer will integrate the evaluation of Past/Present Performance, Technical and Price as set out in the solicitation. In terms of the relative importance of the factors, the Technical factor is approximately equal to Present/ Past Performance and when combined however, the Technical and Past Performance are significantly less important than cost or price. The Offeror that represents the best value to the Government will be selected for award in accordance with FAR 13.106 in combination with FAR 15 evaluation procedures.
The offeror's proposal shall contain the offeror's best offer from a price and technical standpoint. The Government intends to evaluate offers and award purchase order(s) without discussions, but reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation.
Offerors must be actively registered with the System for Award Management (SAM) system prior to award per Federal Acquisition Regulation (FAR) 4.1102. The quote must include the offeror’s DUNS/CAGE. Failure to be actively registered will result in disqualification of offer from consideration without further evaluation. Further information may be obtained at website https://www.sam.gov.
Evaluation factors:
1. Technical
a. Delivery and installation schedule; impacts the occupation date of the building.
b. Capability of the offered product to meet the requirements identified in the Statement of Work
(SOW). Product literature must be included and show product features and specifications.
2. Past/Present Performance: The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully meeting the requirements in the SOW.
3. Price: Price breakdown must be provided as indicated in the RFQ. Detailed breakdown of product cost should be included as well.
