GENERAL REQUIREMENTS
The Contractor will provide all labor, tools, equipment, and materials to complete this project in accordance with all federal, state, county and local regulations and codes. Protect all facilities, grounds, plants, and utilities not scheduled to receive work. Observe all safety, OSHA, DEQ, and EPA rules and regulations. Contractors are required to report all labor hours, regardless of contract type via the contract manpower reporting application and federal acquisition regulation (FAR) requirements. Contractor will repair, repaint, or replace all damaged finishes.
Coordination with the Base Civil Engineering (BCE) office and Security operations fourteen (14) days prior to start of work is required to secure base-entry access. Contractor will request & secure a dig permit and call Oregon’s utility notification center 1-800-332-2344 prior to work as well as coordinate work site access. The Contractor shall submit a construction schedule and material submittal for approval prior to construction. This Statement of Work and the drawings are an outline of performance to ensure the contractor understands the basis for design and construction. The contractor will clean-up and dispose of all debris off base and Airport property at the end of each workday. The contractor shall provide as-built drawings that are to-scale and which accurately record all construction efforts Contractor shall verify all dimensions and quantities listed on Statement of Work and construction drawings.
Submittals: Submit a preliminary list, developed with the project inspector, of major products proposed for use, which includes the name of its manufacturer, trade name, and model number.
Contractors must also submit MSDS data on all products used on site to the project inspector.
Summary of Work
BASE BID:
404 Parking Lot and Gate Repair
SCOPE:
Contractor will remove and replace approximately 12,000 sq. ft. of existing road (Rand Way) as shown on construction drawings. Contractor will repair and compact subgrade as needed to pass testing requirements prior to placing new pavements. Construction requirements include approximately 28,000 square feet (SF) of new asphalt paving, over a new compacted rock base course according to construction drawings for new parking. The Contractor will be required to provide a grading/drainage plan for approval prior to construction. Contractor will relocate existing pre-cast concrete parking curbs to new open ended parking stalls. Paint striping per plan to include FOD Check Point, Parking stalls and roadway using an Alkyd base paint which conforms to AASHTO M248 or the MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES which must be applied per manufactures requirements on a surface clear from debris and dry at a temperature above 40° Fahrenheit. The contractor will install approximately 140 linear feet (LF) of new curbing per specifications. Install approximately 75 LF of new sidewalk per drawings. The contractor will be responsible for testing.
This roadway accommodates the majority of the traffic flow to B400; traffic control will be required for this portion of project. Additional construction contracts in the B400 compound may be in place. Contractor will be required to coordinate with contractors and base personnel for access into the compound. Contractor will submit a traffic management plan for each phase and option of construction. Plan will address disruption of parking areas and traffic lanes, and will ensure each work area will be accessible by personnel and emergency vehicles. BCE office will coordinate with each affected work center during construction.
GATE/FENCING: The contractor shall purchase and install all required components for a 14’ automatic vertical pivot security gate, Tilt-A-Way model or similar. Government will retain existing gate operator. The Contractor will install the gate on a concrete pad in accordance with the manufactures printed recommendations. Exit side of the gate will have detection loops to open the gate when a departing vehicle approaches the gate. Contractor will locate nearest power source and establish an electrical circuit to operate the tilt away gate. Key pad and concrete bollards will be located on the entrance left side of the gate opening so that drivers can access the key pad. Gate installation must conform to all base fire, safety and security regulations. All components of the gates and fencing must have a minimum five year parts and labor warranty.
Coordinate finished elevation of gate pad with the government project manager.
Chain link fabric will be Type A - Chain link, 50 mm (2 in) square mesh, woven 9 gauge (3.76 mm or 0.148 in) steel wire fabric, 2.1 m (7 ft.) high, surmounted by 3 strands of barbed wire, angled outward at 45 degrees for a total height of 2.4 m (8 ft.).). Top rail will be 1 5/8” O.D.
swedge end PF-10 medium weight, 1.11lbs per foot. Line post will be 1 7/8” O.D. PF-10-meduim weight, 1.27 lbs. per foot. Posts will be set 10’ on center maximum spacing. Concrete footing: 12” diameter, 36” depth. Terminal post will be 2 3/8” O.D. PF-10-medium weight, 1.60 lbs. per foot. Concrete footing: 12” diameter, 36” depth. The vertical pivot gate is pre-fabricated and shall be installed to manufactures specifications. Tension wire to be 7 gage coil spring galvanized tension wire attached to bottom of fence fabric with 9 gage steel hog ring spaced 24” on center. Fittings will be regular brace band and carriage bolt, pressed steel rail end, pressed steel cap, 3/16” X 3/4" tension bar, regular tension band and carriage bolt. Tie wire will be 6 ½” 9 gage Aluminum tie wire spaced 15” on center for line posts and 24 “ on center for rails. All concrete pads and post footings will be truck poured concrete.
