About this file

This is Amendment 0003 to a federal solicitation (W912JD26QA016) issued by the Maine Army National Guard for a distributed antenna system (DAS) replacement project at Camp Chamberlain in Augusta, Maine.

The amendment extends the proposal submission deadline from August 3, 2026, to August 17, 2026, at 1:00 PM EST and extends the period of performance from 12 August 2026 to 13 November 2026 (original) to 09 September 2026 to 13 January 2027 (120 days total). The contractor must design, furnish, install, test, and commission a turnkey multi-carrier cellular enhancement/repeater solution supporting Verizon, AT&T, and T-Mobile with Trade Agreements Act (TAA)-compliant equipment. Key deliverables include post-award site survey and system design, TAA-compliant headend/controller equipment, physical installation and commissioning, obtaining mandatory carrier consents and FCC registrations, post-installation signal validation/grid testing, as-built documentation, operations and maintenance manuals, and one-year system warranty. The amendment revises the Performance Work Statement (PWS) Sections 1.1.1, 1.3, 1.4.3, and Section 5 (5.2.2, 5.6.1, and 5.7.1) for specific requirements, removes the 95% coverage requirement as a formal metric, clarifies that quality control plan due date is 15 calendar days after contract award, confirms the existing rooftop donor antenna and coaxial cabling will be reused with Government assuming risk of faulty infrastructure, eliminates design approval requirement to accommodate carrier consent cycles, and confirms FCC Part 90 classification is required. The Government will not accept partial quotes for equipment only; contractors must perform all tasks outlined in the PWS. Technical evaluation focuses on technical approach/system design and testing/commissioning/carrier integration. Proposals must include four volumes: cover letter (2 pages), technical proposal (30 pages), past performance (5 pages), and price proposal using Standard Form 1449. Service Contract Act wage determination 2015-4009 (Revision 34) applies.

W912JD25QA016 Amendment 0003

The purpose of this amendment is to execute the following administrative and technical changes:

a. Proposal Submission Deadline: The deadline for receipt of quotes is hereby extended to August 17, 2026 at 1:00pmEST.

b. Performance Work Statement Revision: Sections 1.1.1, 1.3, 1.4.3, and in Section 5, 5.2.2, 5.6.1, and 5.7.1 of the Performance Work Statement (PWS) is revised for specific requirements.

Technical Exhibit 1. Changes/Refinements are highlighted in Yellow, and text no longer applicable to the requirement appears as red text that is struck through . The schematics has been added as part of this amendment.

GENERAL QUESTIONS/SMALL SCALE CLARIFICATIONS:

:Question 16 Will the Government schedule a second site visit or permit an individually coordinated walkthrough before the proposal deadline?

The Government will not schedule a second site-visit, nor will individually coordinate Response:

walkthroughs be permitted prior to the quote submission deadline.

Question 17: Place of Performance. The CLIN 0001 continuation (Page 3) states "Camp Chamberlain, Bangor, Maine," while PWS 1.4.1, the Inspection/Acceptance page (Page 5), and the Place of Performance page (Page 6) state "Camp Chamberlain, 23 Blue Star Ave, Augusta, Maine 04333." Please confirm the correct place of performance is Augusta, ME 04333.

. The SF 1449, CLIN 0001 - Response: The correct place of performance is Augusta, Maine Continuation Page (Page 3) has been updated to reflect the Augusta location instead of Bangor, Maine.

W912JD26QA0160003

Question 18: Quality Control Plan Due Date. PWS 1.4.3 requires the final QCP "NLT 10 days after contract award," while Technical Exhibit 2 (Deliverables Schedule) lists the QCP as due "Within 15 calendar days after contract award." Please confirm which timeframe governs.

The Quality Control Plan is due within 15 Calendar days after contract award. The Response:

PWS in Section 1.4.3. has been updated to reflect the 15 Calendar days to align with the Techncial Exhinbit 2.

Question 19: Electrical Permits - Authority Having Jurisdiction (PWS 1.1.1 / 5.7). Please identify the Authority Having Jurisdiction for electrical permits and inspections at the installation (installation Directorate of Public Works versus state or local jurisdiction) so that permitting time and cost are accurately reflected in the schedule and firm-fixed price.

Response: Not needed. If electrical work is required the Government will utilize its own electricians. Electrical permit context has been removed from PWS 1.1.1 and 5.7.1.

