Cell1: 1
Cell1: May a small-business prime contractor satisfy the technical capabilities in PWS Sections 5.1.3, 5.5.3, 5.6, and 5.7 through qualified subcontractors or teaming partners, provided the prime remains responsible for overall contract performance and complies with FAR 52.219-14?
Cell1: 2
Cell1: The SAM notice states that the contractor should have “unique experience providing marketing solutions for the Army National Guard.” Is prior Army National Guard marketing experience a minimum eligibility requirement, or will offerors be evaluated based on the Price, Past Performance, and Technical factors listed in Section M?
Cell1: 3
Cell1: I have one additional question for pricing purposes. Is the contractor expected to include the cost of all paid media and advertising—such as digital advertising, television, radio, out-of-home advertising, print, postage, and similar media purchases—within the proposed contract price, or will those media costs be funded separately by the Government?
Cell1: 4
Cell1: Platform Availability & Turnkey Setup (PWS 5.6.0 & 5.7): PWS Sections 5.6.0 and 5.7 state that directory listing infrastructure and creative template platforms must be pre existing and operational at award. Cell1: 5
Cell1: Pass-Through Media Allocation (CLIN 0003 & PWS 5.8.1): CLIN 0003 specifies pass-through media placement budgets including specific local outlets such as KPTV Fox 12. Is the $25,000 annual budget treated as a fixed pass-through plug figure evaluated equally across all offerors, or are offerors expected to propose custom media allocations within that budget ceiling?
Cell1: 6
Cell1: Lead Intake Environment (PWS 5.1.3): PWS Section 5.1.3 requires lead data to be processed in a FedRAMP Moderate / DoD IL4 environment. Does ORARNG currently use a Government-furnished CRM (such as Vantage or GEARS) that landing page leads must feed into, or is the contractor required to provide a standalone IL4 CRM platform?
Cell1: 7
Cell1: GIS Source Data Provisioning (PWS 5.5.3): PWS 5.5.3 cites integrations with Vantage, DPRO, MEPCOM Data Warehouse, FAZR, and JAMRS. Will the Government provide standardized data exports from these military systems upon award for contractor ingestion into the GIS analytics tool?

Cell1: 16
Cell1: (PWS section 5.5) Will access credentials to Vantage, DPRO, MEPCOM Data Warehouse,FAZR, JAMRS, and Esri Business Analyst be Government-furnished, or is the contractor expected to maintain independent subscriptions and licensing?