PERIMETER LIGHTING: The contractor shall install two government furnished light poles and associated conduit and wire in locations indicated on the drawings.
GENERAL: Area directly south of site is a known plant habitat for Milk Vetch. Contractor will not be allowed to damage, stage, clean/washout or work in that area.
Preparation: All work shall be conducted in a workman or workwoman like manner. Contractor shall keep site clean and free of blowing scrap materials. Vehicles and job site clean-up must comply with Kingsley Field and Airport Regulations. Protect adjacent surfaces to remain.
Furnished Utilities: The Government can furnish necessary electricity and water for this project.
The contractor will be responsible for all hookups and disconnects.
OPTION 1:
Fire Station Parking Lot SCOPE: Contractor will remove and replace approximately 15,000 sq. ft. of existing asphalt as shown on construction drawings. Contractor will repair and compact subgrade as needed to pass testing requirements prior to placing new pavements. Construction requirements include approximately 4000 square feet (SF) of new asphalt paving, over a new compacted rock base course. The Contractor will be required to provide a grading/drainage plan for approval prior to construction. Contractor will relocate existing pre-cast concrete parking curbs to new open ended parking stalls. Paint striping per plan to include FOD Check Point, Parking stalls and roadway using an Alkyd base paint which conforms to AASHTO M248 or the MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES which must be applied per manufactures requirements on a surface clear from debris and dry at a temperature above 40° Fahrenheit. The contractor will install approximately 500 linear feet (LF) of new curbing per specifications.
The following requirements are minimums that will be complied with:
1. Demolition – maintain within construction limits, provide protection where necessary and replace damaged work not scheduled for demolition.
2. Excavation – excavate only where required, protect all vegetation from damage.
3. Erosion Control – Contractor will execute best management practices to ensure debris and sediment does not reach drainage system.
4. Compaction - not less than 95% of the maximum density as determined by ASTM D- 1557 on rock and PCC.
5. Asphalt Paving – 3” of compacted asphalt, (ODOT ½”, Level 3 asphalt w/ PG 64-28 binder compacted to ODOT standards). The new base will consist of 3” of ¾” minus over 6” of 1 ½” minus. Use GTF-200 woven geotextile support fabric under sub-base.
6. Portland cement Concrete – 3000, or 3500 psi compressive strength, 5% to 7% air, ASTM C 150 type I or II cement. Match existing joint spacing and type. Install Dow Corning 888 joint sealer or equivalent.
After installation and testing of new paving, the Contractor will water test for proper slope and drainage, along with submittal of elevation spot checks and proof of minimum grading. If new work contains birdbaths or improper drainage, the Contractor will repair the problem at no additional cost.
The Contractor is responsible for recording components unearthed during excavation and submitting at the completion of work. The project work shall not interfere with the operation of the surrounding shops or facilities unless prior approval is given.

OPTION 2:
Sand Slurry South EOR & Restripe This project is to sand slurry asphalt pavements and restripe existing aircraft parking and taxi lines as specified by the Base Civil Engineer at the South EOR, approximately 8,000 square yards of seal coat and 3000 linear feet of striping. Seal coating shall include cleaning and washing existing asphalt pavements, applying coating to designated areas, and curing the coating according to coating manufacturer’s recommendations.
The sand slurry shall be one coat, heavy duty pavement sealer per FAA specifications, Application shall be per specification. The contractor will submit a schedule of work for approval before proceeding with the work.
The coating shall be allowed to cure for the manufacturer’s recommended time, not to exceed three (3) days prior to allowing aircraft traffic on it. Provide cones or barricades to protect coated areas during cure time. The project work shall not interfere with the operation of the surrounding shops or facilities unless prior approval is given. This work will be warranted in writing for a period of one year against all defects in materials and application.
