About this file
This document is a Questions and Answers (Q&A) response for a Georgia Army National Guard forklift procurement solicitation. The Government seeks to procure one 44,000-pound capacity rough-terrain forklift configured with 96-inch (8-foot) long forks, a standard two-stage mast, and joystick hydraulic controls. The equipment must be capable of handling standard-height 20-foot ISO containers and maintain a minimum maximum fork height of 236 inches, with greater heights acceptable. The forklift will be purchased on a one-time basis with a single payment upon acceptance, with delivery date adjustable based on award date.
Engine and fuel requirements allow either a Tier 3 engine with JP-8 fuel compatibility (supported by an EPA National Security Exemption letter from the Georgia Army National Guard upon award) or a Tier 4 engine; bidders must confirm engine availability with their OEM. The Government will accept offers for remanufactured equipment meeting all salient characteristics and will award to the best value offeror. The revised offer due date is 13 August 2026 at 0700 AM EST; however, the Government is coordinating with the Small Business Administration regarding the Nonmanufacturer Rule (FAR 52.219-33) and plans to amend the solicitation to extend the offer due date to 24 August 2026 and repost upon SBA approval for full and open competition. The maximum lifting height, fuel type, and training requirements are specified in revised salient characteristics referenced throughout the Q&A responses.

1. Will this machine still require a Tier 3 engine with JP-8 fuel compatibility?
Response: Yes, the JP-8 fuel compatibility requirement (Tier 3 or equivalent non- DEF/non-SCR engine configuration) is preferred, but it can be a Tier 4.
If a Teir 3 engine is provided, the Georgia Army National Guard G4 will provide the completed, signed command EPA National Security Exemption (NSE) letter under Title 40 CFR § 1068.225 to the winning contractor upon award. This will authorize the engine OEM to build and supply a compliant, hardened Tier 3 engine. All bidders must confirm with their engine OEM that they can supply a compliant engine under this exemption to be deemed technically acceptable.
2. Will this machine still require a 200” or less lowered mast height?
Response: No, it will not.
3. Please confirm the quotation due date, exact submission time, and applicable time zone. The solicitation document states August 13th, but the solicitation on SAM.gov states September 13th. The offer due date in SAM.gov has been correct to match the date shown on the SF 1149 (13 Aug 2026 at 0700AM EST).
4. Is new equipment required, or will used, refurbished, or remanufactured equipment be acceptable if it fully meets all salient characteristics? We will accept offers for remanufactured equipment. Contract award will be made to the offeror that submits what is judged to be the best value to the Government.
5. The specification states a “minimum maximum fork height of 236 inches.” Please confirm that 236 inches is the minimum required maximum fork height and that equipment with a greater maximum fork height is acceptable. See revised Salient Characteristics.
6. Please confirm that the required rated capacity is 44,000 pounds at a 48-inch load center. Is this capacity sufficient for the intended 20-foot ISO container handling requirement, including any capacity requirement at maximum lift height?
YES, 44K is sufficient.
7. Please identify the intended container configuration: standard-height or high-cube; loaded or empty; and any specific stacking configuration. Standard height.
8. The requirement specifies a two-stage duplex mast with free lift. Is free lift required because of a known overhead-clearance or doorway restriction? If so, please provide the applicable clearance and minimum free-lift requirement. If not, would a standard two-stage mast be acceptable? Standard two stage is Acceptable, See revised saliant characteristics.
9. We anticipate providing operator familiarization and certification support. Please identify any additional training, documentation, or on-site support required for acceptance. See revised saliant characteristics.
10. Please provide the anticipated award date. Given the limited time between proposal submission and the required September 30, 2026 delivery date, please also confirm whether the delivery date is mandatory regardless of the award date.
The delivery date can be adjusted based on Award date.
11. Please confirm the preferred hydraulic-control configuration: mini-levers, joysticks, or either. Joy sticks. See revised saliant characteristics.
12. What is the required maximum lifting height? See revised Salient Characteristics.
13. What fork length is required? Must be configured with 96-inch (8-foot) long forks.
14. Can the Government clarify whether it intends to purchase the forklift through a one-time outright purchase with a single payment upon acceptance, or whether it expects the contractor to provide the equipment under a lease or rental arrangement over a 12-, 24-, or 36-month period? This will be a one-time purchase with a single payment upon acceptance.
15. Is a tier 3 engine mandatory for this bid? Toyota no longer makes a tier 3, actually no one does make one. If someone is offering one in their bid, they would not be able to provide one. See revised saliant characteristics.
16. Please confirm fuel type. See revised saliant characteristics.
17. The solicitation includes FAR 52.219-33, Nonmanufacturer Rule. If the anticipated award exceeds the simplified acquisition threshold, has SBA granted an individual waiver for this procurement, or does the Government consider an existing class waiver applicable to the 44K forklift requirement under NAICS 333924? No waiver is available and further market research has not found 2 or more small businesses that can manufacture this equipment. We are currently coordinating with the SBA for approval to solicit full and open competition, once we have approval we will amend the SF 1449 and extend the offer due date and extend it to 24 Aug 2026 and repost the SF 1449.
