About this file

This is Amendment 0002 to Solicitation W912JD26QA025, issued by the W7TC USFPO Activity at Waterville, Maine, with an effective date of 08 SEP 2026. The amendment was issued by the Military Engineering and Research Office at Fort Detrick, Maryland, with contracting officer Thomas Ryan (thomas.j.ryan36.civ@army.mil, 207-430-5297).

The amendment addresses Government responses to contractor questions regarding the installation of emergency lighting and shore-power equipment on a Ford F-550 vehicle located at 1 Armory Road, Waterville, ME 04901. Key clarifications include: the contractor may perform installation at either the Government facility or their own facility within Maine, Vermont, New Hampshire, or Massachusetts; components are not pre-assembled and the contractor may make necessary modifications; demonstrated automotive electrical/upfitting experience is acceptable (no manufacturer certification required); the Whelen CORE system will be provided with a file by the Government, but the contractor is expected to install and program it, including adding a steady burn function; specific part numbers are provided for all Whelen lighting components, Kussmaul charger/Auto Eject components, and accessories; indoor shop/garage space will be provided at the Government location if needed; and the evaluation of past performance will focus on the prime contractor/quoter's ability to manage subcontractors and execute the work. The Supplier Performance Risk System (SPRS) evaluation applies only to the prime contractor. The due date and closing date for the solicitation remain unchanged from Amendment 0001.

SUMMARY OF CHANGES

Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been modified to:

Amendment 0002

The due date for questions has not changed.

The closing date for the solicitation has not changed.

12. May the prospective prime contractor rely on its proposed subcontractor's technicians, relevant experience, past performance, and installation facility to satisfy the Technical (Subfactor 1.1-1.3) and Past Performance evaluation factors described in Section M, where the subcontractor - not the prime - would perform the actual installation work?

For the technical submission the proposed subcontractor's information may be the focus as it directly applies to how the quoted solution would fulfill the requirement.

The Government's past performance evaluation is focused on the prime/quoter. Past Performance shows the Government how well the prime contractor performed the work, in other words, how well they executed what was promised in the quote. "The past performance assessment will assess the prime's (hereafter referred to as quoter's) ability to successfully accomplish the proposed effort based on the quoter's demonstrated present and past work record." (Addendum to FAR 52.212-2 Evaluation, b. Past Performance Rating). If the prime contractor has had previous experience with their proposed subcontractor then that effort could be viewed as relevant. In the instance that the proposed subcontractor is an entity that the prime contractor has had no dealings with previously, the prime contractor could focus their past performance submission on efforts where they managed a subcontractor successfully as that is essentially what the prime is proposing to do for this effort.

13. Does the Supplier Performance Risk System (SPRS) evaluation described in Section M(c) apply only to the prospective prime contractor (the quoter), or does it also apply to any subcontractor performing the work?
