About this file

This is a Memorandum for Record documenting the minutes of a site visit conducted on July 15, 2026, for Request for Quote (RFQ) W912JD26QA016 related to Camp Chamberlain Cell Repeaters. The site visit was held at 23 Blue Star Avenue, Augusta, Maine 04333, and was attended by government personnel from the United States Property & Fiscal Office for Maine (USPFO-ME) and Maine Army National Guard (MEARNG) G6, along with multiple vendors.

The site visit revealed critical information about the existing infrastructure at the Camp Chamberlain Joint Force Headquarters. The current system consists of Westell DSP85 C/P and Westell DSP85 U7C equipment installed in 2017, with one roof-mounted antenna oriented toward a cell tower north of the facility. However, the Government lacks complete documentation of the system, including official communication drawings, and does not know the exact number or locations of interior antennas within the building. Two interior antennas assumed to be Commscope CELLMAX - CPUSE antennas were identified on the first-floor Northeast side of the building. The communication closet is located in Room 2014 on the second floor's west side. A vendor raised a clarification question regarding whether the equipment should meet FCC Part 20 or FCC Part 90 standards, which the Government indicated would be addressed in a future amendment. The site visit concluded at 11:30 AM, and all contractors were instructed to submit Request for Information (RFI) submissions electronically via email per solicitation instructions. No basement exists at the facility.

3. The Westell DSP85 C/P and Westell DSP85 U7C were installed in 2017.

CONTROLLED UNCLASSIFIED INFORMATION

7. On or about 10:20 AM, the site visit team moved to the roof and reviewed the exterior antenna. A discussion about site drawings, and it was suggested that if official communication drawings could not be provided that at least a map of hallways, offices, and rooms would be adequate. A comparison was made to what is commonly used as a fire escape plan in Government buildings would provide details for planning. At this point a request was made to see if the Government could locate where the exterior antenna entered the building. On the roof, a vendor outlined a clarification question about the intent of this being Federal Communication Commission (FCC) Part 20 or FCC part 90 equipment. At this time, the Government is currently reviewing requirement and will provide respond with a future amendment.

8. On or about 10:40AM, the site visit moved to Communication Closet located in Room 2014, located on the second-floor hallway on the west side of the building. No positive identification of where the antenna cable came through the roof could be found but it was noted that the cable treys in the ceiling space were abundant. Another note was not knowing where the existing infrastructure (interior antennas) was would make the 95% coverage difficult to accurately forecast.

9. Around 11:00AM the site visit was concluded with a general walk-through of available office space on the second-floor west side of the building searching for interior antennas. None were found. On the first-floor Northeast side of the building two interior antennas were identified that were assumed to be part of the DAS system. These interior antennas are assumed to be Commscope CELLMAX - CPUSE antennas, given their appearance - white/traffic cone shape/visibly flush w/ ceiling.

10. To clarity, there is no basement for the Joint Force Headquarters.

11. No questions, or RFIs were answered during this site visit. All Contractors were instructed to submit RFI’s electronically via email, per the solicitation instructions.

11. There being no further questions, the meeting was adjourned at 11:30AM, and the contractors were escorted from the building.