Performance Signal Standards (PWS 5.6.2 / PRS). The PWS directs the contractor Question 20:

to define the commercial signal standards in the design proposal. Please confirm the Government will accept contractor-proposed, COR-approved thresholds (e.g., RSRP/RSRQ/SINR) as the acceptance basis, with no predetermined Government minimum.

Response: Yes this is the intent. The contractor proposed commercial signal standard becomes the benchmark for acceptance. The general outlook for this requirement is the following. The vendor's quote establishes a measurable commercial signal standard that their replacement DAS headend/controller solution would meet. Once awarded the vendor does a pre-installation survey that reports the current level of signal strength in the building. Then installation occurs and another survey is conducted and a final signal strength report is submitted. In theory this would show a low signal strength during pre-installation, and a higher signal strength post installation that meets or exceed the proposed signal strength from the quote. If the Government's pre-existing infrastructure is a source of failure (i.e. donor or distributor antennas) this is annotated on the final signal report for the Government.

Question 21: What defines acceptance (RSRP, SINR, throughput, coverage percentage, voice quality)?

Response: The Government now has two CLINs. CLIN 0001 is categorized as the property, acceptance occurs upon the transfer from Contractor to Government ownership of property (i.e.

equipment is installed). CLIN 0002 is the service, so the labor and costs involved in completing the PWS tasks. Acceptance of CLIN 0002 occurs after the Government accepts the final signal strength validation report (PWS Technical Exhibit2, 5.6.2)

Question 22: Can we just quote the equipment portion?

Response: No. The Government will not accept partial quotes for the equipment portion only. The successful awardee must perform all task and deliver all requirements outlined in the Performance Work Statement (PWS).

Question 23: Is the current Westell system completely failed or only partially operational?

Response: The current Westell system is partially operational. While the system experiences frequent, intermittent failures and is unreliable for consistent daily operations, it occasionally functions as intended. Offerors should assume the system requires complete replacement or overhaul as specified in the PWS.

Question 24: What were the primary reasons for replacement (hardware failure, carrier changes, 5G incompatibility, end of support)?

Response: The system is being replaced due to hardware failure. A Government diagnostic identified a failure specifically within the Westell headend/controller power supply components.

Question 25: Estimated number of people in the building?

Response: The facility has an average daily occupancy of approximately 85 personnel, with peak surge capacity reaching up to 250 personnel.

Question 26: Is there an area with higher number of users?

Response: High-density user areas are primarily the administrative offices located along the peripheral hallways. The center of the building (foyer and auditorium) experiences lower, intermittent usage.

Question 27: Are previous RF grid test reports or acceptance test reports available?

Response: The Government does not have any documentation of any previous test reports.

Question 28: Will remote monitoring be required?

Response: No remote monitoring required.

Question 29: Will Government network access or a dedicated VLAN be provided

Response: No. No network access or dedicated VLAN will be provided.

Question 30: Who currently maintains the system?

Response: The Maine Army National Guard is the property holder of the system. There is no service agreement or contract for maintaining this system.

Question 31: Are spare parts or replacement modules available?

Response: None.

Question 32: Government Site Visit photographs. Were official Government photographs taken during the 15 July site visit, and if so, will they be released by amendment?

No photographs requested or take during the site visit.Response:

Question 33: HEADEND LOCATION, RACK SPACE, AND POWER (Amendment 0001 Question 13; Site-Visit Minutes paragraphs 2 and 8) The minutes reference both the communications room housing the DAS headend/controller solution (para. 2) and a communications closet in Room 2014 on the second-floor west hallway (para. 8). Please confirm which location houses the existing repeater headend and is intended to house the replacement equipment. Please also provide the available rack space (rack units) and confirm the existing electrical service at that location (voltage, circuit rating, and dedicated circuit availability), consistent with the Question 13 response that the new system will use power requirements similar to the current system.

Existing repeater headend is located in Telecom Room 1622 on the first floor (the Response:

communications room housing the DAS... from the site visit minutes), this is the intended location for the replacement equipment.

Question 34: Can the Government identify the contractor that performed the original 2017 installation, or provide the contract number under which it was performed?

The original installation was coordinated through the State of Maine, not the Federal Response:

Government. Inquiries were made, however no information has been provided by the State government on who performed this installation.

Question 35: Quotes are due 3 August 2026, at which point an offeror's price is firm and binding.

