About this file

This document outlines the minimum mandatory specifications for a 44,000-pound forklift to be procured by the Georgia Army National Guard under Solicitation Number W912JM26QA019. The equipment must demonstrate a minimum rated lift capacity of 44,000 lbs at a 48-inch load center and be capable of safe operation on unimproved motor pool surfaces including gravel, dirt, and wet concrete. The forklift must be equipped with a compression-ignition diesel engine capable of continuous operation utilizing JP-8 (F-24) tactical aviation turbine fuel without damage to the fuel injection system, with an EPA National Security Exemption authorization for engines not utilizing Selective Catalytic Reduction (SCR) or Diesel Particulate Filter (DPF) systems due to JP-8's high sulfur content.

The mast assembly must include a 2-Stage Duplex Mast with Free Lift configuration and achieve a minimum Maximum Fork Height of 236 inches (19.6 feet) to support 3-high ISO shipping container stacking, with lowered mast height not exceeding 200 inches. The equipment requires minimum 96-inch long forks on a roller carriage with hydraulically operated independent side-shift and fork-positioning controls accessible from the operator's cab. Tires must be puncture-resistant foam-filled pneumatic or solid resilient tires to prevent mission interruption. The forklift must include a fully enclosed steel operator cab with electronic climate control (heater and air conditioning), an integrated backup camera with in-cab display, and an elevated engine air intake with precleaner to mitigate dust ingestion.

SALIENT CHARACTERISTICS (MINIMUM MANDATORY SPECIFICATIONS)

To be considered technically acceptable for this solicitation, the proposed equipment must meet or exceed the following minimum specifications:

a. Lift Capacity and Performance:

a. Minimum rated lift capacity of 44,000 lbs at a 48-inch load center.

b. Equipment must be capable of operating safely on unimproved motor pool surfaces (gravel, dirt, and wet concrete).

b. Powerplant and Fuel Compatibility (CRITICAL):

a. Must be equipped with a compression-ignition diesel engine capable of continuous operation utilizing JP-8 (F-24) tactical aviation turbine fuel without causing damage to the fuel injection system.

b. Emissions Bypass: Due to the high sulfur content of JP-8 fuel, the engine must NOT utilize Selective Catalytic Reduction (SCR) or Diesel Particulate Filter (DPF) systems requiring Diesel Exhaust Fluid (DEF). The vendor must provide an engine (e.g., Tier 3 or equivalent mechanical configuration) authorized via an EPA National Security Exemption (NSE). GAARNG will provide the authorizing command letterhead to the winning vendor for the NSE.

c. Mast Assembly and Reach:

a. Must be equipped with a 2-Stage Duplex Mast with Free Lift configuration to maximize forward operator visibility.

b. Minimum Maximum Fork Height (MFH) of 236 inches (19.6 feet) to support 3-high stacking of ISO shipping containers.

c. Lowered mast height must not exceed 200 inches.

d. Forks and Carriage:

a. Minimum 96-inch (8-foot) long forks mounted on a roller carriage.

b. The carriage must be equipped with hydraulically operated independent side-shift and independent fork-positioning controllable directly from the operator’s cab.

e. Tires:

a. Must be equipped with puncture-resistant Foam-Filled Pneumatic Tires or resilient solid tires to prevent mission-stopping flats from motor pool debris. Standard air-filled pneumatic tires are unacceptable.

f. Operator Environment and Safety:

a. Fully enclosed steel operator cab equipped with Electronic Climate Control (ECC) featuring both Heater and Air Conditioning.

b. Integrated backup camera with an in-cab display monitor.

c. Elevated engine air intake with precleaner to mitigate dust ingestion.
