Questions and Answers
Number Question
1 The RFI date of 30 September is after the quote submission date of 06 September. Is this an error?
Answer Yes. The final date for submission of questions is 30 August 2023. This has been updated as amendment 0001.
2 Is this a new requirement?
Answer No. The previous contract is W912JV18P2033.
3 What are the labor hours per year that the government expects to be used in the performance of this contract?
Answer Based on work requirements, the government estimates 16,640 hours are required to accomplish all tasks distributed among the positions (clinical vs non-clinical). Workload is not expected to change from previous contract.
4 Does the government require resumes/Letters of intent for proposed employees for this quote?
Answer No. Employees will be vetted by the government prior to work being initiated to ensure they meet the contract terms, but it is on the contractor to find and manage employees meeting contract requirements. These would be post award deliverables.
5 Which occupation codes are currently used for the employees? Are they adequate to cover the mission requirements?
Answer Please see clause FAR 52.222-42 posted with the solicitation.
6 How many Case Managers are currently used? How many Care Coordinators are currently used? Is the number adequate for the mission? Is there a plan to expand the mission?
Answer 2 case managers (clinical) and 6 care coordinators (non-clinical) currently. No intent to expand the mission.
7 In the PWS 1.4.1, Pg2 the government states "Travel to Medical Readiness will not be needed during FY24." Are all 12 PHA events mentioned in the PWS, Technical Exhibit 3 on pg. 27., taking place at the worksite location?
Answer Yes all 12 PHA events are in Salem at the worksite.
8 In the PWS 1.4.1, Pg 2 the government states, "Performance shall be in Salem, Oregon and Roseburg, Oregon." How is the division of work determined for each site? How many of each type of employee is at each site? i.e.- How many Case Managers/ Care Coordinators at Roseburg?
Answer Performance shall be in Salem, Oregon. The solicitation has been amended to reflect the change and delete Roseburg Reference.
9 Is there travel expected by the contractors between Salem and Roseburg? If required, does the government pay for the travel between the sites?
Answer There will be no travel. The work site will be in salem, Oregon.
We need that the PWS states in 1.4.12 that "Contractor Travel: Contract employees will not be required to travel" but we understand that the scope of this contract will indeed require travel. Can the government please verify that travel will not be required at any point for FY24 and if they will please advise that that will be to billed in an additional CLIN line?
Answer There will be no travel from the Salem office. there is no CLIN for billing travel.
11 Is the incumbent eligible to rebid?
Answer The incumbent is not excluded.
12 Does this require a security or top secret clearance?
Answer Certification requirements are specified in the PWS. Secret and top secret clearances are not required.
Please clarify, to be a responsible bidder do we just need to submit the following, or something else is also required:
o Copy of 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services i.e., file (Attachment 2) Provisions and clauses_updated 15AUG23 o Cost, as mentioned in the file, combo_synopsis_Updated 17AUG23?
Answer Please follow the submission instructions in FAR 52.212-1(b) and (c) and read the evaluation criteria in FAR 52.212-2 in order to determine how you would like to present your quote. However, responsive Bidder is different from a responsible bidder. You are asking about a responsive bidder. Additionally, bidder is used exclusively in FAR Part 14. This is a FAR Part 13 Solicitation for quotes.

Number Question
14 Will telework be allowed for the full contract term under this contract?
Answer See the PWS 1.4.1.1. Telework is authorized.
15 Will this contract result in a single award or multiple awards?
Answer Our intent is to issue a single award
16 Will the lowest bidder be awarded under this contract?
Answer Yes, if the quote meets meets the submission requirements and is considered a responsible quoter. Responsible in accordance with FAR 9.104.
17 As per our understanding file (Attachment 4) PSIR_MN1998-E.PDF is required after award. Kindly clarify.
Answer That is correct.
In reference to the Contract Manager responsibilities outlined in section 5.3. Is this an additional position, such as a site lead or supervisor?
Would it be 1 Contract Manager, 2 RN Case Managers and 6 Non-clinical Care Coordinators? Or are the additional duties assigned to one of the Case Manager's as a team lead or site supervisor?
Answer The expectation is one of the nurse case managers acts as the lead to represent the others/keep track of time, overage, and things like that. It is basically an additional duty for one of the nurses, not a separate position.
Q1) The combo synopsis currently states:
“Evaluation Factors: Provision 52.212-2, Evaluation-Commercial Products and Commercial Services applies to this acquisition.”
But does not include the remainder of the information stated in the FAR clause, which is:
“(Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.) Technical and past performance, when combined, are ____ (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.”
As such, it does not provide the evaluation factors and their relative importance. Is this really an LPTA evaluation? If so, which of the two types?
Answer This is not LPTA. This is a FAR procurement using FAR 13.106-2 procedures.
20 We also saw that there is a more current WD that raises rates and H&W for those LCATS
Answer Wage determination will be updated and added as amendment 0003 including updates to FAR 52.222-42