PWS 5.6.2 provides that the specific commercial signal standards the system must meet are defined by the Contractor in the design proposal, which Technical Exhibit 2 does not require until 30 calendar days after award. An offeror is therefore required to bind its price before the standard that price must satisfy has been defined or approved. Please clarify how the Government intends offerors to account for this in their pricing.

The Government has revised the PWS and has extended the timeline for performance.Response:

FLOOR PLAN QUESTIONS

Question 36: Can we obtain floor plans, ceiling plans, riser drawings, and telecom room layouts?

Response: The Government has provided floor plan. No other drawings/plans/layouts requested have been found.

Three distributer antennas found inside locations are on/about - Hallway intersection at D16, Hallway G/H 15, Hallway intersection M16.

Question 50: Please clarify:

Whether 5G New Radio operation is a mandatory technical requirement for technical acceptability, or whether an LTE solution on a 5G-capable architecture is acceptable The specific frequency bands, by carrier, that the Government requires the system to support at this location

Response: A LTE solution on a 5G capable architecture is acceptable. The Government requires the replacement for the DAS headend/controller to have 5G capability. If pre existing Government infrastructure limits the DAS replacement to LTE please annotate on final report.

Question 51: The installed Westell DSP85-U7C and DSP85-CP units are band-limited to 700 MHz Upper C, Cellular 850, and PCS 1900. That configuration supports no 5G NR on any band and covers only a portion of the LTE spectrum in general commercial use. Please confirm which standard governs in the event of a conflict between PWS 1.1.1 and PWS 5.3.1, and confirm whether the Government understands a solution compliant with PWS 5.3.1 to be greater in scope than a like-for-like replacement of the installed units.

Response: PWS 5.3.1 has been updated.

CARRIER CONSENT / FCC REGISTRATION QUESTIONS:

Have Verizon, AT&T, and T-Mobile already approved rebroadcast?Question 52:

No, carriers have not been contacted by the Government.Response:

Will the contractor be responsible for obtaining all carrier approvals?Question 53:

YesResponse:

Question 54: Existing Carrier Consent / FCC Registration (PWS 5.7 and Deliverables). Because a repeater system is already operating at the site, does the Government hold existing FCC signal-booster registration or carrier rebroadcast consent (Verizon, AT&T, T-Mobile) that may be referenced or transferred to expedite activation of the replacement system within the 90-day period of performance? If available, please provide the applicable carrier points of contact.

The Government believes FCC signal booster registration was completed for the Response:

Response: MEARNG buildings must comply with local, state, and Federal building Plenum 1/2".

codes. PWS 5.2.2 was revised to mitigate contractor's risk associated with using existing Government infrastructure.

Question 72: What coaxial cable types are installed (1/2", 7/8", plenum, etc.)

Response: Plenum 1/2".

Question 73: MECHANISM FOR UNFORESEEN OR DIFFERING SITE CONDITIONS (Amendment 0001 Question 8) The response to Question 8 states that if differing site conditions are encountered during performance, the Government may choose to address unforeseen issues via bilateral contract modification. We note that FAR 52.212-4 (Contract Terms and Conditions - Commercial Products and Commercial Services) does not incorporate FAR 52.236-2 (Differing Site Conditions). Given the acknowledged absence of system documentation, please confirm the mechanism by which such conditions would be addressed, and whether the Government intends to incorporate a differing site conditions provision into any resulting award.

Response: PWS 5.2.2 was revised mitigate the contractors risk or use of existing Government infrastructure has been remedied. No differing site conditions provision is anticipated to be incorporated in award.

Question 74: DONOR ANTENNA AND DONOR CABLE (Site-Visit Minutes paragraphs 6 and 8) The minutes state there is one roof antenna oriented toward the cell tower north of Camp Chamberlain (para. 6), and that no positive identification could be made of where the antenna cable enters the building (para. 8). Please confirm: (a) whether the existing donor antenna and donor coaxial cable are expected to be reused; (b) if the existing donor cable path cannot be traced or is found unserviceable, whether replacement of the donor cable and any required roof penetration is within scope; and (c) whether roof penetration and associated roof-warranty coordination would be permitted, and by whom.

Response: PWS 5.2.2 has been revised to mitigate the contractor's risk associated with using existing Government infrastructure.

