General Project Information:
1.1. Project Location and Background: Demolition of Pump House (Facility 1152), Demolition of Water Storage (Facility 1151), and Reroof of the flat roof portion of Base Hazardous Storage (Facility 1150) located at the Martin State Airport, Maryland Air National Guard, Baltimore, MD 21220. This project renovates the south wall of the original Base Hazardous Storage (Facility 1150) as required by the demolition of Pump House (Facility 1152). The existing electrical and domestic water service in Pump House (Facility 1152) is to be removed after new electrical and domestic water service to the Base Hazardous Storage (Facility 1150) has been installed. This project also installs an insertable gate valve on the existing 8 inch domestic water main that is located next to Base Hazardous Storage (Facility 1150) and will be accessible by a lockable valve box.
1.2. Site Description: The Maryland Air National Guard, Warfield Air National Guard Base has a workforce of over seventeen hundred full and part-time personnel, with facilities occupying one hundred and seventy five acres of property. The primary mission is to provide security to the nation and the state of Maryland. These facilities require security protection at all times. Absolutely no photography of aircraft is permitted.
1.3. Use of Premises:
1.3.1. Coordinate access to premises with Contracting Officer’s Technical Representative (COR) Maj Walt Moddison at (410) 918-6537 for execution of work. If military emergency operations require escorts, the Government will provide them to the Contractor at no cost.
1.3.2. The Contractor shall designate employees; usually the job superintendent and one other person, to sign a background check release form for base access. Once a background check has been completed with no negative findings, those employees will be granted escort privileges. This employee shall be responsible for escorting all employees that do not have badges, including subcontractors and delivery persons.
1.3.3. The COR will determine the equipment, material, and other staging locations or work areas available under this contract.

2. Specific Project Information: This project demolishes Pump House (Facility 1152), demolishes Water Storage (Facility 1151), and reroofs the flat roof portion of Base Hazardous Storage (Facility 1150) to make space for a new pump house and water storage tanks that are a part of the PJMS032027A, Renovate A-10 Maintenance Hangar and Shops (Facility 1070) project. The project also includes providing new electrical and domestic water service to Base Hazardous Storage (Facility 1150) and installs an insertable gate valve on the existing 8 inch domestic water main.
2.0.1. The project has nine major components;
2.0.1.1. First is the installation of an insertable gate valve on the existing 8 inch domestic water main. The water main runs parallel to Base Hazardous Storage (Facility 1150) and Pump House (Facility 1152) in the grassy area on the east side of the facilities. The water main is approximately 6 feet below finish grade. Provide and install earth shoring and dewatering as required. A lockable valve box shall be provided and installed during the earth backfill process.
2.0.1.2. Second is the fire protection piping bypass of the existing fire protection pumps in Pump House (Facility 1152). Disconnect and remove FP valves connecting fire pumps with FP line. Install in-line Fire Protection piping in the lower floor level of the Pump House to reconnect the existing incoming 8 inch FP line and the existing outgoing 12 inch FP line.
2.0.1.3. Third is the installation of a new electrical service/meter and new domestic water service to the Base Hazardous Storage (Facility 1150). Both services currently pass through Pump House (Facility 1152). Furnish and install a new meter base on the north side of the northwest corner of Facility 1150. The Contractor shall be responsible for all coordination with BG&E for outages and work standards. Furnish and install a new ASTM/SCTE 77 Tier 15 rated, labeled, electrical handhole at the northeast corner of Facility 1150. Excavate a new trench through pavement on the north side of Facility 1150 for the following new circuits: service from utility transformer to meter base, branch circuit to Vehicle Inspection Facility Gate Arm. Restore pavement to match existing. Install Government-Furnished 37.5kVA, 480V-120/240V transformer wall-mounted in Facility 1150 Electrical Room. Furnish and install new service from the meter base to a new 100A, 600V, NEMA 4X fused disconnect and to the 37.5kVA transformer. Furnish and install new service from the transformer to the existing 200A, 120/240V main panelboard in the Facility 1150 Electrical Room. Furnish and install new branch circuits for the following equipment: 20A/1P to Facility 1150 Paint Room lighting (splice into existing circuit), 20A/1P for Facility 1150 Paint Room receptacles (splice into existing circuit), exterior light mounted on exterior of east wall of Facility 1150 (splice into existing circuit, no exterior surface-mount conduit), and Vehicle Inspection Facility Gate Arm.
2.0.1.4. Fourth is the demolition of Pump House (Facility 1152) from the roof down to the finish floor line including the steel floor grating, removal of the fire pumps/piping and everything down to the lower floor level of the Pump House, and the demolition of the roof of Water Storage (Facility 1151), all in accordance with Specification Section 02 41 00, Demolition. Remove the building service cable and conduit from the utility transformer to the Pump House. Remove branch circuits for the Vehicle Inspection Facility Office, Vehicle Inspection Facility Gate Arm, and North Parking Lot Area Lighting, including all cable and conduit. Backfill, compact and restore surface to original condition with seed and mulch. Remove all electrical equipment in the Pump House to include, but not limited to: CT Cabinet, 250A Fire Pump enclosed circuit breakers, raceways and cables, 150A Panelboard, 600A Panelboard, Load Center, 45kVA 3ph transformer and Fire Alarm Equipment. Remove the 37.5kVA transformer for re-use in Facility 1150. Remove the existing feeder cable and conduit from the transformer in the Pump House to the 200A main panelboard in the Facility 1150 Electrical Room. Salvage the existing metal soffit and fascia panels from Pump House (Facility 1152) for reuse on the south wall of Base Hazardous Storage (Facility 1150). Make watertight the entire south wall of Base Hazardous Storage until the new roof construction is complete.
2.0.1.5. Fifth is the backfilling and compaction of satisfactory materials in Pump House (Facility 1152) and Water Storage (Facility 1151) up to 5’ below the original finish floor of the Pump House in accordance with Specification Section 31 00 00, Earthwork. This step is to provide structural stability to the remaining existing foundation to the Base Hazardous Storage (Facility 1150) and future construction above these areas.
2.0.1.6. Sixth is the installation of sheet piling along the parking lot side of Pump House (Facility 1152) and Water Storage (Facility 1151) to a depth and length to stabilize the parking lot surface during the demolition, backfilling, and compaction process.
2.0.1.7. Seventh is the demolition of all reinforced concrete walls of Pump House (Facility 1152) and Water Storage (Facility 1151) down to a depth of 5 feet below the original finish floor of the Pump House, except for the reinforced concrete north wall of Pump House (Facility 1152), all in accordance with Specification Section 02 41 00, Demolition. This north wall should only be demolished to 1 foot below grade.
2.0.1.8. Eighth is the backfilling and compaction of satisfactory materials with the area of Pump House (Facility 1152), Water Storage (Facility 1151) and any other excavated area in accordance with Specification Section 31 00 00, Earthwork. The sheet piling is then removed, the disturbed site is graded to provide drainage away from the buildings and parking lot, and the site (including the water main valve area) is then seeded and mulched.
2.0.1.9. Ninth is the demolition of the existing ballasted single ply roof, installation of tapered insulation, single ply TPO roof membrane, metal drip edge and flashing, gutter and downspouts along the east roof edge, and reconstruction of the south side soffit and fascia to match existing construction.
