3.3.1.6 “The government reserves the right to replace any furniture or other equipment during the contract period, with the government paying the cost. The contractor shall be required to assist in the installation of these items, and removal of the associated old items, to include moving items to/from the PEC Warehouse. The government will provide additional vehicles and drivers for this, if required.”

ADDENDUM TO FAR 52.212-2

Addendum to 52.212-2 Evaluation - Commercial Product and Commercial Services

BASIS FOR AWARD

The Government intends to award to the offeror whose proposal receives the highest technical rating, provided that the offeror's proposed price is determined to be fair and reasonable using FAR 15 procedures. Technical is the most important factor, followed by Past Performance, and then Cost. The Government will select the offeror whose proposal demonstrates the highest overall value, considering the relative importance of these factors. It is the government's intent to award without discussions.

A. FACTORS AND SUB-FACTORS TO BE EVALUATED

The following evaluation factors and sub-factors will be used to evaluate each proposal: Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. The Government reserves the right to make award based upon the Cost/Price factor in the event that the Technical and Past Performance evaluation results of all the offerors' proposals are substantially the same.

Factor 1: Technical – Each sub-factor will receive a rating IAW Table 1 below.

This factor is further divided into the following sub-factors:

a. Sub-factor 1 - Management Plans

b. Sub-factor 2 - Transition Plan (Phase In/Out)

c. Sub-factor 3 - Experience

Each sub-factor within the Technical factor will be independently evaluated and assigned an adjectival rating (Outstanding, Good, Acceptable, Marginal, or Unacceptable) as defined in Table

1. All sub-factors within the Technical factor are considered equally important in determining the overall Technical rating.

Factor 2: Past Performance: Each offeror's past performance will be evaluated to determine the relevance and confidence in their ability to successfully perform the requirements of this solicitation.

Factor 3: Cost/Price: The resulting award will be a firm-fixed price contract. Price reasonableness will be evaluated in accordance with FAR 15.404-1.

B. EVALUATION APPROACH

All proposals shall be evaluated by the Source Selection Team (SST) in accordance with the following approach:

1. Overall Evaluation:

o Adequacy of Response: Each proposal will be evaluated to determine whether the offeror's methods and approach adequately and completely address all requirements specified in the RFP.

o Feasibility of Approach: The proposal will be evaluated to determine the feasibility and practicality of the proposed approach, considering factors such as the likelihood of success, the availability of necessary resources, and the potential for encountering unforeseen challenges.

2. Technical Factor:

o This factor will be evaluated based on the following sub-factors:

Sub-factor 1: Management Plans:

This sub-factor will evaluate the offeror's comprehensive management plan, including:

Government Furnished Property (GFP) Management: The offeror's plan for managing and utilizing GFP provided by the Government.

Contractor Furnished Property (CFP): The offeror's plan for providing and managing any required CFP.

Safety and Accident Prevention: The offeror's plan for ensuring a safe and healthy work environment, including measures for preventing and mitigating workplace accidents.

Sub-factor 2: Transition Plan (Phase In/Out):

This sub-factor will evaluate the offeror's plan for a smooth and efficient transition to the new contract, including:

Required key actions, plans, and procedures Personnel- If fewer personnel are used than shown in

Technical Exhibit 3, include a detailed transition plan demonstrating how all contract requirements will be met with the reduced staffing.

Describe approach to development and dissemination of operational instructions, procedures and control directives to prepare for the assumption of responsibility

Timetable for phase-in tasks

Plan for transferring responsibility for all GFP Plan for the disposition of all contractor furnished property

Sub-factor 3: Experience:

This sub-factor will evaluate the offeror's relevant experience, including:

Experience in providing the specific services required by this solicitation.

The length of time the offeror has been in business.

Relevant past performance on similar contracts (refer to

Factor 2: Past Performance for detailed evaluation criteria).

The monetary value and complexity of previous relevant contracts.

o Technical Risk Assessment: In accordance with the Army Source Selection

Supplement (AS3), Section 3.1, the Army methodology for evaluating Technical Approach and Related Risk is the Combined Technical/Risk Rating (see Table 1 below). This methodology will be used to assess the potential risks associated with each offeror's proposed approach and to determine the overall technical rating.

Factor 2- Past Performance. The past performance factor considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. There are three aspects to the past performance evaluation: recency, relevancy, and quality.

(i) RECENCY: The first aspect is to evaluate the recency of the offeror's past performance.

Recency is generally expressed as a time period during which past performance references are considered relevant and is critical to establishing the relevancy of past performance information.

(ii) RELEVANCY: The second aspect is to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. Relevancy is not separately rated; however, the following criteria (see Table 2) will be used to establish what is relevant which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract /teaming.

Table 2 - Past Performance Relevancy Ratings

Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

(iii) QUALITY ASSESSMENT: The third aspect assesses the overall quality of the offeror's past performance. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.

Performance Confidence Assessment: Utilize the Performance Confidence Assessment (see Table 3 below) to select the most appropriate confidence level for each Offeror. Ensure the rationale for the conclusions reached are included.

Table 3 – Performance Confidence Assessments

Rating Definition

Substantial Confidence

Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence reasonable expectation that the offeror will

Neutral Confidence

No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to

Cost/Price Factor:

Adjectival ratings shall not be used for offerors' Cost/Price proposals. The Government will fully evaluate and analyze all priced Contract Line-Item Numbers (CLINs) for award.

FFP Evaluation: For a price to be considered fair and reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Price reasonableness will be evaluated in accordance with FAR 15.404-1.

Overall Cost/Price Proposal Evaluation: The overall Cost/Price proposal will be evaluated for the following:

o Compliance: The Cost/Price proposal submitted by the Offeror will be evaluated for compliance based upon the submission requirements contained in the 52.212-1 Addendum Instructions to offerors - Commercial Items.

o Unbalanced Pricing: The Offeror's overall Cost/Price proposal will be evaluated for unbalanced pricing as defined in FAR 15.404-1(g). An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government (see FAR 15.404-1(g)(1) through FAR 15.404-1(g)(3)).

o Errors: The Offeror's Cost/Price proposal will be reviewed for errors. The Offeror may be given an opportunity to clarify certain aspects of their proposal at the sole discretion of the Contracting Officer.

o Total Evaluated Price: The Total Evaluated Price consists of summing the Offeror's proposed firm fixed price (FFP) CLIN prices. The Government reserves the right to use appropriate methods for evaluating option CLINs, as deemed necessary.

Discounts: Prompt payment discounts will not be considered in the evaluation of offers.

C. DISCUSSIONS

GENERAL INFORMATION. In accordance with FAR 15.306(d), discussion sessions with each offeror may be held. Should discussions take place, all offerors in the competitive range will be allowed a minimum of 10 calendar days to submit Final Proposal Revisions. The Government intends to make award without discussions.

However, the Government reserves the right to conduct discussions if deemed necessary.

DISCUSSION SCHEDULING. If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each offeror will be notified of the time and place at least 3 business days prior to their discussion session. If applicable, appropriate security clearances should be provided by the offerors in sufficient time to process the requests.