Question 75: Please provide, to the extent the Government holds such records:

Cable type and manufacturer for the donor path between the roof-mounted donor antennas and Communications Closet 2014, and between Closet 2014 and Telco Room 1622 Approximate cable length and routing, including the location of the roof penetration Confirmation of whether the donor cables terminate in Closet 2014, pass through it, or are spliced within it If the Government requires mid-band 5G NR support, confirmation of whether replacement of the donor path is understood to be within scope in the event the existing cable is found unsuitable at those frequencies

Response: PWS 5.2.2 has been revised to mitigate the contractor's risk associated with using existing Government infrastructure. Focus is on replacing the failing equipment.

Question 76: A compliant three-carrier solution may require additional independent donor paths, since donor antennas are directional and each carrier serving sector may lie on a different azimuth. Please confirm:

Whether the Government will permit installation of additional roof-mounted donor antennas Whether the Government will permit new roof penetrations, and if so, the approval process and any roof warranty restrictions that apply Whether any structural, aesthetic, or force protection restrictions apply to roof-mounted equipment at this facility Whether the existing roof penetration and donor cable path may be reused for additional cable, or whether existing conduit fill precludes it

Response: PWS 5.2.2 has been revised to mitigate the contractor's risk associated with using existing Government infrastructure. The primary focus primarily on replacement of failing equipment.

Question 77: Site visit observation: interior omnidirectional antennas were observed on the first floor. A Public Safety Radio repeater was located in Communications Closet 2014 on the second floor, served by a separate roof-mounted Yagi antenna, which suggests it is an independent system. It could not be determined whether the first floor antennas serve the cellular DAS, the Public Safety Radio system, or both. Please confirm:

1.

2.

3.

Whether the Government holds any documentation identifying which antennas serve which system Whether any portion of the passive network, including antennas, feeder, splitters, or taps, is shared between the two systems If the two systems share passive infrastructure, whether work affecting the Public Safety Radio system is within or outside the scope of this requirement

Response: No documentation for which antennas serve which system. The Government does not believe the two systems share the passive infrastructure.

COVERAGE FOOTPRINT/95% COVERAGE REQUIREMENT QUESTIONS:

From Amendment 0001 - Question 10: 95% Coverage Requirement - Please confirm whether the 95% coverage requirement applies to the entire approximately 100,000-square-foot area as a single total area, or whether each floor, zone, room type, or critical area must independently meet 95% coverage.

Response: Overall 95% coverage. The PWS was revised to focus primarily on replacement of failing equipment. The 95% coverage was removed from Technical Exhibit 1

Question 78: Please confirm which of the following reflects the Government's intent:

The 95% coverage requirement is to be achieved using the existing passive antenna infrastructure as found, with the contractor responsible for headend/controller replacement and for repair or replacement of defective existing passive components; or The 95% coverage requirement is to be achieved across the entire approximately 100,000 square foot area, inclusive of any additional interior antennas, coaxial cabling, splitters /couplers, connectors, and associated ceiling and pathway work necessary to reach that threshold.

If (2) reflects the Government's intent, we respectfully request that the Government either (i) establish a defined baseline against which all offerors price (for example, a Government-specified minimum interior antenna quantity), or (ii) establish a separate CLIN or Not-To- Exceed line item for additional passive infrastructure. Without a common baseline, offerors may reasonably assume materially different antenna quantities, and the resulting quotes would not be comparable on a lowest-price technically-acceptable basis.

Response: The PWS was revised to focus primarily on replacement of failing equipment. The 95% coverage was removed from Technical Exhibit 1

Please confirm the following:Question 79:

Total gross square footage of the building, and the square footage of each floor

Confirmation that both the first and second floors are within the required coverage footprint in their entirety Which areas, if any, are expressly excluded from the coverage requirement Whether any secure or restricted areas (SCIFs) exist within the footprint that contractor personnel cannot access for installation or testing, and how coverage and verification are to be accomplished in those areas Whether the Government is aware of any interior distribution antennas serving the second floor If no distribution network exists on the second floor, whether the Government understands the design, furnishing, and installation of a complete new distribution network across approximately half of the covered area to be within the scope of this requirement

94,000 square feet. Both floors are within the footprint for the post-installation report, Response:

coverage footprint requirement was dropped from PWS. Two small office sized spaces are secure areas and contractor personnel will not be permitted in those areas, nor are they required to be in the post-installation report. The Government is not aware of any interior distribution antennas serving the second floor. The PWS was revised so the focus is on replacing the failing Westell Equipment.

Question 1: While the site survey is recommended, is it mandatory?

