The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, , in accordance with NG but not both protest procedures.
To be timely, the protests must be filed within the periods specified in RFO 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

Addendum to Evaluation - Commercial Product and Commercial Services
Addendum to FAR 52.212-2 - Evaluation - Commercial Product and Commercial Services
Pursuant to FAR 12.205(a)(2) (DFARS CD 2026-O0028) the provision at FAR 52.212-2 is hereby tailored.
: The Government will award a firm-fixed price (FFP) purchase order resulting from Basis of Award this solicitation to the responsible quoter who provides the Lowest Price Technically Acceptable (LPTA) quote, that demonstrates understanding of the requirements and conformance with the solicitation utilizing RFO Part 12 procedures for commercial items. Quotes will be evaluated for technical acceptability (including past performance) but will not be ranked using the non-price factors. In order for a quoter to be considered for award the quote receiving a rating of must "Acceptable" in every non-price factor. A proposal receiving a rating of "Unacceptable" in any non-price factor will not be eligible for award.
. The Government will evaluate the technical factor on a strictly acceptableTechnical Rating /unacceptable basis to determine if the quoter will satisfy the Governments minimum requirements of the solicitation. Quoter shall submit documentation that clearly demonstrates that they have the capability to provide the requirement within the timeline specified in the RFQ. Failure to submit sufficient information for the Government to determine the capability of the quoter to meet all of the terms and conditions of the solicitation will not be evaluated for award. The Government reserves the right to seek clarifications on the contents of the quote if determined necessary by the Contracting Officer. The Two SubFactors will be evaluated as follows:
Subfactor 1: Technical Approach and system design
The Government will evaluate the extent to which the proposed solution demonstrates a clear understanding of the requirement and a high probability of meeting current industry and commercial coverage standards for Verizon, AT&T, and T-Mobile.
The Government will assess whether the proposed equipment is commercial-grade, TAA compliant, and capable of integrating with existing infrastructure.
Subfactor 2: Testing, Commissioning, and Carrier Integration
The Government will evaluate the thoroughness of the testing plan to ensure it aligns with the Performance Requirements Summary (PRS) standards.
The Government will evaluate the offeror's demonstrated understanding of carrier coordination and FCC compliance processes, which minimize the risk of schedule delays.
A quoter's Technical proposal must receive a rating of "Acceptable" in both Subfactor 1 and Subfactor 2 to receive an overall rating of "Acceptable" for the Technical Factor.
3.
4.
The Government will determine whether the offeror's quote is acceptable or unacceptable with the below adjectival definitions.
Rating: Definition:
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
. The past performance assessment will assess the prime's (hereafter Past Performance Rating referred to as quoter's) ability to successfully accomplish the proposed effort based on the quoter's demonstrated present and past work record. The Government will evaluate the quoter's demonstrated record of contract compliance in supplying products and services that meet users' needs, including cost and schedule. The recency and relevancy of the information, the source of the information, context of the data and general trends in the contractor's performance will be considered.
Supplier Performance Risk System. A risk score of Red (lowest 5%) or Yellow (Next 10%) will be considered unacceptable. If no information is found, that will be treated as neutral which is considered acceptable. An unacceptable risk rating will be grounds for exclusion from award consideration. Next, we will evaluate all quotes with acceptable Supplier Performance Risk Systems for recency.
The Government will evaluate the quoters' recent and relevant past performance record.
Contractor's Performance Assessment Reporting System (CPARS), if available and Federal Awardee Performance and Integrity Information System (FAPIIS). Assess quoters probability of meeting the minimum past performance solicitation requirements.
Recent: Past performance must have occurred within three (3) years of the solicitation release date.
Relevancy: Past performance must be similar in scope, magnitude, complexity to the requirements of this solicitation.
Unknown Past performance: If the quoter has no recent/relevant past performance, they will be rated "unknown", which is evaluated as "Acceptable"
The Government will use the rating descriptions outlined below.
Rating: Definition
Acceptable
Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoters performance record is unknown.
Unacceptable Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
h. . The Government will evaluate the quoter's total evaluated price for reasonableness and Price check for unbalanced pricing across all line items in the schedule of prices. Quotes may be rejected if they are materially unbalanced, unreasonably high or unrealistically low. Pricing that is extremely low or high may indicate a lack of technical competence, a failure to understand program risks, or an inability to perform, which will be factored into the responsibility determination.
To ensure a quote reflects fair market value, the Government will compare proposed prices against current market rates, previous procurement history, and the Independent Government Estimate (if applicable) for similar items.