Airfield Striping;
1. SCOPE.
The work specified by this section consists of furnishing all labor, equipment, tools, appliances, transportation, materials, and reports required to prepare and restripe aircraft taxi and parking lines after sealcoating is completed on Kingsley Field. The current striping was put down less than a year ago. Marking must be completed without damage to pavement surface, joints, joint and crack seals, or any other government property. Compliance with specifications for pavement marking materials shall be determined by laboratory analysis as described in Section 3. Compliance with requirements for proper installation and placement of markings shall be as stated in Section 8. All completed and accepted work will require a written one-year warranty against defects in materials and workmanship.

3. MATERIALS AND EQUIPMENT.
Paint products shall meet the requirements of Federal Specification TT-P-1952D. The equipment used for marking shall be mounted on pneumatic tires and shall be capable of applying lines of paint only, or paint and beads simultaneously, in widths of 4 inches to 3 feet at a speed of at least 5 miles per hour. Equipment shall be sufficiently mobile and maneuverable to allow application of straight lines or curves in a true arc. It shall be adjustable to allow application of single lines of single colors or multiple lines of different colors, at least 6 inches wide, and skip lines in variable lengths at least 4 inches wide. All spray applicators and bead dispensers shall produce markings of uniform thickness, width, and appearance, with clean-cut edges. The Contractor shall equip mobile marking equipment with a hand operated spray applicator to mark areas that are otherwise inaccessible or provide separate equipment to apply legends and markings in spaces where large equipment cannot be manipulated. The Contractor shall store equipment and materials only in areas approved by the CO or authorized representative. Water and electricity will be furnished at no cost to the Contractor. The Contractor will pay for and provide temporary connections and/or hook-up.
4. WORK AREA PREPARATION.
The Contractor shall provide traffic controls necessary to establish a safe and adequate work zone and to minimize aircraft interruptions. Before marking begins, the Contractor shall inspect each general work area to determine the extent of cleaning required, The Contractor shall clean the existing areas that are to be remarked and remove any loose or poorly bonded paint that would inhibit adhesion of the new marking to the pavement surface. Paint that is intact and bonded to the pavement does not have to be removed if it will be covered with the new painting plan/location. The Contractor shall remove dust, dirt, peeling or poorly bonded paint, and granular surface deposits from all other pavement areas by sweeping, blowing with compressed air, and/or rinsing with pressurized water. All chemicals used for cleaning and media used for removal shall be collected, contained, and disposed of off base. Any areas exposed to rain or traffic after cleaning shall be cleaned again before marking. Pavement markings shall be applied to dry pavement only. The Contractor shall test the pavement surface for moisture before beginning work after each period of rainfall, fog, high humidity, or cleaning, or when the ambient temperature has fallen below the dew point. Do not commence marking until the pavement is sufficiently dry and the pavement condition has been approved by the COR or authorized representative.
5. OPERATIONS ON THE AIRFIELD.
The Contractor shall perform all contracted work within the controlled zones of the airfield.
Coordinate access to or through the base with the COR or authorized representative. Coordinate all work within 90 feet of a taxiway centerline with the City Airport administration and comply with all applicable FAA regulations. Work may be interrupted to provide a taxi lane for aircraft in an emergency or when a special or unscheduled mission is assigned. If the ramp is needed for aircraft operations, the Contractor shall remove all equipment from the operational surfaces of the airfield and beyond the hold line within 15 minutes of notification to clear. The Contractor must adhere to the preapproved schedule for execution of the work, weather permitting, as roadway closures must be coordinated in advance. If Contractor’s schedule is delayed by weather conditions or mechanical equipment breakdown, the Contractor shall notify the CO or authorized representative, and a new work schedule will be established. The CO or authorized representative will coordinate the roadway closure schedule with the using agencies.
6. ENVIRONMENTAL LIMITATIONS.
Pavement marking will be suspended when wind conditions interfere with uniform application of pavement marking materials. All markings must be uniform in length and width, as defined in Section 8, with a clean cut-off at the ends and edges. Pavements can be marked only when both the pavement surface and air temperature are at least 7°C (45°F) and rising, and the pavement surface temperature is at least 2.7°C (5°F) above the dew point. Pavement marking must be suspended during rain or when the pavement surface is wet. Before resuming work, test the pavement surface for excess moisture using the plastic-wrap method. The Contractor shall clean debris from the ramp surface as the work proceeds.
7. METHOD OF OPERATION AND EXECUTION.
The Contractor shall conduct all marking operations in strict compliance with all local, state, and Federal environmental statutes and regulations, including, but not limited to, regulations promulgated under 29 C.F.R. 1910, et seq., 42 U.S.C. 6901, et seq.; and 42 U.S.C. 9601, et seq.