Response: No, attendance at the site visit is not mandatory. Quoters are eligible for award and may submit a quote package in response to this Solicitation without attending the scheduled site visit. However, offerors are highly encouraged to attend. In accordance with FAR 52.237-1 (Site

Visit), quoters are expected to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Again, The site-visit will not be available at any other times prior to the bid due date.

Will the Government provide all vendors with a site-visit attendance list, site visit Question 2:

answers, photographs, or any additional technical information gathered during the site visit?

Yes. Following the conclusion of the site visit, the Government will issue a formal Response:

solicitation amendment on Sam.gov. This amendment will include the official site visit sign-in /attendance sheet, any official Government-provided photographs (if authorized for release), and the compiled written Questions and Answers. Any independent technical data, measurements, or signal readings gathered by individual vendors during the site visit are considered proprietary to those specific firms. The Government will not collect, synthesize, or distribute technical data gathered independently by prospective offerors.

Access and Badging. Beyond photo ID at the gate, are there any additional access, Question 3:

escort, or check-in requirements for the site visit itself?

No. Vendors will be escorted during this site visit. Intersted parties will meet at the Response:

Response: No. The current system was not part of the original building plan and therefore not documented as it should have been.

Question 6: Existing Passive Infrastructure. Can the Government provide the known quantity, type, location, and condition of existing antennas, coax/fiber cabling, splitters, couplers, taps, connectors, jumpers, grounding/bonding components, and related passive DAS equipment?

Response: Can only offer very limited information on the current system. This is the reason the Government is offering a site visit.

Question 7: Existing Coverage/Test Data. Does the Government have any recent benchmark testing, grid testing, walk test data, trouble reports, or carrier performance data showing the current service failures by carrier and by area of the building?

Response: No. The Government does not have any of this information.

Question 8: Passive Infrastructure Replacement Allowance. Since the PWS requires the contractor to include the cost of any required passive component replacements in the Firm-Fixed- Price proposal, can the Government confirm whether offerors should price a defined allowance for unknown damaged or non-compliant passive components, or should all risk be included in the base price?

Response: The Government will not provide a defined allowance or contingency fund for these components. Offerors should utilize their technical expertise, site survey (if conducted), and historical data to estimate and price these requirements within their totally proposed firm fixed price quote. During the performance, any differing site conditions are encountered. The Government my choose to address these unforeseen issues via bilateral contact modification issued by the Contracting Officer.

Question 9: Current Signal Source. Is the existing system operating as an off air repeater system, a carrier fed system, or another architecture? Please identify the current donor/source method for Verizon, AT&T, and T-Mobile, and if the current solution has all three carriers already.

Response: The current solution supported all three.

Question 10: 95% Coverage Requirement - Please confirm whether the 95% coverage requirement applies to the entire approximately 100,000-square-foot area as a single total area, or whether each floor, zone, room type, or critical area must independently meet 95% coverage.

Response: Overall 95% coverage.

Question 11: Critical Areas. Are there specific mission-critical rooms, operations centers, conference rooms, secure areas, stairwells, mechanical rooms, basements, or other locations that must receive priority coverage?

Response: No, there are no priority areas.

Question 12: Public Safety DAS / LMR / In Building WiFi. Is the requirement limited to commercial cellular coverage only, or are public safety DAS, LMR, emergency responder radio coverage, In- Building WiFi, or E911 location services included in scope?

Response: Limited to commercial cellular coverage only.

Question 13: Electrical Power. Can the Government provide available power information at the existing headend location, including voltage, available circuits, panel capacity, grounding, UPS availability, and whether new electrical work is anticipated?

Response: New system will need to use similar power requirements as the current system. No new electrical work is anticipated.

Question 14: Will the Government allow attendees to take photographs, measurements, signal readings, and notes during the site visit?

Response: Notes are permitted. Measurements are permitted. Signal readings are permitted.

Limited photographs permitted and will have to be reviewed before vendor leaves site visit. The vendors can ask for permission from the escort prior to taking a picture.

Question 15: Section 1.4.5, 1.4.5.2, 1.4.5.3, 1.4.5.4, 1.4.5.5. Do all of these trainings need to be done before the site visit on Wednesday July 15th? Or is this just for when the bid has been won and before work begins.

Response: Not necessary for the site visit. This training is only necessary to be completed after award, but prior to the start of the site-work. The only site-visit requirement is to register by July 10th and arrive with a photo I.D.
