About this file

This is Amendment 0003 to Solicitation W912JD26QA025 issued by the W912C USPFO Activity in Augusta, Maine. The amendment is effective 14 September 2026 and was signed by Contracting Officer Darlene Howes. The solicitation concerns the installation of Whelen lighting equipment and a Kussmaul battery tender/charger system on a Government-furnished Ford F550 vehicle that contains Vehicle Mounted Radiation Detection System (VMRDS) equipment. The amendment does not extend the offer receipt date or change the question submission deadline or solicitation closing date established in previous amendments.

The amendment addresses 24 questions raised by interested parties regarding equipment specifications, installation requirements, and logistical procedures. Key details include: the Ford F550 is located at 1 Armory Road, Waterville, Maine 04901 but may be transported to the contractor's facility; all lighting components, the Whelen CORE controller system, and the Kussmaul Auto Eject 20 shore-power assembly are Government-furnished; the contractor must program the Whelen CORE system to include steady burn capability and standard patterns/sounds for sirens and lights; demonstrated automotive electrical/upfitting experience (not specific manufacturer certification) is acceptable; all mounting surfaces require custom drilling with no pre-set locations; the contractor may perform work at either the Government location (with indoor shop space provided) or at a contractor facility within Maine, Vermont, New Hampshire, or Massachusetts; and the Government will handle all transportation of the vehicle to and from the selected installer. The amendment specifies this is a performance-based acquisition where the Government is primarily concerned with correct, safe completion meeting all technical, quality, safety, and schedule requirements, with contractors expected to determine their own means and methods.

Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been modified from:

Amendment 0002

The due date for questions has not changed.

The closing date for the solicitation has not changed.

12. May the prospective prime contractor rely on its proposed subcontractor's technicians, relevant experience, past performance, and installation facility to satisfy the Technical (Subfactor 1.1-1.3) and Past Performance evaluation factors described in Section M, where the subcontractor - not the prime - would perform the actual installation work?

For the technical submission the proposed subcontractor's information may be the focus as it directly applies to how the quoted solution would fulfill the requirement.

The Government's past performance evaluation is focused on the prime/quoter. Past Performance shows the Government how well the prime contractor performed the work, in other words, how well they executed what was promised in the quote. "The past performance assessment will assess the prime's (hereafter referred to as quoter's) ability to successfully accomplish the proposed effort based on the quoter's demonstrated present and past work record." (Addendum to FAR 52.212-2 Evaluation, b. Past Performance Rating). If the prime contractor has had previous experience with their proposed subcontractor then that effort could be viewed as relevant. In the instance that the proposed subcontractor is an entity that the prime contractor has had no dealings with previously, the prime contractor could focus their past performance submission on efforts where they managed a subcontractor successfully as that is essentially what the prime is proposing to do for this effort.

13. Does the Supplier Performance Risk System (SPRS) evaluation described in Section M(c) apply only to the prospective prime contractor (the quoter), or does it also apply to any subcontractor performing the work?

SPRS evaluation applies only to the prime contractor (quoter). See response to question 12 for expanded past performance response.

Please confirm whether the auto-eject assembly, shore-power inlet, associated cable/hardware, and mounting components are Government-furnished or contractor-furnished.

All of the equipment was removed from a previous VMRDS vehicle and the intent of this requirement is to reinstall it to the new F550. All equipment listed in previous solicitation and in the attached photograph is Government provided.

See Amendment 0001 question 11. The Government can transport the vehicle to selected installer within geographic restriction.

23. Are there any special restrictions concerning drilling, body penetrations, electrical integration, or work near the existing Vehicle Mounted Radiation Detection System equipment that installers should account for?

The Government does not prescribe the specific means, methods, or procedures the contractor must use to accomplish the work, provided that the contractor's approach meets all technical, quality, safety, and schedule requirements stated in the solicitation. The contractor is expected to use its own expertise, experience, and professional judgment to determine the most efficient and effective way to deliver the required outcome.

The Government has structured this requirement as a Performance-Based acquisition. In accordance with FAR 2.101 and FAR 37.602, the Government is primarily concerned with the end result -- that the required services are performed correctly, safely, and in full compliance with all applicable standards, regulations, and performance requirements.

24. Will the Government deliver and retrieve after installation completion the Ford F550 to/from the selected contractor's installation facility?

Yes, the Government will handle moving the vehicle to and from selected installation facility.