The Contractor shall provide all cones, barriers, lights, signs, placards, flags, and flagging personnel necessary to establish an adequate and safe work zone and control traffic in and around the work area until newly applied markings are dry. The Contractor shall establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area. Coordinate all vehicle marking, escorts, and taxiway closures when required. The Contractor shall remove all debris, waste, spillage, and by-products generated by the marking operations from the base and shall strictly comply with all applicable state, local, and Federal environmental statutes and regulations regarding disposal, including, but not limited to, regulations promulgated under 42 U.S.C. 6901, et seq.; 42 U.S.C. 9601, et seq.; and 49 U.S.C. 1801, et seq.
8. QUALITY CONTROL
The Contractor shall ensure that all markings are installed properly and placed in strict compliance with this specification and the contract drawings. Ensure that all colors meet the intent of the project documents. Paint shall be applied to a wet film thickness of 12 to 14 mils.
9. DAMAGE REPAIR AND CLEANUP
The Contractor shall protect all areas of pavement adjacent to the work area from splatter, splash, spills, and drips. Any disfigurement will be removed by the Contractor at the Contractor’s expense. The Contractor shall remove completely all improperly placed or improperly applied markings and disfigurements without damage to the pavement, joints, and joint and crack seals. Obliterating the markings with paint will not be allowed unless the removal process leaves marking patterns that could mislead or confuse pilots or motorists. The Contractor and the CO or authorized representative shall jointly inspect the work area before marking operations commence. During this inspection, proper layout of new markings shall be verified and existing damage to the pavement systems, joints, and crack seals shall be documented. The Contractor shall repair any damage to the pavement system, joints, joint and crack seals, or other Government property resulting from pavement marking. Repairs shall be made at the Contractor’s expense using materials and methods approved by the CO or authorized representative and shall be completed within the contract performance period. Unused paint and beads shall remain the property of the Contractor.

Replace Concrete curbing at Bldg. 209
SCOPE:
The contractor is to remove and replace approximately 340 linier foot of curbing around bldg.
209. New curbing will be to the City of Klamath Falls specification type “B” curbing. Concrete work to be constructed of 4000psi, six sack concrete.
1) Admixtures
a. Air entrainment 5% -6%
b. Other admixtures: None.
2) Curing Material; must be used with the method approved by the city prior to its use.
3) Contraction joints to be provided on 10” centers between isolation joints (1/8” width & 2” depth min)
4) Saw cutting shall be required on curb removal or reconstruction, if limits of work do not terminate at existing construction joint.
COORDINATION

Dig Permits: Contractor shall acquire a City dig permit, prior to proceeding with any work.
Security: All contractors and associated subcontractors are required to fill out a Security Background Check on DD Form 369 and submit to the BCE office 14 days prior to performing work on base. The same persons must complete the anti-terrorism training level 1 then submit their completion certificate with their background check. POC is Mrs. Anna Harsch (541-885- 6368). Any deliveries of equipment shall be scheduled 1 day in advance with BCE. The contractor will follow all local security procedures for the Base and the Airport.
Work Hours: Contractors must perform work during Base duty hours (M-F 0700-1630) and or hours specified by the Airport. Contractors must coordinate with the BCE and the Airport office if they wish to work outside of these hours. The contractor will not be allowed to work on Federal holidays or Scheduled Days off (SDO), without prior approval.
Provide “ASBUILT” drawings to BCE office that comply with base survey and mapping standards prior to project close-out.
Project Duration: For ANG purposes project shall commence no later than ten (10) calendar days after Notice to Proceed (NTP) and shall be completed within ninety (90) calendar days.
Airport may have different requirements that need to be met as well.
Warranty: For ANG purposes a written one year warranty from the contractor is required for all materials and workmanship at the time of completion. Airport may have different requirements that need to be met as well.

HANDLING OF HAZARDOUS WAST MATERIALS - Personnel in all craft classifications subject to working inside a federally designated Hazardous Waste perimeter shall be eligible for compensation in accordance with the following group schedule relative to the level of Hazardous Waste as outline in the specific Hazardous Waste Project Site Safety Plan:
H-1 Base Wage Rate when on a hazardous waste site when not outfitted with protective clothing.
H-2 Class "C" Suit - Basic hourly wage rate plus $1.00 per hour, fringes plus $0.15.
