AMENDMENT OF SOLICITATION February 21, 2024
AMENDMENT 0001
The solicitation is amended, the hour and date specified for receipt of offer is not extended.
The due date remains unchanged: Wednesday, 13 March 2024 at 3pmEST.
The Request for Quote (RFQ) W912JD23Q0003 is hereby amended as follows:
The purpose of this amendment is to provide a response and clarify questions raised by various contractors.
Question 1: Can you confirm the inside dimensions? Paragraph 15.H - Description of Requirements, bullet 6 requests a inside dimension of 17 5/8” x 12 5/8” and bullet 8 states the canvas must fit an image of 19.5” x 24.5”.
Response: The inside diameter referenced is the finished sign facing the front of the frame that includes the oatmeal linen liner. The size requirement for the image size is that which the stretcher bar fits. The linen over lays the image hence the difference in diameters.
The reason for different dimensions is the canvas stretcher bar is recessed in the linen liner portion of the frame. See attachment slide 3 for a visual.
Question 2: Can you provide the width of the Mahogany veneer frame and the oatmeal linen liner (ex 1.75”W x ¾”h) ? The dimensions are provided for the stretcher bar and gold trim.
Response: Approximately 1” thick x 1 ¾” wide.
Question 3: Is the gold trim a separate frame or is it part of the linen liner?
Response: Gold trim is inlaid with to the linen liner frame.
Question 4: Are CLIN 0001 and CLIN 0002 each for 200 picture frames or does CLIN 002 refer to shipping of the 200 frames?
Response: Yes, CLIN 0001 and CLIN 0002 are each for 200 frames with different delivery dates desired. In total both CLINs equate to 400 frames. An option has been included that will allow the additional 100 frames if the Government deems necessary, which will bring the grand total to 500 frames.
Question 5: Is the entire submission limited to 10 pages or is there only a limit on the Technical section?
Response: 10 pages maximum for technical section.. A cover page and the pricing schedule will bring the total maximum number of pages to12 pages, plus your FAR/DFARS Representations and Certifications.
Question 6: Do you want hanging hardware to be included on the back of the frames? (Example: 3-point security mount hardware, wire, etc.)
Response: No hanging hardware required.
Question 7: Can you share any previous contract pricing?
Response: No, this is a new requirement.
Question 8: Your images reflect a stretched canvas on strainer bar we would like to know if you are looking for us to supply the canvas and strainer with this quote?
Response: No Canvas is required with this acquisition. Yes a stretcher bar is required 7/16” (thick) Stretcher bar/strainer frame - cut, joined, and assembled but sent unattached to the frame (inside dimensions 17 5/8” x 12 5/8”, outside dimensions 20 3/32” X 15 3/32”). See attachment 1 slide 4 and 5 for a visual.
Question 9: We would also like to clarify that you are looking for the frames and liners only? no glass included or backing for the frames?
Response: Just frames and liners. No glass is requested and no backing is requested as part of this requirement.
Question 10: And to clarify the quantity needed is 500 pieces Delivered at different dates separated by 200 pieces to be delivered 03-JUN-2024 another 200 pieces to be delivered on September 30th And then 100 pieces to be delivered on November 29th?
Response: The base contract will be 400 total frames. CLIN 0001 is 200 frames delivered NLT 03JUN2024, CLIN 0002 is another 200 frames delivered 30SEP2024. An option is included that would add another 100 frames delivered NLT 29NOV2024. If the Government elects to exercise the option, and if the option is executed, this would bring the total order to 500 frames.
Question 11: Regarding shipping for the order are we arranging for the freight? or are we just providing weight and pallet size and shipping will be arranged on your end?
Response: Contractor is providing all freight costs associated with this order. Pricing shall be for FOB Destination.
Question 12: The solicitation clearly outlines the need for professionally constructed gallery-style picture frames for canvas prints, specifying details such as the Mahogany veneer frame, oatmeal linen liner, gold trim, and other specifications. However, there is no explicit mention of whether the awarded company is expected to handle tasks such as printing the canvas, stretching them, and completing the entire order beyond providing the frames.
Could you kindly provide clarification on whether the scope of the contract involves additional responsibilities beyond supplying the specified frames? Your guidance on this matter would be greatly appreciated.
Response: Vendor is only to supply the frames, no glass and backing. The NGB Publication Management Center has the capability and intent to print the canvas and arrange final assembly.
