SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
AMENDMENT 2
Question 8) PWS – 1.2. Metrics: Are the metrics only the number of SM seen in a month?
Response: The metrics in this paragraph refer to the total number of service members that are medically ready and deployable in one fiscal year. The metrics the government monitors are the immunizations, hearing, dental, labs, vision, medical conditions, height, weight and vital signs. All of these metrics have an overall goal with an overarching main goal of 90% of all service members that are deployable and medically ready to deploy in a fiscal year.
Question 9) PWS – 1.4.2. QASP: Is this already developed?
Response: 1.4.2 – Quality Assurance (QA): The Government has a Quality Assurance Surveillance Plan (QASP) which has detailed procedures and guidelines that the Government will use in ensuring the required performance standards or services levels are achieved by the contractor. At the end of each month, the COR will prepare a written report to the Contracting Officer summarizing the overall result of the quality assurance surveillance of the contractor performance. See the PWS – Technical Exhibit 1 – Performance Requirements Summary (PRS). This PRS includes performance objectives the Government will use to determine contractor performance and will compare contractor performance to the Acceptable Quality Level (AQL).
Question 10) PWS - 1.4.4.1 – What does telework mean in this instance?
Response: The Performance Work Statement (PWS) is a prescribe format for all 54 states and territories of the National Guard Bureau (NGB). As a result, all of the paragraphs shall remain within the PWS and the Contracting Officer will label the paragraph as “Reserved” if the section doesn’t apply to the PWS. The ability to telework is not an option under this requirement.
Question 11) PWS – 1.4.7. The PWS refers to 3 positions: Behavioral Health Specialist, Medical Records Technician, and Case Manager. The solicitation only has space to propose two service departments, Behavioral Health Services and Non-clinical medical case management service. Which CLIN did you want the Medical Records Technician included in on, or was there a missing CLIN for this labor category?
Response: The Behavioral Health Services are allocated by Congress from a different federally funded appropriation. As a result, the Medical Records and Medical Support Services and Case Manager Service are combined under one category of Non-Clinical Case Management Service. The Behavioral Health Services shall be priced as a standalone service.
Question 12) PWS 5.1.7 – Is there a schedule for the MRE and SRP events Response: Given the geographical dispersion of the Maine Army National Guard and the fact the Service Members are only in uniform 39 days of the year, the USP&FO for Maine will require the contractor staff members to travel to various Army facilities as part of the requirement to support Medical Readiness Events, which occur one weekend a month during the months of November through March only.
Question 13) PWS – Exhibit 3 – Estimated Workload Data – Item #6 – the government references to “every weekend (providers take turns) 64 hours a month)”. This statement insinuates more than one provider is needed, to complete the estimated workload, can you please confirm how many providers are needed.
Response: There is only one 24/7/365 phone number which will required to be monitored for urgent and emergency counseling. The Maine Army National Guard has one (1) fulltime Federal Technical who provides Behavioral Health Specialist services to the agency, who will establish a rotating on-call calendar to provide service 48 hours (one weekend a month) plus one day to ensure coverage.
Question 14) We understand that this is a new contract requirement. However, were these services previously completed by government? Is so, who is providing these services currently, and how many FTE per labor category are being utilized? If not, is this need completely new to the MEARNG Readiness department, as in no one has ever worked these positions before?
Response: The government considers this a new requirement, as the requirement for Medical Readiness Services have grown, due to the National Guard Bureau’s increase focus on individual medical readiness. The Maine Army National Guard has one (1) fulltime Federal Technical who provides Behavioral Health Specialist services to the agency. These services requested under this requirement have never been covered by previously government employees. Similar services have been provided in the past but, these requirements are different than previous requirements. The current PWS tasks and other contractual documents have been revised dramatically to reflect the current requirement and required task to accomplish this service.
The expiring contracts that covered a portion of this new requirement are:
W912JD18P0007 –T47 International, Inc. - $144,683.32.
W912JD18P0014 – ONVOI LLC - $196,732.00
Question 15.) Please clarify if there are incumbents, how many there are and the length of service for each incumbent.
Offerors are reminded that the pay rates set forth in the SCA WD Attached to this RFP are a minimum. The Government enforces this minimum. Offerors are reminded that the market rates may be above the minimum. The Offerors will determine the labor mix and the number to support the overall requirement.
Registered Nurse III – June 2013 Medical Record Technician – November 2014 & June 2018 Licensed Clinical Social Worker – July 2018 & Jan 2019.
IAW FAR 52.222-41(n) Seniority list. Not less than 10 days prior to completion of any contract being performed at a Federal facility where service employees may be retained in the performance of the succeeding contract and subject to a wage determination which contains vacation or other benefit provisions based upon length of service with a Contractor (predecessor) or successor (29 CFR 4.173), the incumbent Prime Contractor shall furnish the Contracting Officer a certified list of the names of all service employees on the Contractor’s or subcontractor’s payroll during the last month of contract performance. Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract.
